Part I: Membership

1. Charter Members Currently the number of Charter members is 72. The attached enclosure 1 gives the total list of Charter members. We are pleased to inform that Saudi Arabia has reconfirmed their Charter membership by . Unfortunately the Charter Member from Hungary has informed the Secretariat about their inten- tion of termination of IGU Membership as of 1 January 2010. This decision was based on reduc- tion of expenses of the Hungarian Gas Association.

New Charter Members Sonangol Gás Natural (Sonagas), Sonangol is a state owned company whose mission was the management of hydrocarbon resource exploration in Angola. Despite having the government as the sole shareholder, Sonangol has always been governed as a private company and is under strict performance standards to ensure efficiency and productivity. Focusing on diversifying its business activities, Sonangol has developed joint- ventures and established companies that promote both the social development of Angola and the expansion of Sonangol. Prioritizing the management of hydrocarbons, environmental protection and industrial safety, Sonangol has created a diversified business that is centred around oil and gas. More than 30 subsidiaries and joint venture companies are now part of Sonangol Group. In September 2004 Sonangol Natural Gás is created, as part of the Sonangol Group, with as main objective to explore, evaluate, produce, process, store, transport and to commercialize and its derivatives. Angola LNG Project where Sonagas is a partner, plays an important role on So- nangol strategy for the development of the natural gas industry in Angola as well as for the growth of industry without gas flaring. With headquarters in , Sonangol is proud to be the only company with representations in the whole country. Sonagas applied for membership on 20 April 2009. The Executive Committee endorsed their appli- cation on 4 June 2009 to the Council for approval. Please find their application in enclosure 4. The Secretariat has reviewed the application which is in accordance with the requirements in the AoA 4,1 of becoming a Charter member.

The Secretariat of State for Natural Resources (Government of the Democratic Republic of Timor-Leste), Timor-Leste Timor-Leste, as a new independent country with gas resources, sees good opportunities in gaining experience in learning from other IGU members and in sharing issues and challenges it faces in its gas industry. Timor-Leste is currently jointly with Australia exploring the Joint Petroleum Development Area, where some of the giant gas fields have been discovered such as Bayu Undan (95,4 bcm/3,4 tcf) and Greater Sunrise gas field (257,6 bcm/9,2 tcf ). Under the Timor Sea Treaty between Timor-Leste and Australia, Timor-Leste is entitled to 90% of gas (and oil) in the Joint Petroleum Development Area. Timor-Leste applied for membership on 30 July 2009. Please refer to their application attached in enclosure 4. The Secretariat has reviewed the application which is in accordance with the requirements in the AoA 4,1 of becoming a Charter member.

Sociedad Nacional de Gas G.E. (SONAGAS), Equatorial Guinea SONAGAS is the national gas company of Equatorial Guinea and the states representative in all ac- tivities related to the development of natural gas resources. SONAGAS is responsible for the diversification of gas as an energy base and for the revenues de- rived from gas utilization; it promotes opportunities for the development of gas projects throughout the country, but is also allowed to participate in projects outside of Equatorial Guinea. Proved existing gas reserves in Equatorial Guinea are estimated at approximately 238 bcm (8,5 tcf), from three main production fields; ZAFIRO, ALBA AND CEIBA. The main gas producing field is the ALBA field that provides the foundation for a world-class processing business. Equatorial Guinea applied for membership on 17 August 2009. Please refer to their application at- tached in enclosure 4. The Secretariat has reviewed the application which is in accordance with the requirements in the AoA 4,1 of becoming a Charter member.

2. Associate Members Currently the number of Associate members is 30. The attached enclosure 2 gives the total list of Associate members. The Interstate Natural Gas Association of America (INGAA) has notified IGU of its resignation as Associate Member due to cost reduction. We have to inform that the Union of Independent Gas Producers of Russia has not paid their mem- bership fees since 2006. Under these circumstances it is suggested, that the Associate membership of the Union of Inde- pendent Gas Producers of Russia is revoked by the Council in accordance with the Articles of As- sociation 4,8 if they haven’t paid before 30 September 2009.

