PUBLIC QUESTIONS No questions. 1905/01 Declarations of Interest a) To record declarations of interest by any member of the council in respect of the agenda items listed below. None. b) To note dispensations given to any member of the council in respect of the agenda items listed below. None. 1905/02 Elect Chair for Coming Year Cllr. Petra Heath was proposed by Cllr. S Hoy and seconded by Cllr. F. Leahy. All in Favour 1905/03 Elect Vice Chair for Coming Year Cllr. Sue Hoy was proposed by Cllr. P. Heath and seconded F. Leahy All in Favour 1905/04 Applications for Co-Option Simon Stringfellow was proposed by Cllr. Hoy Seconded Cllr. Heath All in Favour 1905/05 Minutes of Previous meetings th Minutes of the Parish Council Meeting held on 10 of April 2019 to be approved and signed. Proposed by Cllr. Hoy Seconded Cllr. Heath All in Favour 1905/06 Clerk’s Report See Appendix I 1905/07 To receive Delegate Reports Chairman on activities undertaken on behalf of the PC Trying to recruit new members as shown by the co-option today and talking to new possible members. Village Hall & Park representative Duck Race was a successful event and raised £750 towards drainage which will be starting in June. 1905/08 To receive a report from the Ward Councillors None received. 19050/09 Parish issues for Discussion/Decision Pond Survey Report on the ownership of the pond. The Clerk will talk to the Brigg Town Clerk concerning insurances and risk assessments for water based clean up. BT Call Box The new signage was delivered. A discussion ensued about developing a similar book lending system to be discussed on the next agenda. 1905/10 Questions from Members Direct the clerk to perform a Land Registry Search for owner Cadney Parish Rooms. Pinehouse farm, non-domicile e-mail owner and explain that windows have been broken. Cadney notice board has been damaged site visit upper limit of £50 to fix it. Road safety options anything that can be done? Go back into the highways scheme for speed. Chicanes? Reapproach extension to footpaths Car in Howsham Nissan Almera - Contact local PCSO with move to remove Petra to supply the address 1905/11 Parish/Town Precept Grant Items a) Neighbourhood Plan There was a long discussion of Neighbourhood Planning and it was decided that it is not for the council at this time Proposed Cllr. Hoy, Seconded Cllr. Heath. All in Favour b) Grass cutting The Clerk talked about the new lead officer in the role and the issues with the current agreement with North Lincolnshire Council. 1905/12 Correspondence Information about VE Day Anniversary Celebrations for next year. 1905/13 Finance Accounts for Payment. See Appendix II 1905/14 Grant Applications and Donations None 1905/15 Planning Issues None 1905/16 Review Standing Orders Cllr. Leahy requested that the council move to a meeting every month. Continue with current standing orders until new NALC model standing orders have been reviewed. Maintain Personnel Committee Move to monthly meetings from next month Third wednesday of the month at 7pm at alternating venues (next meeting on the 19th June Howsham) Disband ad hoc Planning Committee Propose Cllr. Leahy Seconded Cllr. Heath All in Favour Approve increase in contracted hours from 10 hours a month to 12 hours a month for the Clerk to cover the bigger schedule.. Proposed Cllr. Heath Seconded Cllr. Stringfellow All in favour 1905/17 Appoint Personnel Committee Noted that the current chair (Cllr. Leahy) is still in place and will act as line manager to the clerk but until more seats filled a Personnel committee can not be formed. Meeting Closed 20:10. .
