DESCRIPTION/SUBJECT MATTER:

An application has been received on behalf of Bicycle NSW for the annual Spring Cycle event which is to be held on Sunday 20th October 2013. As in previous years the North Sydney section of the event will start from St Leonards Park in North Sydney to the Harbour Bridge. The courses then continue to Pyrmont and .

Temporary road closures are proposed along Miller Street, Berry Street, Arthur Street, Mount Street and Cahill Expressway, from between 4.00am to 9.30am similar to previous years’ events. Road closures will be implemented by the RMS and/or NSW Police.

The applicant has submitted the Draft 2013 Traffic Management Plan. No major route changes in the North Sydney area are proposed and will be similar to previous years’ events.

RECOMMENDATION:

THAT Council raises no objection to the Sydney Spring Cycle event to be held on Sunday 20th October 2013, subject to Police and RMS approval, appropriate public liability insurance, and the event being carried out in accordance with AS 1742.3 and 2013 Traffic Management Plan.

1. Bicycle NSW

Bicycle NSW is a member-based association with a substantial history of representing bicycle users in . Our mission is:

“Creating a better environment for cycling”

Our goal is to achieve a better environment for current riders, and for those who may be encouraged to ride a bicycle in the future. Bicycle NSW seeks to stimulate the cultural and behavioral change necessary to mainstream bicycle use while also advocating for improvements to be made to the built environment that improve the viability of the bicycle as a serious transport option.

We run programs and events, advocate for better conditions for bicycle users and provide a variety of information for bicycle users. We work collaboratively with a wide network of partners and friends to reach our shared objective of mainstreaming bicycle use.

With over 12,000 members, 50 Bicycle User Groups across NSW, 1,000+ Volunteers and a supporter database of over 36,000, the organisation manages a number of events and programs that engage a broad audience. The Spring Cycle is the jewel in the crown and is Sydney’s premier cycling experience and largest recreational cycling event.

2. Spring Cycle

The event attracts riders of all ages on bikes of all shapes and sizes, providing a unique opportunity to ride over and past Sydney’s icons and landscapes.

Managed by Bicycle NSW the event requires support from key stakeholders including Transport for NSW, Transport Management Centre, NSW Ambulance, NSW Police, St John, and 500+ trained volunteers.

The iconic route begins in North Sydney before travelling over the main deck of the Harbour Bridge, along the Cahill Expressway, through the Royal Botanic Gardens, into the Rocks and Pyrmont before winding its way through the picturesque suburbs of the Inner West and finishing along Olympic Boulevard in Sydney Olympic Park.

The event celebrates cycling as a healthy, environmentally sustainable transport and leisure option.

The finish sites at Pyrmont and Sydney Olympic Park provides a festival style atmosphere with music, food, exhibitors and entertainment.

Not only does the event provide a world class cycling experience it also acts to promote the Greater Sydney Regions network of cycling infrastructure and facilities.

3. Event Details

3.1 Ride Options

To celebrate the 30th anniversary of the event, three ride options will be offered:  15km City Ride – North Sydney to Pyrmont This ride is ideal for families and novice riders who want to experience the thrill of riding over and past some of Sydney’s most iconic landmarks. Finishes in Pirrama Park, Pyrmont.

 50km Classic Ride – North Sydney to Sydney Olympic Park (50km) For those looking for a challenge this route takes in the best of the City along the City Ride route before taking riders through the Inner West and into Sydney Olympic Park.

 100km Challenge Ride – North Sydney to Sydney Olympic Park plus Criterium Circuit For the club, elite, weekend warrior, this ride will challenge even the experienced rider. A ride that has the beauty of the City Ride and Classic Ride, but also provides a club vs. club peloton style ride at Olympic Park, providing a riding experience not seen before in NSW.

Rider Number

Each participant in the event will be identified by their rider number and it’s colour on the day. Colours will be allocated as below:

City Ride participants -red rider number, Classic Ride participants – blue rider number, Challenge Ride participants – green rider number

Rider numbers will be mailed out to all registered participants, those who register in the last week will be required to pick their number up at the start site.

Corporate Teams Challenge The corporate team challenge targets businesses of all sizes and provides a platform on which to raise awareness and promote cycling as a transport option within businesses across the city in the lead up to the event. Prizes and incentives are available for workplaces that encourage their employees to take part in the event.