Changes in Associate Membership due to restructuring  GDF SUEZ is our new Associate member after the merger of Gaz de France and Suez S.A.  Liander is the new name of NUON Asset Management  China National Petroleum Corporation (CNPC) is the only Chinese Associate member also representing its daughter company Petrochina Natural Gas and Pipeline Company  Thyssengas GmbH is the new name of RWE Transportnetz Gas GmbH

New Associate Members

Spetsneftegaz NPO JSC (Spetsneftegaz), Russia Spetsneftegaz is a private Russian company and is one of the leading in-line inspection companies in the world, well known for its own original scientific developments of high resolution magnetic (MFL, TFI) and electromagnetic-acoustic (EMAT) in-line inspection technologies and equipment. The main goal of the company is to provide safe & reliable operation of trunk gas & oil pipelines. Spetsneftegaz is the main in-line inspector of Gazprom but also fulfilling contracts in many Euro- pean countries, Argentina, India, Iran, etc. Spetsneftegaz, with a manufacturing base in Ekaterin- burg and its head office in Moscow, applied for Associate membership on 16 December 2008. Please refer to their application attached in enclosure 5. Spetsneftegaz has expressed willingness to contribute actively to WOC 3, using many years of ex- perience in scientific and technological work as well as in research. The Secretariat has reviewed the application which is in accordance with the requirements in the AoA 4,2 of becoming an Associate member. The Executive Committee endorsed their application on 4 June 2009 to the Council for approval.

Det Norske Veritas (DNV), Norway DNV is an independent foundation with the purpose of safeguarding life, property, and the envi- ronment. Their history goes back to 1864, when the foundation was established in Norway to in- spect and evaluate the technical condition of Norwegian merchant vessels. While headquartered in Oslo, Norway, DNV has worked internationally since 1867 and has established approximately 300 offices in 100 countries. DNV has a long history in the Oil and Gas Industry and with regard to natural gas and LNG indus- try DNV offers services in the gas field development and gas transport. DNV has played a leading

A global team of engineers, scientists and business analysts are able and willing to contribute to the work of the IGU committees. DNV has expressed interest in contributing to the work of PGC D LNG. DNV has also experience in the field development and of gas through involvement in for instance the Blue Stream Project, Langeled Pipeline and KG D-6 in India. DNV applied for Associate membership on 24 March 2009. Please refer to their application at- tached in enclosure 5. The Secretariat has reviewed the application which is in accordance with the requirements in the AoA 4,2 of becoming an Associate member. The Executive Committee endorsed their application on 4 June 2009 to the Council for approval.

Sonorgás, Sonorgás is a natural gas distributor in the north of Portugal. Sonorgás (formerly named Dourogás) was established on 16 June 1994. Its main activity is the distribution and commercialization of natu- ral gas. Sonorgás has about 7000 gas clients and a yearly turnover of around three million Euros. Through the Portuguese Charter Member there has been a very active participation of Sonorgás in the IGU Working Committees. In the new Triennium this contribution will be further increased as Professor Nuno Afonso Moreira is invited to chair Study Group 5.1 on Industrial Utilisation. Sonorgás applied for Associate membership on 15 July 2009. Please refer to their application at- tached in enclosure 5. The Secretariat has reviewed the application which is in accordance with the requirements in the AoA 4,2 of becoming an Associate member.

Gaslink - Gas System Operator Ltd (Gaslink), Ireland Gaslink was incorporated in October 2007 as an independent subsidiary of Bord Gais Eireann in compliance with the unbundling requirements of the EU Gas Directive. Gaslink’s primary functions is to ensure the safe, reliable and efficient operation of the gas network and to provide non- discriminatory access to the network to ultimately facilitate increased competition through a more open market. Gaslink has a key role in regulatory and market arrangements in Ireland and is respon- sible for ensuring relevant legislative and regulatory requirements are developed and implemented. Gaslink is willing to participate actively in the work of IGU through participation in working and programme committees and by exchanging information and case studies among other members that would be of interest. Gaslink applied for Associate membership on 22 July 2009. Please refer to their application at- tached in enclosure 5. BG Group plc (BG), BG is a leading player in the global energy market with operations in some 27 countries over five continents. BG’s headquarters are located in the United Kingdom (UK) and over 60% of the 5000 BG employ- ees are located outside the UK. BG has a long heritage, both as the former state operator (British Gas) and as an international en- ergy company. The involvement in IGU goes back a long time as employees of BG historically have been involved in IGU through the UK Charter member IGEM. BG has both the motivation and the capability to support the gas industry through active participation with IGU which is further underlined by the fact that the 2009-2012 Triennium Secretary of PGC B is a BG Group employee (Mr Harry Whitaker). The contribution of Mr Roberto Brandt as Chair of the Coordination Commit- tee in the 2006-2009 Triennium also needs to be mentioned here. BG is a publicly listed company on the Stock Exchange and is also listed on the US over- the-counter market known as “International OTCQX”. BG applied for Associate membership on 24 July 2009. Please refer to their application attached in enclosure 5. The Secretariat has reviewed the application which is in accordance with the requirements in the AoA 4,2 of becoming an Associate member.

