EXECUTIVE SUMMARY / PRELIMINARY CONSIDERATIONS The visits made by the Inter-American Commission on Human Rights (IACHR) require the greatest display of openness and cooperation by the States. Precisely, within that spirit and with a confident spirit of international cooperation, the Mexican State invited the IACHR to conduct a visit to assess the status of human rights in Mexico. The visit was carried out from September 28 to October 2, 2015, and turned out to become the final draft report which the IACHR presented on November 24, 2015. This document on remarks by the Mexican State regarding the aforementioned draft report is comprised of three sections. In the first section, general and methodological remarks regarding the document. In the second sections, the IACHR’s theory regarding the situation of violence in Mexico, its causes and consequences, is discussed and dismissed. In the third section, remarks are made on specific issues concerning each of the issues considered in the above-mentioned draft report. In each of these sections, the State makes substantive remarks on different aspects of the IACHR’s draft report. Additionally, it poses questions it considers should be carefully addressed by the IACHR prior to the final drafting and eventual approval of its report. In keeping with the spirit contained in the Commission’s Rules of Procedure, the IACHR is urged to carefully consider and include all the information provided to it, before, during and after its visit, as well as the information contained within the body of this document. This is to ensure a modicum of a sense of justice and legitimacy by said Commission and provide the document with the necessary usefulness in order to strengthen the efforts by the Mexican State to foster and protect the human rights of all. In this regard, we call to the attention of the IACHR Article 57 of its own Rules of Procedure, in Paragraph f it points out that the Commission’s remarks should be made based on a series of specific rules, including that “the State shall provide (…) any document related to the observance of human rights that (…) may consider necessary for the presentation of its reports”. This is to say that not only would the State have the obligation to provide the Commission with the relevant documents – which it did at all times – but also the State itself must be entitled to it being duly considered, before the IACHR fine-tunes it to consider its report and how it will eventually be published (Article 60 of the Rules of Procedure). This is to say that there is a legitimate expectation by the State that the IACHR should use and promptly specify the information provided, particularly regarding the use of sources and methodology, the material, spatial and temporary scopes of the report and, of course, the manner in which said information was considered. Among the new uniforms and equipment, I believed I recognized U.S. material, armored personnel carriers among them. The convoy moved north towards Simojovel, the highland's village we had just left. Later I learned that we had seen the beginning of a major military offensive which ravaged many communities, and whose goal was the capture of Zapatista leaders. Only a few days earlier, on January 31, 1995, U.S. President Bill Clinton had begun orchestrating the controversial $50 billion bailout of the then collapsing Mexico economy. Though Congress opposed the deal, Clinton was adamant. He bypassed Congress and facilitated the fiscal relief package through other channels: loans from discretionary public sources and from the International Monetary Fund (IMF) and other international funds. This unprecedented action suggests the high stakes involved in assuring a "healthy," stable Mexican economy so important under the North American Free Trade Agreement (NAFTA) and the new corporate global economy that NAFTA promotes and requires. I have come to understand that this kind of economy is defined and driven by various international speculators, domestic wealthy interests, and World Bank and IMF theorists and programs.

The date is particularly important for Puebla, since that date, in 1862, the Mexican army defeated the French army precisely in Puebla, Mexico, in the forts of Loreto and Guadalupe . Since then and until January 2019, 962 transplants have been performed (735 autologous and 227 allogeneic), and it is calcu - lated that by May 5, 2019, 26 years after the first transplant , the 1000th transplant will have been done . Employing modifications to the traditional ways to conduct HSCT, we have been able to graft allogeneic , autologous , haploidentical , matched unrelated and placental cells. The program has become the largest private practice transplant program in Mexico , and the third among all programs in our country . Working together with the transplant program at the University Hospital of Nuevo Leon, our program has pub- lished around 160 papers in national and international 1 peer-reviewed journals.     Community Resilience to Violence: Local Schools, Regional Economies, and Homicide in Mexico’s Municipalities MATTHEW C. INGRAM EXECUTIVE SUMMARY Violence diminishes well-being, and public insecurity erodes the rule of law, undermining the quality of democracy and constraining business and commercial interactions. A better understanding of the origins of violence is therefore crucial. This paper examines the concept of “community resilience” and its current emphasis in the Merida Initiative’s effort to reduce violence, and incorporates measures of this concept in a subnational analysis of 2010 homicide rates across Mexico’s 2,455 municipalities. Core findings include (1) homicide is not randomly distributed across municipalities, (2) homicide rates follow a spatial lag effect, suggesting violence in one community spills over into neighboring communities, (3) education has a meaningful protective effect against violence, but this is only a local, direct effect, and (4) economic inactivity exerts an unexpectedly negative direct effect, but a strong positive indirect effect from neighboring communities; that is, when economic conditions deteriorate in nearby communities, local violence increases, suggesting homicide is committed locally but by individuals in economically depressed, outlying areas. Violence-reduction policies, then, require coordination across nearby communities and should proceed on two fronts: (a) localized improvements in educational attainment, which can be addressed within individual jurisdictions, and (b) economic development policies targeted at intermediate regions below the state level but above the municipal level, which require cross-jurisdictional collaboration, even by municipalities across state boundaries. The emphasis on educational attainment within communities nested within broader regions of economic development helps clarify how to build community resilience to violence in the Mexican context—what I refer to as a “local-schools/regional-economy” approach to violence prevention.

    The Evolving Role of Mexico's Military in Public Security Summary In 1996, concern about production and transhipment of illegal drugs in and through Mexico have captured the public's attention. At the same time, debates within Congress and the Administration about Mexico's efforts to combat the flow of illegal drugs to the United States have failed to take into account new developments in Mexico's public security and antinarcotics policies with potentially serious human rights implications. New laws that expand the role of the Mexican military in public security matters, and proposed laws to weaken due process protections may undermine civilian institutions and contribute to already serious human rights problems in Mexico. Together these laws would give the Mexican military a role in internal security matters (including anti-crime and antinarcotics policies) for the first time without creating appropriate accountability mechanisms to civilian authorities. U.S. pressure on Mexico to be aggressive in its antinarcotics efforts may be indirectly contributing to a policy with serious human rights ramifications. By emphasizing the military's role in antinarcotics efforts, and providing training and sophisticated equipment to Mexico's military for counter-narcotics programs, the United States may be strengthening the role of the Mexican military at a time when they are becoming increasingly involved in civilian functions.