3.5 Marketing and Advertising

The Spring Cycle with utilise multiple marketing channels to achieve the best return on investment for the event. Channels to be used for Spring Cycle 2013 are:

Print Advertisement

PushOn - The Spring Cycle will place advertisements monthly in PushOn the Bicycle NSW in house online/print magazine. The July edition will feature Spring Cycle as the main cover story with editorial, advertisement placement and lead stories. The August, September, October and November editions will also feature the Spring Cycle.

News Local – The Spring Cycle will look to take out full coverage across all 20 News Local titles running a quarter page strip during the week starting 9 September.

News Local Editorial – The Spring Cycle will look to submit editorial articles across all News Local papers. Stories will be generated to have a local face/story to improve chances of editorial. mX Magazine – The Spring Cycle will look to take out a quarter page strip in the commuter paper mX during the week starting 2 September.

Outdoor Advertisement

Bike & Lifestyle Show – 2013 will see the Bike & Lifestyle Show part of the Spring Cycle with all entrants fishing at Sydney Olympic Park receiving free entry into the show. From this the Spring Cycle will be promoted through the shows channels along with signage and marketing presences during the show. The Bike & Lifestyle Show runs from 18 October to 20 October.

Bus Advertisement - Spring Cycle will take out advertisement space within 12 Sydney Buses on all 4 interior panels. The key landscape visual will be used for this channel. The advertisement will be over a 4 week period commencing 9 September.

Street Talks Posters – Spring Cycle will occupy XX locations around the Sydney metro area advertising the Spring Cycle. The key portrait visual will be used for this channel. The advertisement will be over a 4 week period commencing 9 September.

Train Station Cross Tracks - Spring Cycle will occupy Cross Track locations at Wynyard and Central Train Station advertising the Spring Cycle. The key landscape visual will be used for this channel. The advertisement will be over a 4 week period commencing 9 September.

Mobile Bike Trailers – Spring Cycle will hit the streets on xx mobile bike trailers around the Sydney CBD. The bike trailers will be dressed in event gear and tow the key portrait visual promoting the Spring Cycle. The advertisement will be over a 5 week period commencing 9 September.

NSW Bike Week - Spring Cycle will look to have visual presences at all Bike Week promotions around NSW. Key marketing material will be sent to each event and where possible Bicycle NSW representatives promoting the Spring Cycle. NSW Bike Week will run from Saturday, 14 September until Sunday, 22 September.

Festival of Cycling - Spring Cycle will look to have visual presences at all Festival of Cycling events and promotions managed by Sydney Olympic park Authority. Key marketing material will be sent to each event and where possible Bicycle NSW representatives promoting the Spring Cycle. The Festival of Cycling will run from Saturday, 28 September until Saturday, 16 November.

Sydney Rides Festival - Spring Cycle will look to have visual presences at Sydney Rides Festival events and promotions managed by the . Key marketing material will be sent to each event and where possible Bicycle NSW representatives promoting the Spring Cycle. The Sydney Rides Festival will run from Sunday, 13 October until Sunday, 27 October.

Ride 2 Work Day - Spring Cycle will look to have visual presences at all Ride 2 Work events and promotions around NSW. Key marketing material will be sent to each event and where possible Bicycle NSW representatives promoting the Spring Cycle. Ride 2 Work day is on Wednesday 16 October.

In Store Displays – Spring Cycle will look to occupy various retail stores and shop front windows leading up to the event. Stores participating in the display are:

NRL Finals Series – As part of our agreement with the Sydney Olympic Park Authority the Spring Cycle will receive advertisement placement on the large screen that will be in operations at the entrant/exit to Olympic Park train station during the NRL finals series played at ANZ Stadium. A short 30sec add featuring the Spring Cycle will be displayed as part of a continued loop with other advertisements. The NRL Finals series runs from Friday 13 September to Sunday 6 October.

Poster & Flyer Distribution

Event Posters – Spring Cycle will produce and distribute an poster for the event. The poster will use the portrait key visual and be distributed to all Bicycle Retailers in NSW and other key stakeholders or strong cyclists traffic area i.e. cafes

Event Flyers – Spring Cycle will produce and distribute a DL Flyer for the event. The flyer will use the landscape key visual and be distributed to all Bicycle Retailers in NSW and other key stakeholders or strong cyclists traffic area i.e. cafes

Pull up Banners – Spring Cycle will produce two pull up banners to be used at various locations across the Sydney metro area promoting the Spring Cycle. The pull up banners will be used across other channels where appropriate i.e. in store displays, events, expos etc. The key portrait visual will be used for this channel.

