Language, Culture, and National Identity BY ERIC HOBSBAWM LANGUAGE, culture, and national identity is the ·title of my pa per, but its central subject is the situation of languages in cul tures, written or spoken languages still being the main medium of these. More specifically, my subject is "multiculturalism" in sofar as this depends on language. "Nations" come into it, since in the states in which we all live political decisions about how and where languages are used for public purposes (for example, in schools) are crucial. And these states are today commonly iden tified with "nations" as in the term United Nations. This is a dan gerous confusion. So let me begin with a few words about it. Since there are hardly any colonies left, practically all of us today live in independent and sovereign states. With the rarest exceptions, even exiles and refugees live in states, though not their own. It is fairly easy to get agreement about what constitutes such a state, at any rate the modern model of it, which has become the template for all new independent political entities since the late eighteenth century. It is a territory, preferably coherent and demarcated by frontier lines from its neighbors, within which all citizens without exception come under the exclusive rule of the territorial government and the rules under which it operates. Against this there is no appeal, except by authoritarian of that government; for even the superiority of European Community law over national law was established only by the decision of the constituent SOCIAL RESEARCH, Vol. -

These changes also have put a significant mark on language teaching and learning practices across the globe. There is a clear movement towards multilingual practices in the world, which is also evident in the title of UNESCO 2003 education position paper, “Education in a multilingual world.” Given the long-standing history of multilingual contexts of the Himalayan region and the emergence of the two major global economic power centers of 21st century, China and India, language policies and practices of the region have become a great matter of interests for linguists and policy makers around the world. This paper uses case studies to investigate how globalization influences language education policies and practices in multilingual countries. The case studies that we have drawn from the four nations of South East Asia – Afghanistan, China, India, and Nepal offer insights for other multilingual nations of the world, as they portray the influences of globalization on language policies and practices of multilingual countries. This paper suggests more research on comparative studies of multilingual education across multilingual nations in the world. MANAGING FRANCE’S REGIONAL LANGUAGES: LANGUAGE POLICY IN BILINGUAL PRIMARY EDUCATION IN ALSACE Thesis submitted in accordance with the requirements of the University of Liverpool for the degree of Doctor in Philosophy by Michelle Anne Harrison September 2012 Abstract The introduction of regional language bilingual education in France dates back to the late 1960s in the private education system and to the 1980s in the public system. Before this time the extensive use of regional languages was forbidden in French schools, which served as ‘local centres for the gallicisation of France’ (Blackwood 2008, 28). France began to pursue a French-only language policy from the time of the 1789 Revolution, with Jacobin ideology proposing that to be French, one must speak French. Thus began the shaping of France into a nation-state. As the result of the official language policy that imposed French in all public domains, as well as extra-linguistic factors such as the Industrial Revolution and the two World Wars, a significant language shift occurred in France during the twentieth century, as an increasing number of parents chose not to pass on their regional language to the next generation. In light of the decline in intergenerational transmission of the regional languages, Judge (2007, 233) concludes that ‘in the short term, everything depends on education in the [regional languages]’. This thesis analyses the development of language policy in bilingual education programmes in Alsace; Spolsky’s tripartite language policy model (2004), which focuses on language management, language practices and language beliefs, will be employed. In spite of the efforts of the State to impose the French language, in Alsace the traditionally non-standard spoken regional language variety, Alsatian, continued to be used widely until the mid-twentieth century. -

208 CASE STIIDY 5: Cultural Vitality and Creativity: The "Dutch Language Union" 1. One of the most recent and also strongest signs of cultural vitality and creativity in The Netherlands (in the largest sense of that name, viz. "The Low Countries") has been the installment of the "Nederlandse Taalunie" ["Dutch Language Union"], as a consequence of the "Verdrag tussen het Koninkrijk Belgie en het Koninkrijk der Nederlanden inzake de Nederlandse Taalunie" ["Treaty between the Kingdom of Belgium and the Kingdom of the Netherlands concerning the Dutch Language Union] which was signed in Brussels on 9 September 1980 and the instruments of ratification of which were exchanged in The Hague on27 January 198216. The text reads that "His Majesty the King of the Belgians and Her Majesty the Queen of the Netherlands ... have decided the installment of a union in the field of the Dutch language"17. The purpose of this paper is to demonstrate why this has to be considered a very strong sign of cultural vitality and creativity in The Netherlands, by explaining the unique character of this treaty as far as international cultural and linguistic relations are concerned. In order to do so I will start with a short expose ofthe historic development of language planning in the Low Countries, then concentrate on the language planning mechanisms devised by the "Taalunie"18 and conclude with some ideas as to the future development and possible applications elsewhere. 2. Historical survey In order to fully understand the Treaty one needs to be informed about the nature of the relationship between Dutch speaking people on both sides of the Dutch-Belgian border. -

