THE SCIENCE OF CAPELIN THE SCIENCE OF CAPELIN Capelin - A Variable Resource Each June, Newfoundlanders eagerly await the annual "capelin scull" . People crowd to beaches for the pure fun of harvesting these tiny fish as they "roll" in count­ less millions to spawn at the water's edge. Traditionally, the eagerness was for a fresh meal of this tasty species. Many gener­ ations of Newfoundlanders have used capelin to fertilize the meager soil of the fa­ mily gardens. Still others smoked, pickled or dried them. But, for all that, there wasn't much money in capelin. There's big money in capelin now. The Japanese market for whole roe-bearing female capelin provides an opportunity for quick and significant revenue. In good years, the economic benefits have been spectacular. Even in average years, the fish­ ery has made significant contributions to inshore earnings. All this is tempered by the recognition that capelin is a highly VARIABLE resource. Stock levels can change dramatically. In a single year, the biomass or total weight of the stock, can fluctuate, upward or downward, by as much as ten times. At the present time, the resource is healthy. Next year, or the year after that, or beyond, downturns can be expected. These changes in stock status are common to short­ lived species such as capelin and are due primarily to environmental influences on the year-to-year survival of young fish . The present total allowable catch (T AC), which is less than 10% of the estimated spawning biomass, is extremely conserva­ tive and should not have a significant influence on population size. There are other reasons why the Department of Fisheries and Oceans has taken a cautious approach in managing the capelin fishery. The species is the primary food item of cod and other commercial and non-commercial species. It plays an extremely important role in the marine ecosystem along the northeast coast of New- 1 THE SCIENCE OF CAPELIN foundland. In the recent report "Independent Review of the State of the Northern Cod Stock", Dr. Leslie Harris and his Panel commented that until we are convinced that we have an adequate understanding of cod-capelin interaction, we should err, if at all, on the side of under-exploitation of capelin. The Department of Fisheries and Oceans agrees with this position. The enclosed articles describe the work of capelin scientists in the Newfoundland Region. These researchers have had to resort to several innovative techniques (hydroacoustics, aerial photography) to develop a better understanding of the life history of capelin and to assess stock status. These efforts are ongoing. Collabora­ tive ties have been established with scientists in Iceland and Norway and a clearer picture is emerging of the biology of the species from these programs. We welcome comments on the Science of Capelin. Capelin are important commercially and also as a food for other fish, marine mammals and seabirds. They have al­ ways been fished on a small scale by Newfoundlanders and used as fertilizer for gardens, bait, food for dog teams and for human consumption. In the ear­ ly 1970s, a large offshore fishery deve­ loped off the coasts of Labrador and northeastern Newfoundland and on the Grand Banks. Catches of capelin were taken by large mid-water trawlers and purse seiners. Many countries participat­ ed, but Russia and Norway took the lion's share. In the late 1970s and early 1980s, the foreign fishery declined but a Canadian fishery developed because of an interest by Japanese buyers in cape­ lin eggs or roe. Now most of the capelin fishery is geared towards this market. Thysanoessa inermis and 7. longicaudata were the dominant krill species observed in the western and central Barents Sea between 1984 and 1992. Both species are typically boreal and sub- arctic, and were found in very low abundances in the Arctic water masses in the northern Barents Sea. High abundances (up to 100 to 200 ind. m-2) of 7. inermis and T. longicaudata were found in the slope and adjoining deep waters south and south east of the Svalbard Bank. The main spawning times of T inermis and T longicaudata occurred in May-June and coincided with the spring phytoplankton bloom. 7. inermis has a life span of 3 to 4 yr, while 7. longicaudata can live up to 2 yr. Growth took place from late winter to aut'umn; a marked negative growth occurred during the late autumn and winter periods. The seasonally oscillating von Bertalanffy growth function gave a reasonably good fit to the growth curves. Coinciding with a strong reduction In the older capelin stock between 1984 and 1987, there was a subsequent increase in the abundance and biomass of T. inermis and 7 longicaudata. One of the major threats to lake sturgeon is the impact of peaking hydroelectric developments on the water levels during the spring spawning season. The purpose of the Seine River Temperature Project is to help define the spring spawn for Seine River sturgeon through surrogate environmental indicators and note any effects of peaking on spawning. In addition, a goal of the project was to determine if the increases in water levels at the Seine River First Nation community are due solely to the flow from the Seine River, or if the dam at the outlet of Rainy Lake affects the water levels resulting in the Seine River functioning as a reservoir. Between 2011 and 2015, Seine River First Nation community technicians studied the spawning timing of lake sturgeon at two important spawning sites in Seine River below the Sturgeon Falls dam to help determine the environmental indicators (temperature, photoperiod, flows) for lake sturgeon spawning. In addition, work was done with Seine River First Nation Elders and knowledge holders in the fall of 2012 to identify Traditional Ecological Knowledge (TEK) indicators for lake sturgeon spawning in Seine River.

To understand the trophic mechanisms contributing to population declines, 1451 Atlantic salmon stomachs were col- lected and examined from individuals caught between 2006 and 2011 at the West Greenland feed- ing grounds. Standardized stomach content weights and stomach composition varied among years but not between stock complexes. Atlantic salmon consumed a variety of prey taxa, primarily capelin and Themisto sp., over a broad size spectrum. Standardized stomach content weight and proportions of taxa consumed were similar between historical (1965−1970) and contemporary samples, although lower-quality boreoatlantic armhook squid, nearly absent from historical data, was of moderate importance in contemporary samples, while higher-quality capelin decreased in importance. Furthermore, from 1968−2008 mean energy density estimates of capelin, the regional keystone forage species, decreased approximately 33.7%.

Photo: © WWF-Canada, National Geographic Stock /Paul Nicklen orage fish, such as herring and capelin, are small to intermediate size marine prey species that are eaten by a huge range of marine predators, including whales, seals, F big fish like tuna and cod, and seabirds. These big predators are key elements in ocean health, and they need a lot of food. Vulnerable Forage fish are often the most abundant component of marine ecosystems by number and weight. However, they remain very vulnerable to overfishing. Worldwide, twice as many small, low-trophic level fish stocks have collapsed compared to large predatory fish stocks (Pinsky et al., 2011). Here is why: • Forage fish abundances can fluctuate greatly from year to year because of changes in environmental conditions. Intense fishing can exacerbate the rate of decline (Essington et al., 2015). • Even when their abundance decreases, forage fish remain easy to harvest as they aggregate in large shoals (Essington et al., 2015). • Conventional management approaches do not account for the large natural fluctuations or the role forage fish play in marine ecosystems. (Pikitch et al., 2012). Species collections occurred between 2015-2016 for 15 Atlantic cod (Gadus morhua), Atlantic salmon (Salmo salar), and capelin (Mallotus villosus). 16 The frequency of occurrence (%FO) of plastic ingestion for both spawning Atlantic salmon 17 (n=69) and capelin (n=350) was 0%. Of the 1,010 Atlantic cod collected over two years, 17 18 individuals had ingested plastics, a %FO of 1.68%. This is the only multi-year investigation of 19 plastic ingestion in Atlantic cod for the Northwest Atlantic, and the first for capelin and salmon 20 in the region.