Electronic Direct Mail (EDM)

Bicycle NSW EDM’s – Bicycle NSW sends EDM’s to its database on a fortnightly cycle. The Spring Cycle will look to place a news item in each EDM between Thursday 11 July and Thursday 14 November. Bicycle NSW EDM’s are sent on a Thursday with content provided by close of business the Tuesday before.

Spring Cycle EDM’s – Spring Cycle via Bicycle NSW sends EDM’s to the Spring Cycle database on a fortnightly cycle between July and September. During October the EDM’s will increase to a weekly cycle with further adhoc EDM’s when required. The Spring Cycle EDM’s will cover all topics and be the place for sponsor to promote their key message and involvement in the event. Spring Cycle EDM’s are sent on a Thursday with content provided by close of business the Tuesday before.

SOPA What’s on Guide – Spring Cycle will look to have a strong presence in the SOPA What’s on Guide for spring. It is also expected that the Spring Cycle will feature heavily in the Festival of Cycling promotions

City of Sydney What’s on Guide – Spring Cycle will look to have a strong presence in the City of Sydney What’s on Guide for spring. It is also expected that the Spring Cycle will feature heavily in the Sydney Rides Festival promotions.

Daily Telegraph Breaking News Buy Outs – Spring Cycle will secure four days (Thursday and Fridays) of complete buy out on the Daily Telegraphs Breaking News web pages http://www.dailytelegraph.com.au/news/breaking- news . This buy out includes the banner header and also the advertisement space on left side of page.

Social Media

Facebook – A dedicated Spring Cycle Facebook page has been developed and currently has over 1,100 likes and growing. Regular weekly posts will be created along with discussions and photo sharing. A promotional campaign “Spring Bicycle Hunt” will use the Facebook page as the key driver. Please refer to promotional campaign for further details about “Spring Bicycle Hunt”

Twitter – A dedicated Spring Cycle Twitter page has been developed and currently has 158 Followers and his following 106 individuals or groups. Regular weekly tweets will be created for twitter with the # tag #springcycle to be used to track effectiveness.

Online Event Listings

Sydney Cyclists – An event listing and discussion will be created in the online forum and event pages of Sydney Cyclists. This group has a core fanatical following and will be utilised to tap into the hard core cycling advocate. Regular posts will be created to satisfy the demand and continue proactive discussions.

Destination NSW – An online listing for the Spring Cycle has been created for www.sydney.com

Cycling NSW & Cycling – TBC

Other Online Listings – Event lists for the Spring Cycle will be created on multiple free event listing web sites. i.e. Gum Tree, Bondi Classifieds

Radio & Television

Radio 2WS FM – The Spring Cycle will utilise radio via WSFM to promote the Spring Cycle. A total of 63 spots will be used promoting the event over 3 week blocks. Starting from Monday 16 September to Wednesday 9 October the radio advertisement will look to target the key event demographic or males aged 35-59 year olds. Via the breakfast show with Amanda and Jonesy the Spring Cycle will look to run a promotional campaign called “On Ya Bike”. Please refer to promotional campaign for further details about “On Ya Bike” campaign.

SBS Cycling Central – Bicycle NSW will look to apply to SBS to gain some free airtime on their cycling show Cycling Central. Like all PR the success is unknown and will most likely be confirmed late in the process.

Channel 10 Weather Cross – Bicycle NSW will look to apply to channel Ten to gain some free airtime on their cycling weather cross with Tim Bailey. Like all PR the success is unknown and will most likely be confirmed late in the process.

The Project Friday WIP – Bicycle NSW will look to apply to channel 10 to gain some free airtime on their Friday Evening WIP as part of the television program The Project. Like all PR the success is unknown and will most likely be confirmed late in the process.

Sunrise Weather Cross – Bicycle NSW will look to apply to channel 7 to gain some free airtime on their morning weather cross. Like all PR the success is unknown and will most likely be confirmed late in the process.

Today Morning Show Weather Cross – Bicycle NSW will look to apply to channel 9 to gain some free airtime on their morning weather cross. Like all PR the success is unknown and will most likely be confirmed late in the process.

Radio Interview - Bicycle NSW will look to apply to multiple AM and FM radio station to gain some free airtime via live or pre-recorded interviews. Like all PR the success is unknown and will most likely be confirmed late in the process.

