Ministry of Education MINISTRY OF EDUCATION NATIONAL COMPETITIVE BIDDING The Government has identified a goal to facilitate the growth of Technical and Vocational Education and Training (TVET) in line with Vision 2030. The overall goal of the Ministry of Education (MOE) is to provide equal access to quality education irrespective of socio-economic status. This is in recognition that education has a critical role in preparation of Kenyans to meet requirements of a middle income knowledge-based economy by the year 2030. The Government of the Republic of Kenya has therefore established a budget line towards construction of 30 proposed Technical and Vocational Colleges (TVCs) in 3rd phase. It is intended that part of the proceeds of these funds will be applied to eligible payments under contracts for construction of 15 proposed TVCs in Kenya in the 1 st batch. A complete set of bidding documents may be purchased by interested bidders upon payment of a non-refundable fee of KES 1,000.00 to the Respective Mentoring institutions. Cash Offices, and collect the bidding documents at the respective Mentoring institutions as from Tuesday, 6th November, 2018. Design drawings may be collected by bidders in soft copy only from respective Mentoring institutions where necessary. Bids must be delivered to the office of the Head of the respective Mentoring Institutions on or before 27th November 2018 at 10.00 a.m. (Local Time) and must be accompanied by a bid security of one million Kenya shillings (KES 1,000,000.00). Note that Bidders are allowed to bid for several sites, however only a maximum of 2 sites shall be awarded to a bidder and must be registered as a building contractor at NCA 5 and above. (Electrical and mechanical sub-contractors must meet the minimum qualification as provided in the document.) Provide agreements with the subcontractors for purpose of this tender. The bid security shall be in the form of a bank guarantee or an insurance guarantee from the insurance firms approved by PPRA, valid for 150 days. The EU EOM is independent from the European Union’s institutions, and therefore this report is not an official position of the European Union. KEY CONCLUSIONS OF THE EU EOM KENYA 2017 1. The Kenyan people, including five million young people able to vote for the first time, showed eagerness to participate in shaping the future of their country. However, the electoral process was damaged by political leaders attacking independent institutions and by a lack of dialogue between the two sides, with escalating disputes and violence. Eventually the opposition withdrew its presidential candidate and refused to accept the legitimacy of the electoral process. Structural problems and specific electoral issues both need to be addressed meaningfully to prevent problems arising during future elections. 2. Electoral reform needs to be carried out well in advance of any election, and to be based on broad consensus. The very late legal amendments and appointment of the leadership of the Independent Electoral and Boundaries Commission (IEBC) before the 2017 elections put excessive pressure on the new election administration. 3. Despite efforts to improve the situation, there was a persistent lack of trust in the IEBC by the opposition and other stakeholders, demonstrating the need for greater independence and accountability as well as for sustained communication and more meaningful stakeholder consultation. There was improved use of technology, but insufficient capacity or security testing.

Abstract That democracy is the most suitable form of government is no longer contested. However many questions shaking this global consensus continue to abound. Why is there a growing cynicism and apathy with the notion of democracy across the globe? Why has the concept of democracy had to attract adjectives that attempt to qualify or categorize it in different parts of the world? And perhaps most importantly, if in deed democracy is such a good “thing” how can it be made meaningful? This thesis looks at citizen participation in a state devolved fund (CDF) in Kenya as a space through which democracy at the grassroots level can be deepened and hence contribute to the growth of a national democratic culture. The CDF program in Kenya was established in 2003 when a new regime with overwhelming national mandate replaced an authoritarian neopatrimonial system that had been in existence for twenty four years.

Peris Chepchumba Contribution she made on: Report on recycling from E-Waste to Resources She asked the Minister for Environment and Mineral Resources to explain:- a) To what extent the Government is prepared to curb the potential harmful effect of electronic waste in the country. b) Whether he was aware that the move by the Government to impose a 25 per cent excise duty on imported refurbished computers and zero rate new computers 2 years ago had not helped the situation. c) What measures he was taking to reverse the situation. d) Whether he could table the recent report by the United Nations on “Recycling from E- waste to Resources ” and explain how the report will be implemented. e) What effective incentives the manufacturers give consumers with regard to the re-use or recycling of these products. f) Whether the Government had documented the annual domestic e-waste in the country particularly in urban areas like Eldoret, Nakuru, Kisumu, Nairobi and Mombasa.
