However, little is known about how much impact archival holdings actually have on historical research, what role they play in building public knowledge about a historical event and how they contribute to the process of recording history. The case of the No Gun Ri incident provides a good example of how archival materials play a role in historical discussions and a good opportunity to look at archival contributions. -

The Causes of the Korean War, 1950-1953 Ohn Chang-Il Korea Military Academy ABSTRACT The causes of the Korean War (1950-1953) can be examined in two categories, ideological and political. Ideologically, the communist side, including the Soviet Union, China, and North Korea, desired to secure the Korean peninsula and incorporate it in a communist bloc. Politically, the Soviet Union considered the Korean peninsula in the light of Poland in Eastern Europe—as a springboard to attack Russia—and asserted that the Korean government should be “loyal” to the Soviet Union. Because of this policy and strategic posture, the Soviet military government in North Korea (1945-48) rejected any idea of establishing one Korean government under the guidance of the United Nations. The two Korean governments, instead of one, were thus established, one in South Korea under the blessing of the United Nations and the other in the north under the direction of the Soviet Union. Observing this Soviet posture on the Korean peninsula, North Korean leader Kim Il-sung asked for Soviet support to arm North Korean forces and Stalin fully supported Kim and secured newly-born Communist China’s support for the cause. Judging that it needed a buffer zone against the West and Soviet aid for nation building, the Chinese government readily accepted a role to aid North Korea, specifically, in case of full American intervention in the projected war. With full support from the Soviet Union and comradely assistance from China, Kim Il-sung attacked South Korea with forces that were better armed, equipped, and prepared than their counterparts in South Korea. -

These events are held in conjunction with the dedication of the Korean War Memorial at KU on April 16 (8:30 a.m.). The conferences and films are free and open to the public. The first panel will examine “Religion and Society.” Professor Ed Canda (School of Social Welfare), will give a talk called “The Spiritual Cauldron: Religions in Contemporary South Korea”. He will be followed by Kelly Chong (Sociology), whose lecture is entitled “Negotiating Modernity: the Politics of Gender and Conversion in Contemporary South Korean Evangelicalism.” The panel will conclude with “From Korea to Kansas City: Local perspectives on Korean Diaspora” by Anne Soon Choi (American Studies). -

ABSTRACT This study attempts to explain why ALL of South Korean presidents, without exception and notwithstanding their individual major contributions to the process of Korea’s development, have fallen victim to disgraceful downfalls. For the analysis, I employ S.N. Sangmpam’s middle-range theory that establishes a causal link between society-rooted politics and political outcomes. Building on his analytical frameworks that non-Western countries are characterized by over-politicization in politics as a function of social context, I argue that patterned downfalls of all Korean presidents are an institutional outcome of over-politicization in Korean politics, which is itself a function of not fully entrenched capitalist society. In support of my thesis, I test three hypotheses. Hypotheses one and two posit Korea’s tenacious traditional and cultural traits as an internal modifier of capitalism and the nation’s dependent nature of its relationships with the United States and Japan as an external factor that prevented capitalist entrenchment in Korean society. -

Finally, I want to thank my wife and family for their support during the completion of this degree. 3 ABSTRACT For decades South Korean politicians, pundits, and citizens have criticized the chaebŏl, the massive, family-owned conglomerates who take up a disproportionate share of the nation’s wealth and who use their influence to avoid penalties for law-breaking. However, political considerations, as well as the chaebŏl’s role in Korea’s post-war economic miracle, have caused reform efforts to fizzle once presidential candidates make their way into office. This thesis analyzes scholarly assessments of Korea’s presidents, their policies on economy and finance, and the political considerations each faced in dealing with the large business groups. It challenges the claims of these business groups, and their supporters, of the chaebŏl’s indispensability by comparing Korea to Taiwan, which enjoyed similar successes by fostering smaller businesses. -

Silenced in Memoriam: Consuming Memory at the Nogŭnri Peace Park Seunghei Clara Hong, Yonsei University Abstract Tensions abound at the Nogŭnri Peace Park. It is a public memorial, but it originates from one man’s testimonial account. It purports to commemorate and restore honor to the victims of the Nogŭnri Massacre, yet it marginalizes those victims in favor of a “truth” whose validation seemingly rests on the perpetrators. It subverts the hegemonic knowledge of American rescue and friendship, even as it follows a common Korean War-as-6/25 narrative absolving South Korean and American responsibility during the Korean War. Finally, it champions a globalized value of peace that, in turn, risks enabling the consumption of Nogŭnri as commodified culture. By looking at the Nogŭnri Peace Park and the narratives, images, and artifacts exhibited there, this article explores the tensions that complicate constructions of history, community, and nation at the site of memorialization. It examines how the Nogŭnri Massacre is recollected and represented alongside the transitional shift from domestic authoritarianism to global neoliberalism in today’s South Korea. Further, it investigates the limits of the state critique that the Nogŭnri Peace Park performs. Keywords: commemoration, globalization, Korean War, memorial, neoliberalism, Nogŭnri Massacre, Nogŭnri Peace Park, peace, privatization, state violence, war politics Amid the verdure of Yŏngdong County’s lush mountains, the Nogŭnri Peace Park stands proudly, yet forlornly, with its gold and steel commemorative monument and rusty red memorial hall blazing under the sun.1 Nary a visitor in sight, the sprawling park looks and feels utterly desolate.2 To the left of the monument stand the concrete twin tunnels riddled with bullet holes and peppered by inscrutable markings left from the 2001 South Korea–U.S.