3.6 Community and Media Notification Local communities are notified of the Bicycle NSW Spring Cycle and special road conditions prior to the event. Focus for the community consult will be on areas affected by road closures; in particular North Sydney and the Sydney CBD, including the Sydney Harbour Bridge. This year with the change in course to ride through the areas of Glebe and Annandale, special prior notice will be provided to residents in these new areas to advise them of the route change and the potential impact on their streets. This initial communication will be distributed by end of August. For all remaining residents and businesses, a letter detailing the road closures along with a map showing these conditions will be distributed to all residents and businesses along the Spring Cycle course that will potentially be affected. Maps outlining areas to be notified will be confirmed for the final TMP. This communication will be drafted in consultation with the Transport Management Centre and will be distributed three weeks prior to the event. Local newspaper notices will be allocated to relevant publications detailing any changed traffic conditions as another method of advising residents of the road closures. Newspaper notices will be placed one week prior to the event. All communications will direct residents and businesses to the road closure information available on the RMS live traffic website http://www.131500.com.au

3.7 Key stakeholders and Authorities The event is supported by a number of key stakeholders. Bicycle NSW liaises with these Councils, Authorities and services groups from the beginning planning phase of the event, through to final approval of a Traffic Management Plan and Risk Assessment. Non-Government St John Services OHS Media (Risk Assessment) Who Dares Traffic Control

City Rail / Rail Corp Bicycle NSW has enlisted the support of City Rail for our events. The event has secured free travel for volunteers, participants and their bicycles on the event day on City Rail trains. NSW Police NSW Police are contracted for event traffic management in the planning and delivery of the event. A NSW Police event commander coordinates the Police involvement and acts as Commander located in the Police Operations Centre (POC) on the event day. A Police presence will be at the intersections as stated on Traffic Control Plans developed and approved by Who Dares. Police personnel are also stationed at strategic locations along the route. Bicycle Patrol Unit Police are also recruited to perform a ‘mobile’ Police presence ensuring participant and community safety along the cycle route. Transport Management Centre (TMC) The TMC are responsible for the operational management of Sydney’s road network. This is controlled through the Transport Management Centre at Redfern with direct communication links to the Event Police Commander and Route Coordinator in the POC. The TMC will also provide logistical support by supplying signage, barriers, cones etc. as well as laying out some critical parts of the route.

The TMC has the following capabilities in support of the event:  CCTV cameras monitoring critical segments of the road network  Ability to adjust phasing and times of signalised intersections to assist in the flow of cyclists or clearing cross traffic.  Ability to monitor and adjust traffic flow approaching the route.  Ability to communicate with NSW Police.

St John First Aid Services

St John First Aid Services will be at the below locations for the duration of the event to provide first aid as required to participants. St John do not transport patients as this is the role of NSW Ambulance. A St John representative will also be located in the POC on event day. NSW Ambulance Service

NSW Ambulance is enlisted to support the event in case of any medical emergencies. They are located at various points throughout the cycle route, whilst also providing roaming responder vehicles, and a representative located on event day in the POC. If an Ambulance is required along the route or at a site relating to the event, volunteers and team leaders have been instructed to call 000 directly or contact the POC for assistance.

3.8 Volunteer Roles Approximately 400 volunteers will be recruited for the conduct of the event, predominantly in route marshal positions. Event volunteers are recruited and trained through an experienced external agency, Event Team Work. Volunteers are allocated to a team for their role on event day, and are put in contact with a dedicated leader for their team. Team leaders are selected based on their skills, event experience and communication ability. Team leaders are responsible for:  Pre-event communication with their team, and providing initial information to them  Event day well-being of their volunteers including safety, meal and rest room breaks, and distribution of uniform and equipment  Regular event day communication via radio with the Route Coordinator (Route Sector, Ride Crew, Sweep bus, and Signage team leaders), or the Operations Coordinator (Site or logistics team leaders)

3.9 Vehicle pass

All staff, contractors and volunteers associated with the conduct of the Spring Cycle event will be allocated an official event vehicle pass pertaining to the site or area they are permitted to access with their vehicle. Only vehicles clearly displaying this pass will be permitted in the nominated areas.

