Martin C. Spechler Professor of Economics, Indiana University A search of many current sources and messages from several of my personal contacts in Central Asia indicate, not surprisingly, that People’s Republic of China (PRC) has little significant normal commercial business in the five post-Soviet countries of Central Asia. This does not deny that China is conducting a growing state-to-state trade and investment program. China wants oil and gas more than anything else in Central Asia, aside perhaps from control of Uighur separatists in the Xinjiang-Uighur Autonomous Region (XUAR) in China’s northwest frontier. Chinese energy investments in Kazakhstan, Uzbekistan, and Turkmenistan will be reviewed by another informant.1 There is also a large amount of smuggling and informal “shuttle trade” from China’s township and village enterprises (TVE’s) to Kazakhstan and onwards to the bazaars of Kyrgyzstan and Uzbekistan. Organized commercial trade by established Chinese business enterprises, however, must be judged insignificant. There are several structural reasons to expect this situation to continue for years to come. Total trade Both the destination and the values of trade between China and the countries of Central Asia are difficult to ascertain. Relevant figures are published by the International Monetary Fund in its quarterly Directions of Trade Statistics and by the Asian Development Bank in its Key Indicators. -

Internationales Asienforum, Vol. 45 (2014), No. 1-2, pp. 153-170 The Road Not Taken Enabling and Limiting Mobility in the Eastern Pamirs Tell Mostowlansky * Abstract Based on fieldwork conducted between 2008 and 2011, this article explores the role of roads in enabling and limiting the movement of people and goods in Tajikistan ’s Eastern Pamirs. The article focuses on the Pamir Highway and a newly established trade route linking Tajikistan with China. Besides materially facilitating mobility, both roads serve as trajectories for opportunities, but often also signify the lack of such to those who live along them. This article thus seeks to analyse the shifting roles of roads against the backdrop of past and present state dispensations, shifting ideologies and newly emerging economic practices. By emphasising roads as both enabling and limiting spatial entities shaped by materiality, politics and economics, this article argues, on the one hand, that roads are important factors in directing and accelerating the mobility of people and goods and, on the other, that roads are also symbols of immobility inasmuch as they set limitations on the movement of people. As announced in the previous issue of Ladakh Studies, the continuing difficult situation in Kargil forced a shift of venue to Leh. Details regarding the conference, as far as they are available at this time, are provided elsewhere in this issue. Most importantly, however, members based outside of Ladakh should begin making their travel arrangements in good time. The colloquium will be held at the very end of August, just prior to the Ladakh Festival, and this means that there will be many other people trying to get in and out of Leh. -

Remnants of this ocean are preserved at the Oytag-Kudi suture. The presence of Paleozoic arc batholiths in the northern South Kunlun and their absence in the North Kunlun indicates southward subduction of the Proto-Tethys Ocean beneath the South Kunlun. Opposite subduction polarity can be demonstrated for the Late Paleozoic to mid-Mesozoic when the southerly located Paleo-Tethys Ocean was consumed beneath the South Kunlun and generated a Late Carboniferous to mid-Jurassic magmatic arc in the southern South Kunlun. Arc magmatism affected the southern South Kunlun and the large Kara-Kunlun accretionary prism (a suture sensu lato) which formed as a result of Paleo-Tethys’ consumption. The dextral shear sense of ductile faults which are located at the margins of the arc batholiths, and which parallel the South Kunlun/Kara-Kunlun boundary, suggests oblique plate convergence with a dextral component. Different lines of evidence encourage us to interpret the Proto-Tethys ophiolites of the Oytag-Kudi zone as at least partly derived from an oceanic back-arc basin. -

CAREC Corridor Performance Measurement and Monitoring Annual Report
CAREC Corridor Performance Measurement and Monitoring Annual Report Using data from real-time road and rail cargo shipments, the Corridor Performance Measurement and Monitoring (CPMM) mechanism assesses the e ciency of the six Central Asia Regional Economic Cooperation (CAREC) transport corridors that link CAREC member countries. It considers travel time and costs and the ease of crossing borders. Analysis of CPMM data shows steady average improvement in speed without delay, largely attributed to infrastructure investment. Delays at the border decreased but remain a major hindrance to e cient trade. This report informs policymakers about transport and trade blockages, and aims to help guide infrastructure investment and trade facilitation reform and modernization. About the Central Asia Regional Economic Cooperation Program The Central Asia Regional Economic Cooperation (CAREC) Program is a partnership of member countries and development partners working together to promote development through cooperation, leading to accelerated economic growth and poverty reduction.
