Joseph Tonui, MP), requested for a Statement from the Chairperson, Departmental Committee on Environment and Natural resources regarding the ongoing land demarcation and boundary alteration in Bararget Settlement Scheme in Kuresoi South Constituency. (b) Response to Statements: - 1. The Chairperson of the Departmental Committee on Administration and National Security responded to the following requests: - a) by Hon. Richard Moitalel Ole Kenta, MP regarding killing of two and grievous harm of four residents of Narok North Constituency. b) by Hon. Joseph Tonui, MP regarding community conflicts in Olposimoru area along the boundaries of Narok and Nakuru Counties. 2. The Chairperson of the Departmental Committee on Defence and Foreign Relations responded to the request by the Member for Garissa Township, the Hon. Aden Duale, EGH, MP regarding illegal detention of Mr. Yassin Juma by Ethiopian Authorities. 3. The Chairperson of the Departmental Committee on Lands responded to the request by the Member for Lari Constituency, the Hon. Jonah Mburu Mwangi, MP regarding lifting of an embargo and settling issues surrounding titles for Kinale settlement scheme in Lari Constituency, Kiambu County.     FINAL REPORT REPUBLIC OF KENYA General Elections 2017 REPUBLIC OF KENYA European Union Election Observation Mission FINAL REPORT General Elections 2017 January 2018 This report contains the findings of the EU Election Observation Mission (EOM) on the general elections 2017 in Kenya. The EU EOM is independent from the European Union’s institutions, and therefore this report is not an official position of the European Union. KEY CONCLUSIONS OF THE EU EOM KENYA 2017 1. The Kenyan people, including five million young people able to vote for the first time, showed eagerness to participate in shaping the future of their country. However, the electoral process was damaged by political leaders attacking independent institutions and by a lack of dialogue between the two sides, with escalating disputes and violence. Eventually the opposition withdrew its presidential candidate and refused to accept the legitimacy of the electoral process. Structural problems and specific electoral issues both need to be addressed meaningfully to prevent problems arising during future elections. 2. Electoral reform needs to be carried out well in advance of any election, and to be based on broad consensus. The very late legal amendments and appointment of the leadership of the Independent Electoral and Boundaries Commission (IEBC) before the 2017 elections put excessive pressure on the new election administration. 3. Despite efforts to improve the situation, there was a persistent lack of trust in the IEBC by the opposition and other stakeholders, demonstrating the need for greater independence and accountability as well as for sustained communication and more meaningful stakeholder consultation. There was improved use of technology, but insufficient capacity or security testing.

    POST -ELECTION EVALUATION REPORT ON THE MARCH 4TH 2013 GENERAL ELECTIONS OCTOBER 2014 FOREWORD I am pleased to present the official Post-Election Report of the 2013 General Elections. Perhaps, the perceived delay in the production of the report underscores the fact that a general election is not an event, but a series of several events. This implies that elections are not completed until a series of post- election activities have been finalized including among others, election litigations, re-runs where applicable and reviews by the election management body. These post-election activities have preoccupied IEBC in the past seventeen months and an account of the 2013 elections would not have been complete without bringing these post-election activities on board. The 4th March general election was the first after the promulgation of the Constitution of Kenya 2010. It was also the first time that the country was holding multiple elections. Although the situation presented a number of challenges, I can say with confidence that the elections were free and fair; and that Kenyans were presented with a credible election result. The Commission introduced a number of innovations in the electoral process, principally in the area of information communication technology. For the first time, the Biometric Voter Registration technology was fully employed in the registration of voters with resounding success. Although some hitches were experienced with the use of Electronic Voter Identification Devices and the Results Transmission System, I can say that by progressively introducing technology in such key areas, it demonstrated some daring on the part of the Commission; but above all the fact that IEBC was prepared to go to all lengths to bring improvements in the electoral processes.