3.10 Command and Control

The Bicycle NSW Event Director, Bicycle NSW Event Coordinator, TMC Event Commander and NSW Police Event Commander will control the event jointly unless deviation from the plan is deemed necessary. Under emergency or altered conditions the NSW Police Event Commander will take ultimate control. Operations Headquarters will be located in the Police Operations Centre (POC) within the Sydney Police Centre, Goulburn Street Surry Hills. This will operate from 5.00am to 3.00pm on Sunday 20th October. A second Operations Centre will be situated at Sydney Olympic Park to supervise the event within the park. All communication relating to the event on the day will come through the POC to the Event Coordinator. All event team leaders will have regular radio communication with the Event Coordinator regarding any progress or issues relating to the route. Any major decisions relating to critical incidents or other will be communicated with the Event Director, TMC representative and NSW Police Commander.

4.3 Route Sector Traffic Management

This section of the Traffic Management Plan details the traffic management strategy for the 2013 Spring Cycle. The following information is provided for each sector:

 Notes regarding the route as it passes through each sector  Potential hazards along the cycle route  Changes to traffic conditions  Maps showing the cycle route for each sector

Each sector contains a Route Run Sheet which details the locations of the Route Marshals, Sydney Olympic Park Authority personnel and NSW Police. The Route Run Sheets also indicate the distance to the next Rest Stop, distances from the Start and Finish and opening and closing times for each location.

SECTOR A The North Sydney Start Area  Miller Street, adjacent to St Leonards Park, will be used as the Start Area. Miller Street from Falcon Street to Ridge Street will be closed to non-event traffic from 4:00am to allow BNSW to establish the Start Area.  Barricades will be installed to prevent traffic from entering Miller Street from Falcon Street.  Barricades will be used to prevent traffic entering the Miller Street from Carlow Street from 4:00am. A Start Site Marshal will be located at the intersection of Carlow Street and Miller Street to inform residents of the road closure at Miller Street. Residents can exit Carlow Street at West Street and follow the detours in place.  Carlow Street will be closed at West Street to non-event traffic from 6:00am. Carlow Street local residents will be permitted entry and exit to Carlow Street at West Street.  The set-up of the Miller Street and Carlow Street closures (including barricading and coning) will be the responsibility of the RMS.  Police will facilitate the closures at the intersections of:  Falcon Street and Miller Street  Miller Street and Carlow Street  St Leonards Park, North Sydney will be used as the pre-ride marshalling area. Miller Street north of Falcon Street, Falcon Street parallel to St Leonards Park, and West Street at Carlow Street, will be designated as set-down areas for cyclists arriving in vehicles.

Miller Street  Miller Street will be closed to non-event traffic from Ridge Street to Pacific Highway from 5:30am.

 Cones and barricades will be used to close the left turn lane and right turn lane from Pacific Highway into Miller Street northbound.  Signage will be installed at the intersections of Miller Street & Ridge Street and Miller Street & McLaren Street to advise motorists that they cannot turn into Miller Street in either direction.  Lane 1 northbound of Miller Street will be closed to non-event traffic from Blue Street to Pacific Highway.  Lane 1 northbound on Miller Street will be coned between Blue Street and Ridge Street for participants travelling to the Start Area. This coned lane is to enable participants to ride along Miller Street to the Start Site from North Sydney Train Station without interfering with participants travelling southbound on Miller Street along the event route.  The centre line of Miller Street will be coned Berry Street to the Start. This will ensure the participants travelling along the route are contained in the southbound lanes of Miller Street. Lane 2 northbound of Miller Street will be available for the exclusive use of emergency vehicles.  A Special Event Clearway will operate on the western side of Miller Street between Blue and Falcon Streets between the hours of 3am and 11am.  A Special Event Clearway will operate on the eastern side of Miller Street between Falcon and Berry Streets between the hours of 3am and 11am.  The set-up of Miller Street between Falcon Street and Blue Street (including barricading and coning) will be the responsibility of the RMS.  Traffic will be allowed to cross Miller Street at Ridge Street and McLaren Street with the phasing of the traffic lights. The RMS’s Traffic Management Centre (TMC) will control the traffic lights at each of these intersections. They will allow the longest amount of time on the green phase for cyclists to continue along Miller Street uninterrupted.  Police will facilitate the closures at the intersections of:  Miller Street and Pacific Highway  Miller Street and Ridge Street  Miller Street and McLaren Street

The North Sydney Start  From 6:15am a representative of the NSW Police will address the participants over the PA system regarding safety issues. This briefing will be repeated at regular intervals throughout the start period. The cut off time for commencing the ride is 9:00am.  At 6:25am Official opening of event by Bicycle NSW invited Dignitary. Start times will be staggered as per the ride options.

