Soft- Diterima: ware yang digunakan adalah Modis Reprojection Tool Swath2.2 dan ArcGis 9.3. Hasil 24 Maret 2018 penelitian dituMuNan untuN mengetahui sebaran suhu permuNaan laut pada 3erairan 3esisir Timur Sumatera 3rovinsi Riau setiap Eulan EerEeda. 3ada setiap Eulan mulai menurun dari Eulan 2NtoEer-DesemEer. 3ada Eulan 2NtoEer suhu EerNisaran 25-320C, DisetuMui pada Eulan NovemEer 24-320C dan pada Eulan DesemEer memiliNi suhu 22-320C. The main purpose of this study is to determine the distribution of sea surface temperature and determine the Thermal Front area.This research used spatial analysis method with ATua 0odis level 1 satellite image data processing. The software used is Modis ReproMection Tool Swath 2.2 and ArcGis 9.3. The result of this research is to Nnow the distribution of sea surface temperature in east coastal waters of Su- matera Riau 3rovince each month is different. Pendahuluan 3rovinsi Riau adalah salah satu Nawasan Eahari yang memiliNi sejarah Nemaritiman, Narena Eerada di perairan Selat Malaka dan /aut Cina Selatan yang merupaNan salah satu Nawasan pelayaran internasional yang padat. Berada di Nhatulistiwa dimana dua pertiga wilayahnya adalah laut mempunyai peranan yang penting dalam proses peruEahan iklim EaiN loNal maupun gloEal. DinamiNa laut regional dan suhu permuNaan laut (SP/) merupakan faktor penting yang mempengaruhi dinamiNa iklim regional dan iNlim gloEal (Qu et al., 2005). Suhu merupaNan faNtor yang sangat penting Eagi Nehidupan organisme laut Narena suhu dapat mempengaruhi Nondisi dan Nelangsungan hidup organisme laut. Variabilitas suhu permuNaan laut dapat digunakan untuN mengetahui loNasi front, upwelling, potensi distribusi ikan dan peruEahan suhu yang terMadi di lautan (Holiludin, 2009). BerdasarNan informasi mengenai sebaraan suhu permuNaan laut maka Eisa di dapat- Nan Neberadaan sebaran iNan yang diNaitNan dengan suhu optimal yang sesuai Eagi kehidupan ikan. Variabilitas suhu permuNaan laut Muga sangat Eerpengaruh terhadap faktor Nehidupan laut seperti Nlorofil-a. .ORrofil-a merupakan pigmen yang terdapat pada fitoplanNton yang dapat digunakan untuN proses fotosintesis pada perairan. .ORrofil-a merupakan faNtor yang dapat menentuNan NesuEuran suatu perairan dimana Nlorofil-a ini merupakan produsen primer Eagi Nehidupan di laut. Oleh Narena itu informasi mengenai sebaran suhu per- muNaan laut dan Nelimpahan Nlorofil-a di suatu perairan dapat digunaNan untuN mengetahui sebaran ikan di lautan. Dengan didapatkannya informasi Variabilitas Suhu 3ermuNaan /aut dan .ORrofil-a tersebut dapat meningNatkan efektifitas dalam aktivitas penangNapan ikan di laut. Thermal front ditandai dengan adanya pertemuan dua massa air yang Eersuhu tinggi dengan massa air yang Eersuhu rendah, dimana gradien suhu permuNaan laut terlihat Melas (suhu EeruEah cepat pada Marak yang pen- dek). Fenomena terMadinya thermal front (pertemuan massa air dengan suhu yang EerEeda) mengindikasikan Eahwa daerah tersebut merupaNan daerah yang potensi untuN dijadikan daerah penangNapan ikan. Teknologi penginderaan Mauh merupaNan alternatif yang tepat dalam menghasilNan informasi mengenai daerah terMadinya thermal front, melalui pengamatan parameter oseeanografi seperti suhu permuNaan laut dengan Eantuan satelit. Saat ini teNnologi penginderaan Mauh EerEasis satelit menMadi sangat populer dan digunakan untuN EerEagai tuMuan Negiatan, salah satunya untuN mengidentifikasi potensi sumEer daya wilayah pesisir dan lautan. Teknologi penginderaan Marak Mauh Muga dapat dimanfaatkan pada Eidang periNanan maNa penulis tertarik untuN mengetahui proses pengamEilan dan pengolahan data penyebaran suhu permuNaan laut dari perekaman citra satelit. 