The Project also includes the interchange of I-5 and Northeast (NE) Broadway and NE Weidler Streets (the Broadway/Weidler interchange) and the surrounding transportation network, from approximately NE Hancock Street to the north, North Benton Street to the west, NE Multnomah Street to the south, and NE Second Avenue to the east. The Oregon Department of Transportation (ODOT or the Agency) is in the process of completing an Environmental Assessment (“EA”) for the project to meet the National Environmental Policy Act (“NEPA”) requirements. The majority of funding for design and construction of the project was recently authorized by the Oregon Legislature via House Bill 2017. As a result, this project is rapidly moving forward with a project purpose defined to improve safety and operations on I-5 within the project limits and to improve local connectivity and multimodal access across I-5. The project need focuses on safety and operations of the system to promote travel reliability. Workshop Objective Due to the complexity of the project, the number of stakeholders, and the aggressive project schedule, ODOT elected to hold a facilitated project review workshop on May 7-8, 2018 with industry contractors and key technical Agency staff to: 1. Review and provide input on construction staging/phasing. 2. Provide feedback on construction schedule durations and logic. 3. Review and define project risks. Bruce Johnson is the State Bridge Engineer, Bridge Engineering Section, for ODOT since September 2004. He supervises 8 people and oversees the work of 70 people in bridge design, standards, operations, inspection, major bridge maintenance, load rating, bridge management, and preservation. Prior to that, he was the Division Bridge Engineer, for Federal Highway Administration in Oregon from October 1988 to September 2004. He worked in various positions with FHWA in Oregon, Nevada, Kansas, Colorado, Indiana, and Iowa from 1975-1988. Bruce is chair of AASHTO SCOBS Technical Committee T-9 on Bridge Preservation and Chair of the TRB Expert Task Group for the FHWA Long Term Bridge Program. He is a member of ASCE, fib, ASBI, NFPA, and the Underground Construction Association of the Society of Mining and Excavation. Joe Squire, M.S., P.E. Joe Squire is the State Construction & Materials Engineer for ODOT. A Las Vegas, Nevada native and a licensed Professional Civil Engineer, Squire earned a Bachelor's degree in Geology and a Master's degree in Hydrogeology from the University of Nevada, Las Vegas. Squire started his career in the gold mining industry where he was responsible for heavy earth moving operations and production. Subsequent to mining, Squire joined major Nevada utility as an environmental manager. Later, his career took him into geotechnical and materials consulting in Nevada and Idaho. Squire joined ODOT in 2002. With ODOT, he has served in a various roles including Geo-hydro Manager; Technical Center Manager, Construction Project Manager, and District Manager. Doug Stanley, P.E. Doug Stanley is ODOT Region 1 Roadway Design Lead. Stanley served as a senior specifications engineer and the ODOT Region 1 interim Roadway manager. Prior to joining ODOT, Stanley worked for the Seattle Department of Transportation (SDOT) in a number of roles including Contract Specifications and Structural Design Supervisor. As SDOT’s structural design supervisor, Stanley participated in initial scoping and Cost Estimating Validation Process for the replacement of the Alaskan Way Seawall and Viaduct replacement. Joe Wolf Joe Wolf is ODOT’s Design QA Eng./ Cost Estimator Technical Services. Wolf graduated from Oregon State University in Business Management and Wood Science Engineering. Wolf worked for Slayden Construction for 6 years delivering two Design-Build Projects, OR38 and Knowles Creek, two CMGC projects (Willamette River Bridge - roles included project engineer then as PM for Slayden Construction which was a joint venture with Hamilton Construction - and Sellwood Bridge – roles included access, temporary shoring, work bridge, cofferdam preliminary design, and scheduler for the project along with other operational duties). Wolf was Slayden’s lead estimator for all heavy civil construction projects. Wolf is previous owner of HP Civil Inc., a heavy civil contractor, and former GM of Farline Bridge Inc. I-5 Rose Quarter Improvement Project 5 Project Review Workshop Report Workshop May 7-8, 2018 Christopher Aguon, M.S., P.E. Christopher Aguon is ODOT’s Construction Project Manager since January 2016 overseeing the execution of federally and state funded construction projects in the Portland metro area. Aguon is ODOT Region 1 representative on the statewide Construction Leadership Team, and Vice Chair of ODOT Region 1 Safety Committee. Prior to joining ODOT Aguon held several positions at TriMet including Construction Resident Engineer and provided construction oversight for bridge track work, foundations, drainage systems and in-water construction of the Tilikum Crossing, a cable stayed bridge constructed to span the Willamette River for the Portland to Milwaukie Light Rail Project. Aguon also held progressive design responsibilities in the A&E industry Mike Morrow Mike Morrow is currently FHWA’s Team Leader for the Engineering and Operations Section in the Oregon Division overseeing a staff of 5 people. Morrow has been with FHWA for 28 years and in the Oregon FHWA Office for 13 years. Morrow worked in several FHWA offices early in his career including Florida, California, Washington DC, Washington, Utah and Oregon.

Murrow Floating Bridge, last link in a project that started before Erica was born. The University of Washington junior, who will be going home to Mercer Island for Sunday dinner, was born in 1973, the year a federal court sent the Seattle-area stretch of Interstate 90 back to square one. By then, I-90 already reached most of the 3,063 miles from Boston to south Bellevue, and the final major segment had been in the works for 10 years. It would be another 20 years before that last 7 miles would be finished. That completion will be marked this weekend with an array of public events, and Clibborn and other drivers should be able to go across the eastbound span by 5 p.m. Sunday. That opening means that I-90 survived the anti-government sentiment of the late 1960s, the mass-transit worship of the '70s and the budget cutbacks of the '80s - even while other urban interstate projects were biting the dust in New York, Chicago, Baltimore, Philadelphia, Washington, San Francisco and Portland. Nevertheless, whether or not I-90 was really needed was subject to debate at all levels. It attracted a formidable enemies list, and was rescued regularly by a cast of hundreds. Without any one of its friends in local governments, on the state Transportation Commission, in the Legislature and in Congress, I-90 could have ended in south Bellevue instead of making it to its junction with Interstate 5 in Seattle.