Participants will cross the start line, a point 20 metres north of Carlow Street, and ride south along Miller Street. The participants will be funnelled through starting barricades. Staggered starting procedures will be in place with groups of approximately 400 cyclists being allowed to commence at one time. Cyclists will be given green light phasing where possible to assist in the movement through to the intersection of Berry and Walker Streets. The Route Marshal at the intersection of Berry and Walker Streets will liaise with the Start to coordinate the departure of each group of cyclists to from the Start.

North Sydney Start Cut off Plan In order to facilitate a smooth closure to the start of the event at St Leonards Park and to ensure the Cahill Expressway and associated lanes on the Sydney Harbour Bridge are opened no later than scheduled, BNSW will implement the following plan at the times allocated. This allows the maximum number of participants the possibility of crossing the Sydney Harbour Bridge, whilst providing an alternative for late arriving participants to still be a part of the event  From 8:30am participants arriving at North Sydney Station will be asked not to proceed to the St Leonards Park Start Site. These participants will wait at North Sydney Station until they are directed to join the event route at the intersection of Berry Street & Miller Street North Sydney.  At 8:30am the North Sydney Start will be closed to all participants.  At 8:45am the Official Last Rider (Bicycle NSW Representative) will commence their ride, followed by the Sweep Vehicle and the Police escort.

Berry Street and Arthur Street  The cycle route will proceed south on Miller Street, turn left into Berry Street, turn right into Arthur Street.  Berry Street will be closed to traffic from Pacific Highway to Arthur Street from 6:00am to 11:00am.  Cones and barricades will be installed to close the left turn lanes from Pacific Highway into Berry Street, the right turn lane from Pacific Highway into Berry Street and Berry Street east of Pacific Highway.  At the intersection of Miller Street and Berry Street cones will be installed from the centre line of Miller Street to the southern edge of Berry Street to direct participants to turn left into Berry Street.  Route Marshals will advise participants to slow down and turn left from Miller Street into Berry Street.  Cones and barricades will be used to close Lane 2 northbound of Miller Street at Berry Street. This is to indicate to participants travelling north on Miller Street to the Start that they need to use Lane 1 northbound of Miller Street.  Barricades will be installed to prevent traffic-entering Berry Street from Angelo Street and entering Angelo Street from McLaren Street.  Barricades will be used to prevent traffic entering Berry Street from Denison Street, Bullivant Lane, Ward Street, Little Spring Street and Little Walker Street.  Non-event vehicles will be able to cross Berry Street at Walker Street; however they will not be allowed to enter Berry Street from either direction.  Cones and barricades will be installed to close the right turn lane from Walker Street into Berry Street westbound. Cones and barricades will be used to close Lane 1 southbound on Walker Street at Berry Street. Signage will advise traffic that they cannot turn into Berry Street.  It is possible that non-event traffic may enter Berry Street from business and public car parks. Police that encounter non-event vehicles on Berry Street will direct the vehicles off Berry Street.  A Special Event Clearway will operate on both sides of Berry Street between Miller Street and Arthur Street.  Cones will be placed across the Berry Street on-ramp to the . At the right hand turn from Berry Street into Arthur Street, water filled barriers will be installed along the fog line to