2. Bahan dan Metode 2.1 Lokasi dan :aktu 3enelitian 3enelitian ini dilaNsanakan pada Eulan -anuari 2017 di Kawasan 3erairan 3esisir Timur Sumatera 3rovinsi Riau dan Analisis citra ATua Modis di Laboratorium Oseanografi FisiNa -urusan ,lmu Kelautan Fakultas 3eri- Nanan dan Kelautan Universitas Riau (GamEar 1). Data citra yang digunakan dalam penelitian ini adalah data citra dari satelit ATua 02DIS Eerupa citra Suhu 3ermuNaan /aut level-1dengan rentang waNtu dari bulan 2NtoEer sampai dengan Eulan DesemEer 2016. Tahap pemrosesan suhu permuNaan laut dengan menggunaNan formula Hamzah (2014). Setelah mendapatkan suhu permuNaaan laut untuN memudahNan maNa di interpretasi citra menggunaNan satuan suhu °C (derajat celcius) dengan mengNonversinya menggunaNan perintah Eerikut : Setnull(DN<t_>t,DN) .eterangan : Setnull : 3erintah yang Eerfungsi untuN memEuat Eatasan, pertidaksamaan dan persamaan pada nilai setiap titiN (pixel) pada data citra. Hasil dan PemEahasan 3.1 Suhu 3ermukaan Laut Sebaran suhu permuNaan laut di perairan 3esisir Timur Sumatera 3rovinsi Riausetiap Eulan Eerdeda. 3engamatan dimulai dari Eulan 2NtoEer-DesemEer. 3ada Eulan 2NtoEer menunMuNNan nilaisebaran suhu per- muNaan laut EerNisaran 250C hingga 320C, pada Eulan NovemEer EerNisaran 240C hingga 320C dan pada Eulan DesemEer memiliki suhu 220C hingga 320C (GamEar 2 - 4). Citra yang ditampilNan pada GamEar 2 sampai GamEar 4 mempunyai EentuN yang tidak sama Narena waNtu peliputan citra EerEeda. Citra yang ditampilNan merupakan hasil dari proses Noreksi radiometrik, Noreksi ge- ometrik, mangNing citra, pemotongan citra (Cropping) dan layout citra. Dari hasil layout data pada setiap Eulan di Nawasan 3erairan 3esisir Timur 3rovinsi Riau terdapat data yang tidak memiliNi suhu dengan warna putih yang disebabNan adanya tutupan awan yang sangat tinggi. Hal ini dikarenaNan sensor citra satelit ATua 02DIS merupakan sensor pasif yang tidak temEusawan, terutama saat Musim Barat dimana wilayah ,ndonesia sebagian Eesar tertutup awan termasuN wilayah 3esisir Timur Su- matera 3rovinsi Riau . Absorption of labor in the agricultural sector in Riau Province in 2019 was around 31.9 %, down from the previous year which reached 55.3 %. The agricultural sector has a high contribution to GDP (in economic terms) in Riau Province. The results of rice production from agricultural activities can affect vulnerability to food security in a province. The research objective is to examine the employment of agricultural sector workers and rice production in Riau Province in 2010-2018. The data used are institutional data. The method used in this research is descriptive with quantitative data support. Generally, in Riau Province, regencies classified as high in human resources (labor) sector A are Indragiri Hilir Regency and Rokan Hilir Regency which produce large amounts of rice production. Regencies that are classified as high in the number of workers are Kampar and Rokan Hulu, but rice production is still relatively low, due to not optimal productivity. Rohmat *), Jupri *) Departemen Pendidikan Geografi, Fakultas Pendidikan Ilmu Pengetahuan Sosial Universitas Pendidikan Indonesia Email : [email protected] ABSTRAK Sungai Indragiri Terletak di Provinsi Riau dengan Panjang Kurang lebih (500 km) dan kedalaman 6-8 m. Sungai ini mengaliri tiga kabupaten yaitu Kabupaten Kuantan Singingi, Kabupaten Indragiri Hulu, dan Kabupaten Indragiri Hilir. Saat