Vopak LNG Holding BV (Vopak LNG), The Netherlands Vopak is the world’s largest provider of conditional storage with a lot of experience in chemicals, oil and fuel and is now entering the market for regasification and storage of LNG with its subsidiary Vopak LNG. Vopak LNG is an independent global LNG terminal company, which develops, (co-)owns and op- erates LNG regasification terminals. Vopak LNG is not involved in buying or selling of LNG and/or natural gas. As the independent operator Vopak LNG serves a multitude of customers through the LNG regasification terminal infrastructure. This unique business model gives comfort to the customers that their product is handled in a non-discriminatory, most cost effective, efficient and safe manner Vopak is currently building the Gate terminal (12 bcm/a) in Rotterdam which will be operational in 2011. Vopak is also involved in different LNG projects in: Rostock (Germany), Eemshaven (The Netherlands) and Marseille (France). Vopak is willing to contribute to the various working groups relevant for the LNG and regasification business. This motivation and willingness to participate ac- tively is shown by the fact that Mr Dirk van Slooten, as Vopak employee, will be Vice Chair of PGC D LNG in the 2009-2012 Triennium. Vopak applied for membership on 3 August 2009. 3. Affiliated Organisations There is currently one new Affiliated organisation: Groupe International des Importateurs de Gaz Naturel Liquéfié (GIIGNL) is a non-profit or- ganization involved in the importation of Liquefied Natural Gas. GIIGNL's main objective is to promote the development of activities related to LNG. To this purpose, the Group aims to provide an overview of the state-of-the art technology in the LNG industry and its general economic state. The agreement with GIIGNL was concluded by the Secretariat and signed by both parties on 13 March 2009. Currently, the total number of Affiliated organisations is 10. The attached enclosure 3 gives the to- tal list of affiliated organisations.

4. Recommendations 4.1 The Executive Committee Meeting is requested to endorse the applications for Charter Member of IGU of:  The Secretariat of State for Natural Resources (Government of the Democratic Republic of Timor-Leste), Timor-Leste  Sociedad Nacional de Gas G.E. (SONAGAS), Equatorial Guinea

and to endorse the applications for Associate Member of IGU of:  Sonorgás, Portugal  Gaslink - Gas System Operator Ltd, Ireland  BG Group plc, United Kingdom  Vopak LNG Holding BV, the Netherlands.

4.2 The Council is asked to approve the applications for Charter Member of IGU of:  Sonangol Gás Natural (Sonagas), Angola (endorsed by EXC 04/06/09 London)  The Secretariat of State for Natural Resources (Government of the Democratic Republic of Timor-Leste), Timor-Leste  Sociedad Nacional de Gas G.E. (SONAGAS), Equatorial Guinea

4.3 Unless payment has been received by 30 September 2009 the Council is asked to revoke the Union of Independent Gas Producers of Russia as IGU Associate member in accor- dance with the IGU Articles of Association 4,8.

Part II: IGU Marketing Plan

Marketing Plan 2009-2010 The purpose of this paper is primarily to establish where the IGU Secretariat should concentrate its efforts in getting new and relevant members. It is also meant to appeal to members of the IGU Council, the Executive Committee and the Coordination Committee to assist where appropriate in establishing contacts and obtain positive results, as well as to receive comments from IGU col- leagues, who have views or information about specific countries and companies differing from the indications in this plan. The lists of the current Charter and Associate members are attached as enclosures 1 and 2 now bringing the total membership up to 102. Based upon contacts established this year on various conferences and exhibitions, the Secretariat will continue to work on the membership issue towards new members. It is considered important to get countries and companies into the Union, who may play an active role in the global energy market and contribute to the general networking possibilities including ac- tive contribution to the IGU Committees.

In Section A below are countries indicated which are not represented in IGU. During 2009 and 2010 the Secretariat will pursue contacts towards countries listed in the Marketing Plan. Countries not having access to gas or considered of little importance to the work of IGU are omitted. Based on the above-mentioned research the Secretariat has pinpointed 8 countries, which should have high attention (1. priority) and further 10 other countries of interest (2. priority). Both Angola and Equatorial Guinea were in our last overview of first priority countries, we are glad to have them both on the agenda for approval as Charter Member in the meeting in Buenos Aires.

Section B indicates a number of companies which the Secretariat considers of interest for IGU to become Associate members.

Section A: Possible country candidates for Charter membership of IGU

Africa The International Energy Agency (IEA) estimates that gas production from will grow 5,2 percent a year to 277 billion cubic metres by 2015, the fastest growing gas region after the Middle East. Therefore Africa is an interesting market for IGU to increase membership.

Ghana 2. Priority Ghana is new compared to the last Marketing Plan. The first hydrocarbon production from Ghana came in the 1970s and 1980s. Furthermore the successful development of the West African Gas Pipeline (WAGP) will provide a secure supply of gas from Nigeria for industrial and power use. A letter will be sent in 2009 by the Secretariat.

Morocco 2. Priority Morocco has quite big proven reserves with a lot of exploration going on. The government is about to privatise the gas industry.