ensure a 2.5 metre buffer between the cyclists and the low kerb wall. This will assist in directing cyclists to turn right from Berry Street into Arthur Street.  The alternative route for vehicles wishing to travel on the Warringah Freeway/ northbound is via the Pacific Highway. Vehicles will turn right into Campbell Street and then left into Reserve Road, following Reserve Road until it meets the Freeway.  Arthur Street will be closed to non-event traffic from Berry Street to Mount Street.  Cones and barricades will be installed to close the southbound right turn lane from Arthur Street into Mount Street.  The set-up of Berry Street between Pacific Highway and Arthur Street and Arthur Street between Berry Street and Mount Street (including barricading and coning) will be the responsibility of the RMS.  Police will facilitate the closures at the intersections of:  Miller Street and Berry Street  Berry Street and Walker Street Mount Street  Participants will turn left from Lane 2 Arthur Street into Mount Street Lanes 2 and 3. They will then follow these lanes onto the Cahill Expressway.  Traffic lights will control the participants’ movement, as they turn left from Arthur Street into Mount Street. Police positioned at this intersection will monitor traffic and cycle flow.  The traffic lights at Arthur Street and Mount Street will be controlled by the RMS’s Traffic Management Centre (TMC) giving maximum priority to participants continuing along the route onto the Cahill Expressway uninterrupted. Traffic wishing to proceed through this intersection should be held for the maximum time before being allowed to cross the cyclists’ path.  Cones will be installed on Arthur Street extending the eastern edge across Lane 1 southbound to direct participants into Lane 2 as they approach Mount Street.  Vehicles travelling northbound on Arthur Street will be allowed to turn left into Mount Street, right into the Bradfield Highway on-ramp or right into Mount Street Lane 1 eastbound.  Cones will be placed to delineate Lanes 1 and 2 along Mount Street from Arthur Street to Alfred Street.  Barricades and cones will be installed to close Lane 3 northbound on Arthur Street at Mount Street. This is to ensure only one lane of traffic can turn right from Arthur Street into Mount Street.  Police will be positioned on the Mount Street overpass to prevent non-event traffic entering the Cahill Expressway. All non-event traffic wishing to use the Sydney Harbour Bridge will be directed onto the Bradfield Highway.  A Special Event Clearway will operate on Arthur Street northbound between Pacific Highway and Mount Street.  A Special Event Clearway will operate on the Pacific Highway eastbound between Miller Street and Arthur Street.  The set-up of Mount Street between Arthur Street Alfred Street (including barricading and coning) will be the responsibility of the RMS.

Sydney Harbour Bridge  Utilising the entry lanes from Mount Street participants will travel south onto the Cahill Expressway.  From 6:00am the southbound entry lanes from Mount Street onto the Cahill Expressway will be closed to non-event traffic.  From 6:00am the southbound entry lanes onto the Cahill Expressway from High Street, North Sydney will be closed to all traffic.  From 6:00am Lanes 7 and 8 on the Cahill Expressway will be closed to traffic and barricaded north of the Mount Street overpass.  Lane 6 will be closed to non-event traffic and will be reserved for the exclusive use of emergency vehicles. Cones will be used to separate Lanes 5 and 6 and a red cross will be displayed in both directions for Lane 6 on the overhead gantry. Non-event traffic on the Sydney Harbour Bridge will be maintained in a recommended 3 lanes north, 2 lanes south configuration.  Participants will continue south over the Sydney Harbour Bridge, remaining on the Cahill Expressway until the Cahill Expressway turns left towards .  Cones and barricades will be positioned across the Cahill Expressway to ensure that the cyclists continue straight ahead and merge into Lane 7.  The participants will proceed along Lane 7 to the Sydney Harbour Bridge Southern Tollbooths.  The set-up of Cahill Expressway and Sydney Harbour Bridge (including barricading and coning) will be the responsibility of the RMS.  By 9:30am all cyclists will be clear of the Cahill Expressway and the Sydney Harbour Bridge.  By 11:00am the RMS will have cleared the traffic management infrastructure and the Cahill Expressway will be reopened to traffic.

Sydney Harbour Bridge Alternative Route (For Late Arrivals – will start from North Sydney Train station)  From the corner of Blue street and Miller street travel south through St Peterson Park to Mackenzie Street  Turn left into Mackenzie Street and Travel east to Walker street  Turn left into Walker street and take the first right into Middlemiss Street  Follow Middlemiss Street to the roundabout  Go straight through the roundabout onto Alfred street and travel south to Burton Street  Turn left at Burton Street and travel east to the Sydney Harbour Bridge Cycleway  Turn right onto the cycleway, Climb the stairs and follow the cycleway across the Sydney Harbour Bridge  At the end of the cycleway turn right onto Watson Road  Follow Watson Road and merge with the event route at Argyle Street Sydney Harbour Bridge – Cahill Expressway Exit  The cycle route proceeds through the Southern Tollbooths of the Sydney Harbour Bridge onto the Sydney Harbour Bridge Cahill Expressway Exit. The cyclists will then exit the Cahill Expressway, turning left onto Macquarie Street  The Cahill Expressway will be closed to non-event traffic between the Sydney Harbour Bridge and Conservatorium Road.

