  • Insights Huining on the Liaison Office
The intriguing appointment of Luo Insights Huining on the Liaison Office In late December 2019, Luo Huining 骆惠宁 was set aside and taken down from his provincial position (Shanxi Party Secretary [2016-2019]) and instead sent, as several 65-year-old Cadres often do before their official retirement, to a commission led by the National People’s Congress (NPC). Luo, a provincial veteran (Anhui Standing Committee [1999-2003], Governor [2010-2013] and Party Secretary of Qinghai [2013-2016]), seemed then to follow in the footsteps of his Qinghai predecessor, Qiang Wei 强卫1. Replaced by Lou Yangsheng 楼阳生 – part of Xi’s Zhejiang “army”, Luo, despite being regarded as competent when it came to the anti-corruption campaign, has never shown any overt signs of siding with Xi. As such, the sudden removal of Wang Zhimin 王志民2 – now ex-director of the Hong Kong Liaison Office for the Central government, which, to be fair, was predictable3, became even more confusing when it became known that he would be replaced by Luo. Some are saying this “new” player could bring a breath of fresh air and bring new perspectives on the current state of affairs; some might see this move as either an ill-advised decision or the result of lengthy negotiations at the top – negotiations that might not have tilted in Xi’s favor. A fall from “grace” in the shadow of Zeng Qinghong Wang Zhimin’s removal, as previously stated, is almost a non-event, as Xi was (and still is) clearly dissatisfied with the way the Hong Kong - Macau affairs system 港澳系统 is dealing with the protests.

Many of the Chinese government’s united front activities are entrusted to a specific organization: the Communist Party’s United Front Work Department (UFWD), which handles a broad range of policy portfolios ranging from ethnic and religious affairs within China, to seeking influence over ethnic Chinese communities and governments in foreign countries. However, in a much broader sense, the “united front” also represents a series of political strategies and tactics, employed by a variety of Chinese state-affiliated organizations, to pursue the interests of the Chinese Communist Party throughout the world. In our first article, Anne-Marie Brady helps to frame the issue by examining the nature of “united front work,” and the language employed in reference to these activities.

MEDIA, MARKET ECONOMY, AND CULTURAL TRANSFORMATION: QIN MUSIC IN CONTEMPORARY CHINA by Da Lin B.A. in Music, Xi’an Conservatory of Music, 2005 Submitted to the Graduate Faculty of Arts and Sciences in partial fulfillment of the requirements for the degree of Master of Arts University of Pittsburgh 2010 i UNIVERSITY OF PITTSBURGH SCHOOL OF ARTS AND SCIENCES This thesis was presented by Da Lin It was defended on November 29, 2010 and approved by Andrew Weintraub, Professor, Department of Music Adriana Helbig, Assistant Professor, Department of Music Thesis Director: Bell Yung, Professor, Department of Music ii Copyright © by Da Lin 2010 iii Bell Yung MEDIA, MARKET ECONOMY, AND CULTURAL TRANSFORMATION: QIN MUSIC IN CONTEMPORARY CHINA Da Lin, M.A. University of Pittsburgh, 2010 The qin, historically recognized as an instrument of Chinese literati, has been presented in various forms of mass media for over fifty years. After the establishment of the People’s Republic in 1949, the government promoted public performances in a propaganda/persuasion media system; consequently, mass media started to play significant roles in reshaping aesthetic standards, performance practices, musical features, and meanings of the qin tradition. The mass media in China, however, went through a commercialization reform after the late 1970s and has shaped the current propaganda/persuasion model. This new media structure has hastened the emergence of new musical features and meanings of the qin in the commercial logic as opposed to the Party logic. Such interactions with technology have arguably constituted contemporary performance practices that have departed from traditional aesthetic standards held by literati practitioners who played the qin for self-satisfaction.

  • Insights Cooperation on Display
The Xi-Lam Meeting: Putting Insights Cooperation on Display Faced with massive electoral losses and relentless protests, Carrie Lam flew to Beijing on the December 16 to meet with Xi Jinping in order to reassess short-term priorities when it comes the Special Administrative Zone. Some were expecting this meeting to lead to the resignation of Lam. However, support for Lam was reiterated and the discourse remained more or less the same. The main differences lie in the meeting itself and in one crucial discourse variation. Two meetings, no solutions. Lam was first met by Premier Li Keqiang on December 16 before lunch time. However, Li was waiting for her in the Great Hall of the People – Hong Kong hall, and not at Zhongnanhai (where Xi and the rest of the Chinese team was). This could prove to be yet another facet of Li’s isolation inside the Politburo amidst the ongoing factional struggle and personnel reshuffling. Li was then accompanied by Han Zheng, his own personal mishu Xiao Jie (now General Secretary of the State Council), Zhang Xiaoming (Hong Kong and Macau Affairs Office), and Wang Zhimin (Hong Kong Liaison Office for the Central Government). The second meeting is more peculiar, especially when it comes to the list of attendees. Xi was, of course, present, in addition to Han Zheng, Ding Xuexiang (General Affairs Office), Yang Jiechi (Central Committee’s Foreign Affairs working group), You Quan (United Front Department), but also Guo Shengkun, the sitting Party Secretary of the National Political and Legal Affairs’ Commission. This strikes us as odd, since Guo is an ally of the old “zhengfa clique” of Zhou Yongkang, but also because it is the first time Guo is involved in the matter.
