Item 4.7 - Traffic - 6/9/13 NORTH SYDNEY COUNCIL To the General Manager Attach TMP SUBJECT: (4.7) 2013 Spring Cycle AUTHOR: Report of Traffic & Transport Engineer, Michaela Kemp DESCRIPTION/SUBJECT MATTER: An application has been received on behalf of Bicycle NSW for the annual Spring Cycle event which is to be held on Sunday 20th October 2013. As in previous years the North Sydney section of the event will start from St Leonards Park in North Sydney to the Harbour Bridge. The courses then continue to Pyrmont and Sydney Olympic Park. Temporary road closures are proposed along Miller Street, Berry Street, Arthur Street, Mount Street and Cahill Expressway, from between 4.00am to 9.30am similar to previous years’ events. Road closures will be implemented by the RMS and/or NSW Police. The applicant has submitted the Draft 2013 Traffic Management Plan. No major route changes in the North Sydney area are proposed and will be similar to previous years’ events. Our mission is: “Creating a better environment for cycling” Our goal is to achieve a better environment for current riders, and for those who may be encouraged to ride a bicycle in the future. Bicycle NSW seeks to stimulate the cultural and behavioral change necessary to mainstream bicycle use while also advocating for improvements to be made to the built environment that improve the viability of the bicycle as a serious transport option. We run programs and events, advocate for better conditions for bicycle users and provide a variety of information for bicycle users. We work collaboratively with a wide network of partners and friends to reach our shared objective of mainstreaming bicycle use. With over 12,000 members, 50 Bicycle User Groups across NSW, 1,000+ Volunteers and a supporter database of over 36,000, the organisation manages a number of events and programs that engage a broad audience. The Spring Cycle is the jewel in the crown and is Sydney’s premier cycling experience and largest recreational cycling event. Spring Cycle The event attracts riders of all ages on bikes of all shapes and sizes, providing a unique opportunity to ride over and past Sydney’s icons and landscapes. Managed by Bicycle NSW the event requires support from key stakeholders including Transport for NSW, Transport Management Centre, NSW Ambulance, NSW Police, St John, and 500+ trained volunteers. The iconic route begins in North Sydney before travelling over the main deck of the Harbour Bridge, along the Cahill Expressway, through the Royal Botanic Gardens, into the Rocks and Pyrmont before winding its way through the picturesque suburbs of the Inner West and finishing along Olympic Boulevard in Sydney Olympic Park. The event celebrates cycling as a healthy, environmentally sustainable transport and leisure option. The finish sites at Pyrmont and Sydney Olympic Park provides a festival style atmosphere with music, food, exhibitors and entertainment. Not only does the event provide a world class cycling experience it also acts to promote the Greater Sydney Regions network of cycling infrastructure and facilities. 3. Event Details 3.1 Ride Options To celebrate the 30th anniversary of the event, three ride options will be offered: 15km City Ride – North Sydney to Pyrmont This ride is ideal for families and novice riders who want to experience the thrill of riding over and past some of Sydney’s most iconic landmarks. Finishes in Pirrama Park, Pyrmont. 50km Classic Ride – North Sydney to Sydney Olympic Park (50km) For those looking for a challenge this route takes in the best of the City along the City Ride route before taking riders through the Inner West and into Sydney Olympic Park. 100km Challenge Ride – North Sydney to Sydney Olympic Park plus Criterium Circuit For the club, elite, weekend warrior, this ride will challenge even the experienced rider. A ride that has the beauty of the City Ride and Classic Ride, but also provides a club vs. club peloton style ride at Olympic Park, providing a riding experience not seen before in NSW. - 3 - 3.2 Route Management – Key Timings CHALLENGE RIDE (100km) – Start time 6:30am – 6:45am Ride is the Classic Ride route plus 10 x loops of Riders Grouped by Experience Level Criterium loop in Sydney Olympic Park Average Speed of Riders 25kms+ per hour Ride Option Restricted to 1,000 Riders Age Limit 18yrs & Older Cut-off times: 9:00am - Olympic Boulevard (Finish of first 50km) 11:00am – Criterium loops completed (Finish of final 50km) CLASSIC RIDE (50km) – Start time 7:00am – 7:45am Ride is using the 2012 route with the amended Age limit 12yrs and older route changes Under 16 must ride with paying adult 18yrs & Average Speed of Riders 10-20kms per hour above Cut-off times: 9:30am - Pirrama Park Rest Stop 11:30am - Sydney Olympic Park cycleway (Victoria Road entrance) (Short cut route from this point after 12pm) 2:00pm - Olympic Boulevard Finish CITY RIDE (15km) – Start time 8:00am – 8:30am Ride is using the 2012 route Age limit 5 years and older Under 16 Must Ride With Paying Adult 18yrs & Average Speed of Riders 5-15kms per hour Above Cut-off times: 8:30am – North Sydney Train Station (riders redirected to bridge) 9:00am – Sydney Harbour Bridge 10:30am – Cahill Expressway 11:30am – Pirrama Park Finish - 4 - 3.3 Entry Information Entry into the Spring Cycle is online through the dedicated event website www.springcycle.com.au.
