Tradition and Modernity: The Gamergu (Malgwa) of North-Eastern Nigeria Abba Isa TIJANI For the Degree of Doctor of Philosophy (PhD) in Anthropology At University of London 2005 1 ABSTRACT The Gamergu are one of the autochthonous groups in present-day Borno State, North Eastern Nigeria. Their history is one of continual accommodation to the presence of the Kanuri (the dominant ethnic group in the Lake Chad region and the Bornu empire), whose incursions into the lands of Gamergu started as early as the time of the Sayfawa Dynasty who established their capital at Birni Gazargamo in the late 15th century (CE). In the decades and centuries that followed the Kanuri invaded further south where the land was more fertile for agricultural production and where more ‗pagan‘ tribes existed to be plundered or converted to Islam. Many communities in the region assimilated Kanuri culture, including the Sao, Marghi and Mandara. The Gamergu population was much more vulnerable to Kanuri attack because of its lack of centralised government and army. They were hence left to defend themselves through their communal affiliations and by retreating further south. The Gamergu had to adapt to the fact that they existed on the border of the more powerful Kanuri Empire at its peak of state formation. Many Gamergu communities were brought within Kanuri political structures whereas some survived at the periphery of the Empire with the help of their local defensive mechanisms. This thesis investigates and documents the cultural and social changes that have taken place in this Gamergu borderland using oral historical records and contemporary ethnography. The Gamergu have maintained certain elements of their traditional practices which have been blended into contemporary socio-political institutions. Traditional beliefs and practices such as hǝ le (ritual performance for the beginning of the farming season) and zawada (oath taking) continue to form part of their modern social life. In some cases the rituals are linked to Islamic practice where, for example, the hǝ le festivity is combined with the Muslim festival of Eid ul Kabir (during the pilgrimage to Mecca). Many decades of frontier life have also enabled the Gamergu to adopt the Kanuri language as their second language and they identify themselves as Muslims. But Gamergu religious traditions are still practised by the people alongside the Islamic religion, whilst domestic rituals associated with the individual life cycle continue to create ―Gamergu-ness‖. This situation has also enabled the Gamergu people to resist total assimilation over recent decades of living on an expanding frontier characterised by the introduction of modern land tenure and land use systems. Modern agricultural development in many Gamergu communities has influenced the socio-economic growth of the region, leading to an influx of immigrant farmers. Access to land has changed from a system of local access (―land to the tiller‖) to arrangements for derived rights institutionalised in the community. The lands of the Gamergu have become a centre of attraction for agricultural production. In the course of this, Gamergu cultural identity, custom and residual land rights have become salient, once more, in contemporary life. 2 TABLE OF CONTENTS ABSTRACT     MAIDUGURI: CITY SCOPING STUDY By Marissa Bell and Katja Starc Card (IRC) June 2021 MAIDUGURI: CITY SCOPING STUDY 2 Maiduguri is the largest city in north east Nigeria and the capital of Borno State, which suffers from endemic poverty, and capacity and legitimacy gaps in terms of its governance. The state has been severely affected by the Boko Haram insurgency and the resulting insecurity has led to economic stagnation in Maiduguri. The city has borne the largest burden of support to those displaced by the conflict. The population influx has exacerbated vulnerabilities that existed in the city before the security and displacement crisis, including weak capacities of local governments, poor service provision and high youth unemployment. The Boko Haram insurgency appears to be attempting to fill this gap in governance and service delivery. By exploiting high levels of youth unemployment Boko Haram is strengthening its grip around Maiduguri and perpetuating instability. Maiduguri also faces severe environmental challenges as it is located in the Lake Chad region, where the effects of climate change increasingly manifesting through drought and desertification. Limited access to water and poor water quality is a serious issue in Maiduguri’s vulnerable neighborhoods. A paucity of drains and clogging leads to annual flooding in the wet season. As the population of Maiduguri has grown, many poor households have been forced to take housing in flood-prone areas along drainages due to increased rent prices in other parts of the city. URBAN CONTEXT Maiduguri is the oldest town in north eastern Nigeria and has long served as a commercial centre with links to Niger, Cameroon and Chad and to nomadic communities in the Sahara.

In determining the parent language, the descriptions of the various components (i.e. clans and ethnic groups) of Kanuri and Kanembu are given as a first basis and the relation of each dialect of Kanuri and Kanembu to the other (i.e. dialect contiguity) is demonstrated as a second basis. Taking into consideration the sociolinguistic background of both Kanuri and Kanembu, the brief history of their divergence, the strong contention of the Borno Ulama and the dialect contiguity of the data presented, the paper concludes that Kanuri and Kanembu are initially one and the same language with ancient classical Kanembu being the parent language. Kanembu-Kanuri relationship: a proposal Introduction The close genetic relationship of a group of languages referred to as Saharan, was recognised about one and a half centuries ago. This was evident in BARTH (1965), NACHTIGAL (1987), LUKAS (1951), TUCKER and BRYAN (1956), GREENBERG (1966) and CYFFER (1981, 1990, 1991). I do feel empa- thy with one of the richest and most influential industrialists in Cameroon today - emotions which are difficult to convey in today’s Norway. Ideas about Africa, about poverty, corruption, etc. make such feelings politi- cally incorrect. My anthropological research is supposed to lead to posi- tive consequences for the people with whom I work. They be ‘small’ or ‘big’ people. This is called applied research. My research experience has made me conclude the following: Research should contribute to giving people new voices in new arenas; make them visible in new social spheres. I wish for instance, that my research may promote authorities’ listening more to and seeing people who are poor or who are uneducated, and, that their decisions may reach them, empower them. Often, also, one thinks that empowerment only concerns people without power. Since I have for long worked with people with big power, my research should enable their voices to become strengthened and make them visible on the new social arenas that are under pressure from their own behaviour and entrepre- neurship, but that they themselves do not see. What criteria do we use when we decide whether our research should empower people in power? It is important that we include the ‘small’ as well as the ‘big’ in our applied research.

Tracking these developments in ways that facilitate meaningful comparisons among different countries, types of agencies, and points in time is critical for keeping policymakers abreast of science policy issues pertaining to agriculture. The main objective of the ASTI initiative is to assist policymakers and donors in making better informed decisions about the funding and operation of public and private agricultural science and technology agencies by making available internationally comparable information on agricultural research investments and institutional changes. They are traditionally nomadic cattle-herders and traders in the Sahel, with migrations stretching from southern Niger, through northern Nigeria, northeastern Cameroon, and the western region of the Central African Republic.[1] [2] The number of Wodaabe was estimated in 1983 to be 45,000.[3] They are known for their beauty (both men and women), elaborate attire and rich cultural ceremonies. The Wodaabe speak the Fula language and don't use a written language.[3] In the Fula language, woɗa means "taboo", and Woɗaaɓe means "people of the taboo". "Wodaabe" is an Anglicisation of Woɗaaɓe. [3] [4] [5] [6] This is sometimes translated as "those who respect taboos", a reference to the Wodaabe isolation from broader Fulbe culture, and their contention that they retain "older" traditions than their Fulbe neighbors.[7] In contrast, other Fulbe as well as other ethnic groups sometimes refer to the Wodaabe as "Bororo", a sometimes pejorative name,[5] translated into English as "Cattle Fulani", and meaning "those who dwell in cattle camps".[8] By the 17th century, the Fula people across West Africa were among the first ethnic groups to embrace Islam, were often leaders of those forces which spread Islam, and have been traditionally proud of the urban, literate, and pious life with which this has been related.
