Language, Culture, and National Identity BY ERIC HOBSBAWM LANGUAGE, culture, and national identity is the ·title of my pa per, but its central subject is the situation of languages in cul tures, written or spoken languages still being the main medium of these. More specifically, my subject is "multiculturalism" in sofar as this depends on language. "Nations" come into it, since in the states in which we all live political decisions about how and where languages are used for public purposes (for example, in schools) are crucial. And these states are today commonly iden tified with "nations" as in the term United Nations. This is a dan gerous confusion. So let me begin with a few words about it. Since there are hardly any colonies left, practically all of us today live in independent and sovereign states. With the rarest exceptions, even exiles and refugees live in states, though not their own. It is fairly easy to get agreement about what constitutes such a state, at any rate the modern model of it, which has become the template for all new independent political entities since the late eighteenth century. It is a territory, preferably coherent and demarcated by frontier lines from its neighbors, within which all citizens without exception come under the exclusive rule of the territorial government and the rules under which it operates. Against this there is no appeal, except by authoritarian of that government; for even the superiority of European Community law over national law was established only by the decision of the constituent SOCIAL RESEARCH, Vol. -

These changes also have put a significant mark on language teaching and learning practices across the globe. There is a clear movement towards multilingual practices in the world, which is also evident in the title of UNESCO 2003 education position paper, “Education in a multilingual world.” Given the long-standing history of multilingual contexts of the Himalayan region and the emergence of the two major global economic power centers of 21st century, China and India, language policies and practices of the region have become a great matter of interests for linguists and policy makers around the world. This paper uses case studies to investigate how globalization influences language education policies and practices in multilingual countries. The case studies that we have drawn from the four nations of South East Asia – Afghanistan, China, India, and Nepal offer insights for other multilingual nations of the world, as they portray the influences of globalization on language policies and practices of multilingual countries. This paper suggests more research on comparative studies of multilingual education across multilingual nations in the world. South Asians in Scandinavia: Diasporic Identity Processes Rashmi Singla, Roskilde University, Denmark, [email protected] This chapter1 probes selected social-psychological aspects for South Asian young adults in Denmark and is a follow up of a Danish project conducted in the mid-nineties. The diasporic conceptualizations in respect to human centeredness and cultural processes in migration combined with life course perspective, provide the theoretical framework for this study. In-depth interviews were employed, and information was analyzed through meaning condensation and subsequent categorization of the narratives. The results show the reinterpretation of the self, “others” and home in the diasporic families, for the parental as well as the young generation. The chapter also depicts the young adults’ diasporic identities involving the ancestral countries as well as the Scandinavian welfare societies. -

Vol. 6 (2011), pp. 38-103 http://nflrc.hawaii.edu/ldc/ http://hdl.handle.net/10125/4506 A Linguistic Assessment of the Munji Language in Afghanistan Daniela Beyer Simone Beck International Assistance Mission (IAM) This paper presents a sociolinguistic assessment of the Munji (ISO: mnj) speech variety based on data collected in the Munjan area of northern Afghanistan. The goal was to determine whether a national language is adequate for primary school education and literature, or whether the Munji people would benefit from language development, including literature development in the vernacular. The survey trip entailed administering questionnaires to village elders,sociolinguistic questionnaires as well as Dari proficiency questionnaires to men and women of various age groups, eliciting word lists, and observing intelligibility of Dari and language use. In this way we aimed to determine the vitality of Munji, the different varieties of Munji, the use of Munji and Dari in the different domains of life, attitudes toward the speaking community’s own speech variety and toward Dari, and to investigate their intelligibility of Dari. In this paper we aim to show that the Munji people would benefit from Munji language development as a basis for both primary school material and adult literacy material in the mother tongue. In the long term, this is likely to raise the education level as well as the Munji people’s ability to acquire Dari literacy. 1. INTRODUCTION.1 From April 20 to 25, 2008, we conducted sociolingistic research in the Munjan language area of northern Afghanistan.2 The research was carried out under the auspices of the International Assistance Mission (IAM), a non-governmental organization working in Afghanistan. -

15 A landscape-ecological appraisal of the diversity and relevance of cultural landscapes Michael R. Moss and Brian W. Okey Abstract The term ‘cultural landscape’ is examined from the perspective of its generally accepted use in various parts of the world. Contrasts exist due to the different cultural histories, academic affiliations and to the practitioners of the concept. Presently the term appears to have greater currency and relevance to landscape planning in Europe. To provide a broad perspective, cultural landscapes are examined, from within the Eastern Deciduous Forest Biome of North America, with particular reference to the province of Ontario, Canada. Here the consequences of a landscape structure onto which human attributes of landscape have been imposed is used as a basis for comparison with the longer, organic evolution of landscape as manifest in Northwestern Europe. More specifically landscape processes are examined with respect to the traditional agricultural practices of the Mennonite community of Southern Ontario where many indicators of landscape sustainability show negative attributes. The potential for the application of the principles of landscape ecology to the issue of understanding the functional nature of landscapes is stressed, in particular, as a basis for initiating landscape-focussed policies. Introduction To review North-American landscapes in the context of the current debate around the value of cultural landscapes in European land management and planning raises and highlights several critical distinctions. The first and perhaps foremost of these is that in Europe, at least within the European Union, there is clearly an ongoing debate about planning in which the idea of ‘landscape’ plays a major part in a developing, policy- making strategy. -
