The Prime Minister of India and the Premier of the State Council of the People's Republic of China met in Delhi from the 19th of April to the 25th of April 1960 to discuss certain differences relating to the border areas which had arisen between the Government of India and the Government of the People's Republic of China. The two Prime Ministers explained fully the respective stands of the two Governments and as a result, there was a better appreciation of the points of view of the two Governments. The talks, however, did not resolve the differences that had arisen and the two Prime Ministers decided that officials of the two Governments should examine the factual materials in the possession of the two Governments in support of their stands. 2. The Joint Communiqué issued on the 25th of April 1960 at the conclusion of the talks of the Prime Ministers in Delhi embodied their decisions and served as a broad directive for the official teams who were to undertake the examination envisaged by the Prime Ministers.     India-China LAC Dispute What is the issue? There is a national security crisis going on with the multiple Chinese intrusions across the Line of Actual Control (LAC). India needs to change its national security strategy. What has happened? The intrusions across the LAC are at Galwan River, Hot Springs, Pangong Tso in Eastern Ladakh and Naku La in North Sikkim. The MEA has made three perfunctory statements about the diplomatic and military engagements to defuse the situation. No formal statement has been made on the military situation at the sites of the intrusions or along the rest of the LAC. However, the Chief of Army Staff said that the Army is disengaging in a phased manner, starting from the Galwan river valley. What is the pattern? The Depsang 2013, Chumar 2014, Doklam 2017 and now Eastern Ladakh 2020 are some of the Indo-China crises. Over the last seven years, India has followed a familiar pattern to resolve national security crises arising due to the ever-shifting Chinese claim lines on the undemarcated LAC. The Chinese actions catch us by surprise at strategic and tactical level. India reacts post-haste with a much higher force level. The exact place and extent of intrusion are never formally acknowledged. The outcomes of these engagements and concessions meted out are not put out in public domain. Disengagement happens again and India repeats the same process. What is the government’s concern? The jury is still out on the outcome of the 2020 crisis. The primary concern of the government in such a crisis that portends possible loss of territory is its fallout on domestic politics.

Ajai Shukla reports that “more than 5,000 Chinese soldiers of the People’s Liberation Army (PLA) have intruded into five points in Ladakh – four along the Galwan River, and one near the Pangong Lake.” He adds: “This is not shaping up like a routine patrol confrontation, or even a temporary occupation of disputed territory of the kind that took place in Depsang in 2013, or in Chumar in 2014. This time the PLA soldiers are digging defences, preparing bunkers, moving in heavy vehicles and have reportedly even moved artillery guns to the rear (albeit in their own territory) to support the intruders, say the sources. The world's two most populous nations - with two of the planet's biggest military forces - have been at loggerheads for weeks along their long and contested high-altitude frontier. But the crisis escalated on Tuesday when the number of Indians killed in an extraordinary confrontation soared to 20 - they had died without a single shot being fired. India said both sides suffered casualties. China is yet to confirm its number of dead or injured. The site of the clash was on the de facto border - the Line of Actual Control or LAC - between the two countries. India and China share a border that is more than 3,440km (2,100 miles) long and have overlapping territorial claims. The Galwan river valley, with its harsh climate and high altitude terrain, lies along the western sector of the LAC and close to Aksai Chin, a disputed area claimed by India but controlled by China. Media reports say that troops clashed on ridges at nearly 14,000 feet high along steep terrain with some soldiers even falling into the fast flowing, 80km (50-mile) long Galwan river in sub-zero temperatures. On Tuesday evening, the Indian army confirmed that 17 of those who died "were critically injured in the line of duty at the stand-off location and exposed to sub-zero temperatures in the high altitude terrain". It is thought some of the soldiers succumbed to their wounds, unable to survive the freezing temperatures overnight.

It was 17 May 2002 and we had arrived in Shyok village just in the nick of time. The trail from here to the Karakoram Pass is known as the 'Winter Trail' as it is only in that season that the Shyok river is crossable. The name itself carries a warning: in Ladakhi 5hi means 'death' and yak means 'river', literally the 'the river of death'. It has to be crossed 24 times and many travellers have perished in its floods. Our party comprised five Japanese and six Indian mountaineers accompanied by an army liaison officer. We were at the start of a long journey covering the two large valleys of the Shyok and the Nubra rivers, in Ladakh, East Karakoram. It is forbidding terrain. Our ambitious plan was to follow the Shyok, visit the Karakoram Pass, cross the Col Italia, explore the Teram Shehr plateau and finally descend via the Siachen glacier. In between all this, we planned to climb the virgin peak Padmanabh (7030m). Back in the 19th century, the British tried to build a formal trail here by blasting rocks on the left bank in order to minimise the crossings. We could see blast marks on the rocks, though at many places our own trail was on the opposite bank. The project was abandoned and Ladakhi caravans continue to use the traditional route, crossing and re-crossing the Shyok five or six times each day.

Nevertheless, it is a modest attempt on our part to bring Tibet into a sharper focus and to foreground Tibet in a year that would be remembered, above all for disruptions caused by the pandemic. Even from our perch in Dharamshala, events around the world appear to be happening at an accelerated pace. Although the pandemic has compelled nations in most part of the world to curtail movements of people, it still had little bearing on events that continue to hit the bedrocks of global order. One such event is the border standoff between India and China in Ladakh. Debates surrounding this unfortunate event led to further interrogation and it took a little scratching of the surface to reveal the relevance of Tibet. It was under such circumstances, a phrase from Dawa Norbu’s academic paper Centrality of the Marginality regained a regenerated vitality. We felt it worthwhile to revisit his ideas and his academic pursuit to recentre Tibet. It is with this objective that we wanted to tease his ideas further, update new data and formulate new conceptual understanding.