6 An annotated letter to a grandfather Jan Douwe van der Ploeg Introduction This chapter is written in the form of an annotated letter containing anecdotes and conversations: a form of presentation used by writers varying in style from Kafka (1983) to Chayanov (1976).' This might seem an unusual way to reflect upon the work ofNorma n Long. There is indeed adifferenc e between a scientific article and a letter. However, since the letter contains many elements that are dear to me - and,whic h are at the same time difficult to integrate into scientific discourse -1 have decided to use its form as awa y ofpresentin g this paper. The letter discussed here is in several respects a confusing document, as I will explain later. I have nonetheless chosen for this slippery road simply because Norman Long, to a considerable degree, has formed me intellectually. I do not mean to imply with this honest statement that creating confusion is a thing I have learnt from him. Far from that. The point is that the letter seems to be, if I am not mistaken, a nice vehicle with which to highlight some of the less visible cornerstones and complexities of the approach developed by Norman. Thus, the presentation of the letter and the accompanying discussions might also be understood as an indirect expression ofm y admiration for him2. The first issue hidden in the letter regards the relevance of context and hence the importance of local cultural repertoire. As the combination of letter and explanation that follows will make clear, any exposition is meaningless when isolated from its context. -

"Ich höre gern diesen Dialekt, erinnert mich an meine Urlaube in Kärnten ... ": A survey of the usage and the popularity of Austrian dialects in Vienna John Bellamy (Manchester) A survey of over 200 Austrians was undertaken in Vienna to investigate the extent to which they say they use dialect. They were asked if they speak dialect and if they do, in which situations they would switch to using predominantly Hochsprache. The responses have been analysed according to age, gender, birthplace (in Austria) and occupation to find out if the data reveals underlying correlations, especially to see if there have been any developments of note since earlier studies (for example, Steinegger 1995). The same group of informants were also asked about their opinions of Austrian dialects in general and this paper details their answers along with the reasons behind their positive or negative responses in this regard. The data collected during this survey will be compared to other contemporary investigations (particularly Soukup 2009) in an effort to obtain a broader view of dialect usage and attitudes towards dialect in Vienna and its environs. Since a very similar study was undertaken at the same time in the UK (Manchester) with more or less the same questions, the opportunity presents itself to compare dialect usage in the area in and around Vienna with regional accents and usage in the urban area of Manchester. References will be made during the course of the presentation to both sets of data. Modernising tbe Lexicon of tbe West Frisian Language Hindrik Sijens (LjouwertlLeeuwarden) A new toy in the world of modem electronic communications has arrived in Fryslän, namely Internet, and along with it e-mail. When asked what these new media might be ca lied in Frisian, the answers internet and e-mail are hardly surprising. We can see that both Fryslän and the Frisian language are also tak ing part in the digitalisation of the world. New concepts, new words in tech nology retain their original Anglo-American names in most European lan guages. This paper will deal with the process of developing and renewing the Frisian lexicon. But first I am going to give a brief introduction to Fryslän itself. Fryslän is one ofthe twelve provinces ofthe kingdom ofthe Netherlands and is situated in the northem part ofthe country. Fryslän is a flat province, much of its territory being below sea level. It is protected trom the sea by dikes. The capitalof Fryslän is Ljouwert, or Leeuwarden, as it is known in Dutch. In the past, Fryslän was an agricultural pro vin ce with more cattle living there than people. Nowadays farming still plays an important role in Fryslän's economy, but both the service industries and industry itself have also become important. Fryslän has a population of about 600,000 and approximately 55% of them consider Frisian to be their first language. While about 74% of the population claim that they can speak Frisian, 94% say that they can understand it when it is spoken, 65% claim that they can read Frisian, but only 17% say that they can write it (Gorter & Jonkman 1995:9-11).
