What is your position on the proposed Ruakura Development Plan Change?* November 2013 NSP034 5 Submission Form – Proposed Ruakura Development Plan Change Concerns of Cycle Action Waikato and CCS Disability Action The success or failure of the Ruakura Development Plan Change will depend directly on how much safety and access is provided for walking, cycling, and the mobility impaired. All of the facilities provided for walking need to be manageable by all levels of mobility impaired, and by blind people with guide dogs. We are pleased that the RDPC is providing some of the needs of walking, cycling, Reasons and the mobility impaired. including any suggested However there are many areas in which this provision is substandard and in need conditions of upgrading to make it significantly safer and much more accessible for walking, cycling, and the mobility impaired. Planning Ruakura Road and Greenhill Road off-road pedestrian / cycle path connection to Waikato Expressway interchanges within the Ruakura Development Area. Planning Cycle provision in all street-to-street ‘Access Ways’. Lighting of off-road paths where distant from the road. Cycle provision around the ‘Knowledge Zone’ Lakes paths. Reducing road speed limits to 40kph (Industrial Collector Roads and Industrial Local Roads). Safer Roading design (widening car door opening zones), Greened-in cycle transitions to connect on-road shoulders to off-road pedestrian/cycle paths, raised table-top pedestrian crossings at the intersections and mid-block pedestrian refuge islands, etc. November 2013 NSP034 6 Submission Form – Proposed Ruakura Development Plan Change 6. Grant Decline X Grant with conditions (please describe the changes or conditions you would like below) No view Other (please describe the decision you would like below) November 2013 NSP034 7 Submission Form – Proposed Ruakura Development Plan Change BETTER ACCESS AND SAFETY FOR WALKING, CYCLING, AND THE MOBILITY IMPAIRED 1) Off-road pedestrian and Cycle Access to Wairere Drive Extension (Figure 8) As the Ruakura Development Plan Change (RDPC) is proposed to change the Operative Hamilton City District Plan, it will become the blueprint for all future development within the Ruakura area. Therefore it is vital that the walking and cycling linkages proposed in the RDPC link it to the wider Hamilton City. HCC has identified Ruakura Road as part of the University-Central Business District Cycle Route. The Wairere Drive Extension off-road Pedestrian / Cycle Route must link with the RDPC-proposed Ruakura Road off-road Pedestrian / Cycle Route. Unfortunately Ruakura Road’s high daily motor vehicle flows, and relatively high speed (of 60kph), are a deterrent to new cyclists starting cycle commuting to the University, as many of them do not want to battle it out on the road with cars. The Ruakura Road existing south-side footpath is pedestrian-only, and there is no footpath on the north side. The Ruakura Development will likely bring many more heavy trucks and trailers along Ruakura Road heading to Wairere Drive. This will make Ruakura Road even more dangerous to pedestrians and cyclists. The RDPC needs to mitigate this extra danger. In its proposed form it does not do this. However, these deficiencies can be remedied by extending the proposed Ruakura Road off-road pedestrian/cycle path (approximately 200m west) to connect with the existing Wairere Drive Extension pedestrian/cycle path. These destinations are all well within walking and cycling distance by children and adults on push scooters, skateboards, bicycles, power wheelchairs, and electric mobility scooters. 1.1) For greater access of walking, cycling, and the mobility impaired, Figure 8 (Walking and cycling) requires dark green (‘proposed off-road cycle’) path, and orange (‘proposed pedestrian connections’) to extend the proposed Ruakura Road off-road pedestrian/cycle path (approximately 200m west) along Ruakura Road to connect to the existing Wairere Drive Extension pedestrian/cycle path. 1.2) For greater access of walking, cycling, and the mobility impaired, Figure 8 (Walking and cycling) requires the double headed arrow to show “Cycle and pedestrian access points”, to be positioned in the direction parallel Ruakura Road between the Business Innovation Park and Wairere Drive Extension. 1.3) For greater access of walking, cycling, and the mobility impaired, we wish to see the Ruakura Development pay for an extension to the proposed Ruakura Road off-road pedestrian/cycle path (approximately 200m west) along Ruakura Road, to connect to the existing Wairere Drive Extension pedestrian/cycle path. 2) Crossing Ruakura Road safely (Figure 8) Ruakura Road is currently difficult and dangerous for pedestrians and cyclists to cross to get to Agresearch and the Business Innovation Park. Sadly this was graphically demonstrated by the July 2011 death of a 13-year old Boys High student crossing Ruakura Road near the entrance of the Innovation Park. The Ruakura Development will likely bring many more heavy trucks and trailers along Ruakura Road heading to Wairere Drive. This will make Ruakura Road even more dangerous to pedestrians and cyclists. The RDPC needs to mitigate this extra danger. It would be in the very best interest of the Ruakura Development to provide this crossing. The proposed Knowledge Zone may encourage more people to cross Ruakura Road. A safe traffic-light signalised pedestrian crossing of Ruakura Road is needed at the entrance to the Business Innovation Park and the Agresearch Center. 2.1) For greater safety of walking, cycling, and the mobility impaired, Figure 8 (Walking and cycling) requires a double headed arrow to show “Cycle and pedestrian access points”, to be positioned across Ruakura Road pointing to a traffic-light signalized crossing at the Business Innovation Park and Agresearch Centre. 2.2) For greater safety and access of walking, cycling, and the mobility impaired, we wish to see the Ruakura Development pay for a Ruakura Road traffic-light signalized crossing at the Business Innovation Park and Agresearch Centre.
