1 1. General

a. Mid-Air Collision Avoidance Visits (MACA) will be conducted at each airport within a 50 NM radius of Barksdale Air Force Base, LA. CAP is tasked to assist Barksdale Flight Safety personnel with evaluation on midair collision potential with civil operators of nearby airfields. Mission will require CAP to fly local routes, approaches, and departures at each airport, as well as carry three to four mission essential personnel from the 2 BW to each location, with flights grouped by location and calendar year quarters. The OIC may, in consultation with the POC add or delete airports for operational or other reasons. Only Area 2 is funded at a time.

3 c. Primary dates & times. The mission for 2021 will occur between the Period of Performance: 1 APR 2021 – 30 SEP 2021. With a primary execution date for Area 2 between 1 APR – 30 JUN 2021 and Area 3 between 1 JUL – 30 SEP 2021. d. Funding

Only one Area is funded at a time. See Appendix 1 for an estimate of cost to fly Area 2.

2nd Bomb Wing, Barksdale AFB, LA has agreed to pay any mission essential costs incurred consistent with the mission requirements. The Wing Incident Commander (IC) is responsible for verifying the mission is adequately funded, and for tracking expenses and updating expenditures in WMIRS. The IC must notify the NOC as soon as possible upon identifying funding shortfalls or if an extension to funding expiration date is needed. All reimbursement procedures are handled IAW applicable CAP regulations and directives. Rates are shown in CAPR 173-3.

RON. Overnight stays must be approved in advance through the National Operations Center (NOC) for all missions. In unique cases (example: weather-related) where overnight stays have not been approved in advance, the IC or the mission base staff must contact the NOC Duty Officer to coordinate approval.

Per Diem. IAW CAPR 173-3 the customer must approve GSA.gov rates in advance or reimbursement will be standard CAP rates. e. Mission Symbol. TBD f. Project Officers

g. Qualification requirements. CAP member participants shall be properly qualified and current, and present in a correctly worn CAP uniform. Aircraft shall be airworthy and have adequate time remaining before the next scheduled maintenance to complete each given mission/tasking.

2. Concept of Operations

a. CAP will provide aircraft to facilitate aerial evaluations and in person visits to various airfields in the vicinity of Barksdale Air Force Base (KBAD). 2 BW POC will coordinate with CAP OIC for exact support dates. The concept is to fly one day each CY quarter.

b. A day’s mission, consisting of multiple sorties, will begin with a relocation flight KBAD arriving at Base Operations at a time mutually agreed to by the supported agency and the CAP OIC. Crew duty day requirements may require pre-positioning of aircraft to KBAD the day prior to mission execution. The CAP OIC will coordinate with the 2 BW POC for any support required.

c. There is expected to be 3 – 4 pax per day, CAP will support with two Cessna 172/182 aircraft. LAWG may relocate aircraft to the area of operations in advance of mission days.

d. The PIC of each aircraft will be the final approval authority for each sortie.

e. Routes to be flown between airports will be determined by the OIC to meet operational needs/requirements. Formation flight is, as always, prohibited. Pilot’s in Command will coordinate timing of departures and arrivals.

f. PAX will be dropped at KBAD Base Ops on completion of a day’s mission and CAP aircrews will RTB.

3. Administration

a. CAP responsibilities. The CAP IC is responsible for the execution of this mission. The IC will work with the local squadron OIC to coordinate support to 2 BW.

b. Flight and Planning Documents. PICs will work with the CAP OIC and a local FRO for deconfliction.

c. Scheduling. The IC is responsible to schedule and activate CAP resources

5 to meet the mission requirements. All mission information/documentation, including required non-CAP passenger information, will be loaded to the Web Mission Information and Reporting System (WMIRS) not less than 48 hours before the first sortie of the day. All asterisk items except Hobbs time and actual takeoff time must be entered into the sortie data page in time to be submitted to meet the ATO approval process. New sorties or sorties that did not have all data entered will require justification for approval outside the ATO process.

4. Communications

a. Air to air: crews will coordinate an air-to-air frequency to facilitate mission accomplishment.

b. The CAP OIC will coordinate directly with the 2 BW POC for SPINS.

5. Cadet Participation. No cadets are expected to be participating in this mission.

6. Safety

a. The basic crew complement is one CAP pilot. Number of PAX and Weight and Balance allowing, the OIC may add a second CAP crewmember to either or both air aircraft.

b. Safety is paramount and supersedes any mission objectives. All CAP air crew members must comply with Wing and National safety policies. Any mishaps will be handled IAW CAPR 160-2, Safety Reporting and Review.

7. Legal Restrictions. The mission will not involve aerial reconnaissance. If imagery is requested by customer, the images will be delivered to the requesting agency by the most expeditious means possible (electronic or manual) who will then disseminate the imagery as it deems necessary.

8. Non-CAP Passenger Requests. IAW AFI 10-2701, non-CAP passengers will only be approved when their presence is “essential to the mission.” The passenger names and agency information must be entered into the WMIRS sortie page IAW current 1AF policy, but no later than 48 hours prior to take-off. If the name of passenger changes, the approval is still valid if the agency, job type (DoD, contractor, LEA), purpose, and number of passengers remains the same. PIC will submit a completed CAPF 9 (If applicable.)

9. Crew Pre-flight requirements. CAP uniforms must be worn in accordance with CAPR 39-1. The crew duty day will be IAW CAP regulations. Prior to each flight the PIC is required to complete a weight/balance computation and a risk management survey.

10. Altitude and Weather Minimums. Routes will be flown in accordance with CAP and FAA regulations. CAP aircraft may fly under Visual- or Instrument-Flight Rules

6 (IFR). The mission must be terminated if weather and altitude minimums cannot be met.

11. Facilities/Logistics. N/A.

12. Military Support Requirements. N/A

13. Public Affairs All media communication will be referred to 2 BW POC.