ini masih banyak dijumpai bentuk pemanfaatan sempadan sungai yang belum sesuai dengan peraturan yang ada di Kabupeten Indragiri Hilir. Hasil Penelitian menunjukkan bahwa kondisi sempadan Sungai Indragiri saat ini sangat kurang baik yang dipengaruhi oleh kondisi fisik sempadan sungai dan kondisi sosial ekonomi masyarakat yang tinggal di sempadan sungai. Sempadan Sungai Indragiri yang ada di Kabupaten Indragiri Hilir memiliki luas sebesar 2.000 hektar. Sebanyak 63,65% atau seluas 1.873 hektar wilayahnya dimanfaatkan sebagai kawasan budidaya berupa kawasan perkebunan dan sebanyak 6,35% atau seluas 127 hektar wilayahnya dimanfaatkan sebagai kawasan permukiman. Berdasarkan data Rencana Tata Ruang Wilayah Kabupaten Indragiri Hilir, arahan pola pemanfaatan ruang yang ada di Kabupaten Indragiri Hilir difungsikan kedalam 2 kawasan, yaitu kawasan lindung dan kawasan budidaya. Jenis pemanfaatan sempadan sungai yang sesuai dengan kebijakan peraturan pemerintah yaitu pemanfaatan sempadan sungai sebagai kawasan budidaya berupa kawasan perkebunan, sedangkan jenis pemanfaatan sempadan sungai yang tidak sesuai dengan kebijakan peraturan pemerintah yaitu pemanfaatan sempadan sungai sebagai kawasan budidaya berupa permukiman yang berada tepat di sempadan Sungai Indragiri. It takes its name from the Indonesian word ‘Belantara’ which means wilderness or pristine forest. Belantara primary focus is to allocate grants to support restoration, protection, conservation of endangered species (specifically Sumatran Tiger, Sumatran Elephant, as well as Sumatran and Bornean Orangutan), Institutional development, and community development and empowerment initiatives in Conservation Area, Production Forest, Protection Forest, and Social Forestry on the ten specified grant distribution areas across five provinces on the islands of Sumatra and Kalimantan (Indonesian Borneo). Working with local communities, governments, the private sector and NGOs, Belantara relies on a multi-stakeholder approach to better inform decision-making when addressing resource management problems. As the Essential Ecosystem Areas (KEE) stretch across the grant distribution areas, a coordinated response between all stakeholders for the effective management and preservation of critical ecosystems is required. Introduction Palm oil is the world’s most traded vegetable oil: in August 2012, the share of palm oil (in‐ cluding kernel oil) in world supply was 37.6% [1]. Palm oil is extracted from the fruit of the oil palm tree (Elaeisguineensis); the main products are crude palm oil (CPO) and palm kernel oil (PKO). In terms of land use, the oil palm tree is more efficient than any other oil crop [2], and in economic terms palm oil is highly competitive. The value chain of palm oil and its derivatives has a strong degree of vertical integration [3], and its production costs are rela‐ tively low compared to other vegetable oils. It is therefore seen as one of the cheapest and most attractive vegetable oils traded on the world market [4, 5]. The palm oil sector provides income and employment for a significant number of individu‐ als in developing countries [6]. A study of the Indonesian palm oil industry carried out as part of a global study under the coordination of the Australian National University, con‐ cluded that palm oil developments have had a positive impact on the incomes and living standards of all involved [7]. According to an assessment carried out in Sumatra, oil palm plantations have high labour requirements and show high return to labour [8].

