‘Shovel ready’ Infrastructure Projects: Project Information Form About this Project Information Form The Government is seeking to identify ‘shovel ready’ infrastructure projects from the Public and certain Private Infrastructure sector participants that have been impacted by COVID 19. Ministers have advised that they wish to understand the availability, benefits, geographical spread and scale of ‘shovel ready’ projects in New Zealand. These projects will be considered in the context of any potential Government response to support the construction industry, and to provide certainty on a pipeline of projects to be commenced or re- commenced, once the COVID 19 Response Level is suitable for construction to proceed. The Infrastructure Industry Reference Group, chaired by Mark Binns, is leading this work at the request of Ministers, and is supported by Crown Infrastructure Partners Limited (CIP). CIP is now seeking information using this Project Information Form from relevant industry participants for 1 projects/programmes that may be suitable for potential Government support. The types of projects we have been asked to consider is outlined in Mark Binns’ letter dated 25 March 2020. CIP has prepared Project Information Guidelines which outline the approach CIP will take in reviewing and categorising the project information it receives (Guidelines). Please submit one form for each project that you consider meets the criteria set out in the Guidelines. If you have previously provided this information in another format and/or as part of a previous process feel free to submit it in that format and provide cross-references in this form. Please provide this information by 5 pm on Tuesday 14 April 2020. As an initial task the Infrastructure Industry Reference Group has been asked to prepare a report on infrastructure projects/programmes that are ready for construction and could, if the Government deemed it appropriate, be deployed as part of a stimulatory package. It should be noted that the full impact of COVID 19 on the economy will not be known for some time, and the Government’s decision to accelerate any construction-related spend will be determined by its assessment of priorities at the time. This information is being sought in good faith, but no undertaking can be made that the criteria or any other considerations will not change or that any projects coming forward from the Reference Group will be accelerated, or any of the Reference Group’s recommendations adopted. This situation we all find ourselves in is truly dynamic. This document relates to the gathering of project information only and is not a Notice of Procurement. It does not form part of any procurement process. It does not commit the Government or CIP to take any further steps, or provide any financial or other assistance, in connection with any information in response to this document or the projects to which that information relates. 1 We refer to “projects” throughout. Please provide a very brief description of the infrastructure project: Brief description of the programme This is a programme that will boost tourism in Hamilton, leveraging the iconic Waikato River and our wonderful river paths to create connections between our key tourist attractions (the Hamilton Gardens, the Waikato Museum and the soon to be constructed Waikato Regional Theatre in the Hamilton CBD). Providing improved water-based, cycling and pedestrian connections linking the central city, specifically the Waikato Museum and the impending new Waikato Regional Theatre, and the Hamilton Gardens will create a multi-dimensional tourism experience that will attract increased numbers of domestic and international visitors. This programme has several interdependent projects: 1. Completing the next phase of the Hamilton Gardens Development Plan, (4 new themed gardens, two plazas, a new café and visitor arrival centre); 2. an accessible, safer jetty below the Waikato Regional Museum connecting to the recently upgraded Hamilton Gardens jetty; 3. a landing at the central city jetty and a covered platform on the river side of the Museum to enable gatherings, powhiri, kapa haka and performance activities; 4. a new river facing entrance at the Museum and an external lift and internal staircase to bring visitors up from the landing to the museum’s world class exhibitions. An expansion to the Museum foyer and entrance. This will also provide an accessible connection from the river promenade level to street level; 5. Construction and upgrading of river side paths and plantings to link to other key areas in the City’s cultural and hospitality precinct. Problem being addressed There is currently poor connectivity between the city’s key visitor destinations; Waikato Museum and Hamilton Gardens and opportunities to maximise domestic and international tourism are not being realised. Both facilities are located along the river and this programme of works will enhance the offering at each of these destinations and create new and improved access and opportunities for cultural tourism via the river corridor. This programme seeks to solve this problem. Key benefits being delivered Significant economic, cultural, social and environmental benefits will be delivered by creating improved access to River and linking and enhancing the visitor experiences at the city’s major visitor destinations. Construction readiness & deliverable timeframe (Projects here available to start immediately within 0- 6months) This programme is ready to go with $11.75M worth of projects ready to go within 6 months. All projects in the programme have been sequenced to allow continuous development over a 2-3-year period. Extra Information The Hamilton Gardens is a world-class garden complex that receives an estimated 1.1 million visitors per year, and in is one of the Waikato region’s top three key attractions. Made up of 46.5 hectares of recreational park and theme gardens, the Hamilton Gardens showcases the history of gardens across civilisation. It is the only design concept garden of its kind in New Zealand and the world and has received numerous awards, including International Garden of the Year in 2014. It is a popular venue for weddings, conferences and other community events, including the nationally recognised Hamilton Gardens Arts Festival. The Waikato Museum is centrally located on the banks of the Waikato river, close to the impending new Waikato Regional Theatre, and the Hamilton Gardens. There is great potential for future partnerships and opportunities connecting these sites, Tuurangawaewae to the north of the city, the Te Awa River Ride and Te Ara Wai to the south. The Waikato Museum tells our local stories to showcase the uniquely Waikato flavour of our region, our Waikato Tainui and Kiingitanga heritage and Te Ao Maaori perspectives past and present, as well as art, social history, our agricultural history, our environment, science and innovation. The soon to be constructed Waikato Regional Theatre will be a significant regional asset and its positioning in the central city next to the Waikato Museum creates a cultural precinct that will drive business/economic development opportunities related to the River Plan and river tourism. 4.