Mozambique 2. Priority Mozambique is new compared to the last Marketing Plan. Contacts facilitated in 2009 through our South African Charter member. A letter has been send to Mozambique (COMPANIHA MOÇAM- BICANA DO GASODUTO) in March 2009. Follow up in August has not led to application so far.

DR Congo DR Congo has some reserves.

Ethiopia Ethiopia has apparently reserves, but no production.

Gabon Gabon’s reserves are relatively unexploited and could be of interest at a later stage.

Ivory Coast Ivory Coast has quite big proven gas reserves with a lot of exploration going on. In November 2008 there has been contact with Ivory Coast with help from our French member, in spring 2009 there was another contact (Daniel Paccoud) with them and PETROCI (Ivorian Gas Company) con- firmed interest in joining IGU. The secretariat sent a letter in July 2009 but so far not received an official request.

Namibia Gas export plans of Namibia have been delayed but may be of interest at a later stage.

Sudan Sudan apparently has large reserves and could be of interest at a later stage.

Middle East Bahrain 1. Priority Bahrain has extensive gas production and some LNG projects underway, but has never been ap- proached. The Secretariat has now approached the Bahrain Petroleum Company by letter in March 2009. Follow up in early August has not led to application so far.

Kuwait 1. Priority Kuwait is currently increasing its gas activity, and will be approached in 2009.

Yemen 1. Priority The Secretariat has now established contact with Yemen through correspondence in 2008 and 2009. New contacts will be made this year.

Jordan 2. Priority Jordan is new in the Marketing Plan compared to the plan in September 2008. The gas activity is rather limited, but Jordan could now become an important transit country in this region. A letter has been sent in 2009.

Syria 2. Priority Syria has large gas reserves, but seems very isolated and contacts are difficult.

Iraq became a member in 1974 but resigned in 1991. Since then the political situation has not en- couraged new contacts.

Asia Azerbaijan 1. Priority Azerbaijan is a large gas producer. The Secretariat established contact with SOCAR (State Oil Company of Azerbaijan) in 2008. In 2009 further contacts have been established and the Secretariat sent SOCAR a letter regarding membership, which has led to intended participation at the WGC but no application so far.

New Zealand 1. Priority New Zealand left IGU in 1999 because of the distance and lack of interest in the restructured gas industry. Over the last few years several different contacts about re-entry took place without results. New contacts to be established in 2009.

Turkmenistan 1. Priority Turkmenistan is a large producer and exporter. The Secretariat has approached Turkmenistan by let- ter in March 2009. Follow up in early August has not led to application so far.

Uzbekistan 1. Priority The situation of Uzbekistan is the same as Turkmenistan. The Secretariat has approached Uzbeki- stan by letter in March 2009. Follow up in early August has not led to application so far.

Myanmar 2. Priority Myanmar has considerable gas export in the region, but it is difficult to establish contact. Malaysia may assist.

Papua New Guinea 2. Priority Recently new contacts have been established. A recent gas discovery by U.S.-based InterOil Corp (IOC.A) could have more than 280 bcm of gas, the government of Papua New Guinea said recently. This would support Papua New Guineas ambi- tion to be a major regional gas supplier.

Philippines 2. Priority The Philippines have quite a considerable amount of proven gas reserves with gas production, still at the initial stage.

Cambodia Cambodia is only starting up its gas activity and might therefore be interested.

Kyrgyzstan Kyrgyzstan has high gas imports.

Nepal In 2005 the Nepalese Gas Association showed interest in joining an IGU meeting, but the Secre- tariat has had no reaction since then.

Tajikistan Tajikistan has large imports of gas.

South America Chile 2. Priority Chile became a member in 1997. They decided to resign in November 2000 because they did not find any interest in the Chilean gas industry to form a national gas association.

Bolivia Bolivia has been a member in 2003 and 2004. After that Bolivia announced due to the uncertain situation of the country’s energy sector and a difficult economic situation they had to suspend their membership.

Columbia Columbia has been a member from 1999 until 2002. Then the President of NATURGAS sent a let-

North and Central America Mexico 1. Priority Mexico was a member from 1981 until 1985. The Argentine Presidency will through their com- pany contacts try to get Mexico back as member. A new initiative was taken by the IGU President in 2008. PEMEX is expected to participate at the WGC in Buenos Aires and will be contacted then.

Cuba Contacts were established in November 2007 with representatives from Cuba, who showed interest, but the gas industry is very small.

Europe Albania 2. Priority Albania can become a likely candidate for Charter membership through the increasing importance as transit country for gas. The planned Trans Adriatic Pipeline (TAP) is foreseen to start operation in 2012, and the current plan is to transit Albania before the pipeline crosses the Adriatic Sea and connects to the Italian gas network for further distribution to the western parts of Europe.
