This provides key themes for the Agency to focus on over the next three years, as well as supporting the objectives in the DfT produced Maritime 2050 document. The Survey and Inspection Transformation Programme has now concluded. As well as delivering targets around the estate, we also saw the successful completion of the recruitment campaigns, having recruited high quality surveyors to our workforce will aid us in achieving our survey and inspection targets. The UK Ship Register had another difficult year due to the uncertainty created by EU Exit. We have made significant progress with developing a fit for purpose digital UK Ship Register platform. This modern digital service will allow the registration and management of vessel information and provide a faster, modern and easier approach for our customers. During the year, a considerable amount of work has been carried out as the Agency looks to the future development of HM Coastguard. Experience over the last few years has shown that the skills and capability of the service has applications in many areas beyond maritime rescue which has benefit to the wider community. Despite the coronavirus (Covid-19) pandemic, the Agency will strive to achieve our customer facing targets. We remain committed to our Coastguard functions and protecting the general public – during this current climate we are still able to fulfil our search and rescue commitments. We will also look to achieve the spirit of the Port State Control commitment and undertake surveys and inspections where possible. I would like to express my thanks to the Agency’s Senior Leadership team and their staff for their work and support over the last year. Michael Parker Non-Executive Chairman 2 Chief Executive’s foreword I am pleased to present the Maritime & Coastguard Agency’s Annual Report and Accounts for 2019-20. This Report captures our work in the last year. That work is guided by an internal Three- Year Work Plan which we have called “The Big Three” because of its focus on the themes of Safety & Sustainability, Growth and Innovation. 2019-20 saw the successful conclusion of our Survey and Inspection Transformation Programme. This programme delivered the rationalisation of the MCA Marine Office estate, introduction of better technology and digital systems, and the implementation of a new more efficient surveyor organisational structure. These are key to the future successes of our Survey and Inspection workforce, and the targets that they must achieve. The United Kingdom Ship Register had another difficult year. We continue to improve the service offer of the United Kingdom Ship Register to customers, and we have implemented the first of a programme of improved digital systems. Nevertheless, 2019-20 was a difficult year as we prepared for the UK’s withdrawal from the European Union. The continued uncertainty around EU Exit has led to some customers removing ships from the Register which fell to 10.4m Gross Tonnage by March 2020. The UK Ship Register is a very attractive proposition that is committed to quality and service, which is reflected in our position of 5th on the Paris Memorandum of Understanding on Port State Control “White List”. New customer services in the Far East and in Greece will support our ambitions for the future. As ever, the MCA is ready and prepared to respond to emergencies at sea, on the coast and inland. In the last year, our coastguard search and rescue service answered the call swiftly and effectively to over 31,000 incidents, sometimes in the most difficult of conditions. Our 3,500 volunteers in the community-based Coastguard Rescue Service and our salaried Coastguard personnel have continued to improve their capability to tackle new challenges, which increasingly included training for national flood response and drowning prevention activities. We have responded to high-profile incidents and our search and rescue service have featured in television programmes and the wider media to raise our profile, spread our safety messages and encourage recruitment to our ranks. Our state-of-the-art UK search and rescue helicopter fleet operates from 10 bases across the United Kingdom. The British-built Leonardo AW189 helicopters have been rolled out across our estate and work has now started on plans for the next generation of our search and rescue helicopters which will see Her Majesty’s Coastguard branch out into other aviation strands. In 2019-20 the MCA launched a new Fixed Wing Aerial Reconnaissance service to support our lifesaving search and rescue missions and counter pollution activities, using Beechcraft King Air B200 aircraft.     1 Submission to the Special Rapporteur on the human rights of migrants: pushback practices and their impact on the human rights of migrants by Mare Liberum Mare Liberum is a Berlin based non-profit-association, that monitors the human rights situation in the Aegean Sea with its own ships - mainly of the coast of the Greek island of Lesvos. As independent observers, we conduct research to document and publish our findings about the current situation at the European border. Since March 2020, Mare Liberum has witnessed a dramatic increase in human rights violations in the Aegean, both at sea and on land. Collective expulsions, commonly known as ‘pushbacks’, which are defined under ECHR Protocol N. 4 (Article 4), have been the most common violation we have witnessed in 2020. From March 2020 until the end of December 2020 alone, we counted 321 pushbacks in the Aegean Sea, in which 9,798 people were pushed back. Pushbacks by the Hellenic Coast Guard and other European actors, as well as pullbacks by the Turkish Coast Guard are not a new phenomenon in the Aegean Sea. However, the numbers were significantly lower and it was standard procedure for the Hellenic Coast Guard to rescue boats in distress and bring them to land where they would register as asylum seekers. End of February 2020 the political situation changed dramatically when Erdogan decided to open the borders and to terminate the EU-Turkey deal of 2016 as a political move to create pressure on the EU. Instead of preventing refugees from crossing the Aegean – as it was agreed upon in the widely criticised EU-Turkey deal - reports suggested that people on the move were forced towards the land and sea borders by Turkish authorities to provoke a large number of crossings.

    It's time for a "Quad" of Coast Guards This modest proposal could help bring stability and security to the Indo-Pacific, without the military fanfare. By David Brewster The so-called Quad group of Indo-Pacific maritime democracies – Australia, India, Japan, and the United States – is a valuable grouping, although it is still underutilised in many ways. One of the most effective ways that these countries could work together to enhance maritime security in the Indo-Pacific would be through coordinating the work of their coast guard agencies. Much attention is now focused on naval cooperation as a way to stabilise a region that has been destabilised by a rising and often assertive China. There is no doubt this is extremely important, but a great deal of the legwork in maintaining maritime security is increasingly falling to coast guard agencies. The so-called “white hulls” of the region are often on the front line in dealing with issues such as piracy, illegal fishing, humanitarian and disaster relief, search and rescue, and the smuggling of drugs, people, and arms. White hulls are also increasingly being used in roles traditionally reserved for navies. The maritime boundary disputes in the East China Sea and South China Sea are now often played out between coast guards from China and other countries. This trend will likely only continue in the future, as white-hull vessels take an ever-greater share of responsibilities, often with the support of traditional naval assets. There may be a similar trend between other countries. Navies have long been at the forefront of security cooperation, but navy-navy cooperation can sometimes carry serious limitations, driven by both cost and politics.