Terdapat potensi kerusakan mangrove di perairan Sungai Guntung seperti aktivitas industri dan pemanfaatan batang mangrove untuk bahan pondasi bangunan. Penelitian ini bertujuan untuk mengetahui jenis mangrove yang mendominasi dan kesehatan mangrove dengan menggunakan metode Hemispherical Photgraphy dan metode line transect plot. Survey lapangan dilakukan pada bulan Juli 2019 di perairan Sungai Guntung Kecamatan Kateman Kabupaten Indragiri Hilir dengan penentuan stasiun secara purposive sampling, stasiun 1 dipilih karena dekat dengan pemukiman, stasiun 2 pada muara sungai yang jauh dari pemukiman, dan stasiun 3 dekat dengan industri. Hasil penelitian ini menunjukkan bahwa terdapat 11 jenis mangrove dari 5 famili yang berbeda yang didominasi oleh jenis mangrove R.apiculata. Kesehatan mangrove di perairan Sungai Guntung masih dalam kondisi yang baik, pada stasiun 1 penutupan kanopi 79,56% dengan kerapatan 1.456 ind/ha, stasiun 2 penutupan kanopi 81,92% dengan kerapatan 1.622 ind/ha, serta stasiun 3 penutupan kanopi 75,73% dengan kerapatan 1.122 ind/ha. Monintja2, dan Tommy Purwaka3 Diterima: 11 Maret 2009; Disetujui: 19 Agustus 2009 ABSTRACT A proper strategy for fisheries management is needed in enforcing sustainable fisheries resource management. The selected fisheries should consists various component of fishing unit which can be operated technologically and ecologically in sustainable manner. In order to know the selected fish resources of Riau Province especially after the separation of Riau Kepulauan from Riau Province, evaluation was conducted on Bengkalis Regency in Malacca Strait and Indragiri Hilir Regency in South Chine Sea. Survey method was used to collecting information and data from the field. Schaefer model was used to determine the limit of fishery utilization by determining the Maximum Sustainable Yield (MSY). Linear Goal Programming (LGP) Model was used to analyse the fishing unit allocation based on all determined target. Scoring method was applied to indicate the best kind of capture fisheries technology. The results of this study indicated that selected fish resource in Malacca Strait Bengkalis Regency are, yellow pike-conger, giant threadfish, silver pomfret, and white shrimp, with fishing technology of longline, kurau net, atom net and apollo net. The optimum amount for the selected fishing technology in Bengkalis Regency is 6387 unit. Selected fish resources in the South China Sea Indragiri Hilir Regency are giant threadfish, white shrimp, yellow pike-conger and barred spanish mackerel and with fishing technology of longline, “kurau net”, gillnet and shrimp net.

Highlight achievements and impact during the period. • The District Government of Kuantan Singingi District completely revised its Spatial Plan, 2001-2010 and accepted all WWF-Greenomics revision (please see maps at end of document). • The District Government of Indragiri Hulu has re-opened Indragiri Hulu District Spatial Plan 2001 – 2011 and is reviewing it this time with environmental components. • The Head of Indragiri Hulu District was very careful and selective in giving concession permit in 2004/5 after he has been sued by WWF and an NGO alliance on giving illegal permits in the PT IFA concession. Following the permits granted to the three concession holders on PT IFA concession area, WWF and NGO alliances in Riau are still attempting to take legal action to the District Head of Indragiri Hulu on suspending the permits as they are against the higher regulations. • There has been a class action law suit by Riau NGO alliance against the Head of Indragiri Hulu District who gave the permit to establish a timber plantation in the PT IFA concessionaries. The concession permit was revoked when the case was filed to the Government High Court • The Riau NGO alliances have also established technical guidelines and a comprehensive plan for spatial advocacy for Riau province. II. Progress on Objectives 1. To influence spatial planning of Kuantan Sengingi and Indragiri Hulu Districts to zone for and preserve pristine forest cover as a biological corridor between Bukit Tigapuluh National Park and Bukit Rimbang Baling Game Reserve: A review on the spatial planning has been done in the two Districts through a document study on the district development and spatial planning by using a descriptive analysis.