 Cones and barriers will be placed at the Southern end of the Cahill Expressway to direct cyclists to turn left after the Sydney Harbour Bridge  Cones will be placed along the centre of the Cahill Expressway to separate the cyclists riding in opposite directions on the route  The set-up of Cahill Expressway between the Sydney Harbour Bridge Southern Tollbooths to Macquarie Street (including barricading and coning) will be the responsibility of the RMS.

SECTOR B Macquarie Street / Conservatorium Road  Participants will turn left from the Cahill Expressway into Macquarie Street.  The traffic management of the Macquarie Street, Conservatorium Road, and Cahill Expressway section of the route will be managed in three phases; - pre-event, during event, and after the last rider. These phases are illustrated in TCP’s 21A, 21B and 21C.  Conservatorium Road will be closed to non-event traffic between Macquarie Street and Cahill Expressway on/ off ramps  Macquarie Street will be closed to non-event traffic between Albert Street and Bridge Street southbound  Macquarie Street will be closed to non-event traffic between Bridge Street and Shakespeare Place southbound  Macquarie Street will be closed to non-event traffic between Shakespeare Place and St James Road  Hunter Street will be closed to non-event traffic between Phillip Street and Macquarie Street and between Elizabeth Street and Phillip Street eastbound  Bridge Street will be closed to non-event traffic between Phillip Street and Macquarie Street

Prince Albert Street / Art Gallery Road  Participants will turn left from Macquarie Street into Prince Albert Road, before turning left onto Art Gallery Road  Cones will be placed along the centre line of the intersection of Macquarie Street and Prince Albert Road to separate cyclists travelling in opposite directions and to keep cyclists left  Prince Albert Road will be closed to non-event traffic between Macquarie Street and Hospital Road  St James Road will be closed to non-event traffic between Macquarie Street and Elizabeth Street  The closure of College Street and St Marys Road will be managed in two phases; during event and after the last rider. These phases are illustrated in TCP’s 27A and 27B  College Street will be closed to non-event traffic between Park Street and Prince Albert Road northbound  Conservatorium Road will be closed to non-event traffic between Macquarie Street and Cahill Expressway on/off ramps  Art Gallery Road will be closed to non-event traffic between Hospital Road and Mrs Macquaries Road  Shakespeare Pl and Bent Street will remain open as a cross over point for all traffic. Mrs Macquaries Road  After turning left onto Art Gallery Road, participants will veer left at the fork of Mrs Macquaries Road, and will continue to keep left following Mrs Macquaries Road up to Mrs Macquaries Point and back down to the fork at Art Gallery Road.

 Mrs Macquaries Road will be closed to non-event traffic between Art Gallery Road and Mrs Macquaries Point  At Art Gallery Road, riders will continue south, keeping left, before turning right back onto Prince Albert Street, then right onto Macquarie Street  Police will monitor access to Hospital Road via St Marys Road

SECTOR C Prince Albert Street / Macquarie Street / Conservatorium Road  Participants will trace the course back along Macquarie Street, keeping left before turning right back onto Conservatorium Street and entering the Cahill Expressway, keeping left  Traffic management for Prince Albert Street, Macquarie Street, Conservatorium Street and the Cahill Expressway is as detailed above

Cahill Expressway / The Cork Screw  After entering the Cahill Expressway, participants will continue to keep left and travel under the Bradfield Highway towards Observatory Hill, taking the loop around ‘The Corkscrew’ before exiting onto Upper Fort Street  Participants will enter Upper Fort Street after the Corkscrew, via an access gate managed by the RMS  Traffic Controllers will manage local access to Upper Fort Street from Watson Road and communicate with traffic controller at TCP32  Upper Fort Street will be closed to non-event traffic between Watson Road and  The Cahill Expressway will be closed to non-event traffic between the Sydney Harbour Bridge and Conservatorium Road  Barriers will be placed along the Bradfield Highway at the entrance to the Corkscrew  A moveable median will be across the centre of the intersection of York Street and Grosvenor Street. This will be managed by the RMS  Police will monitor the intersection of York Street and Margaret Street  Grosvenor Street will be closed to non-event traffic travelling west at Harrington Street and Lang Street, vehicles will be directed to turn left into Lang Street The Rocks  Participants will continue along Upper Fort Street, keeping left as the road changes to Watson Road, then changes again to Argyle Street and then to Argyle Place, at the forks in the road.

 Cones will be placed along the centre line of Argyle Street between Argyle Place and across Arygle Street to the fork at Watson Road

 Arygle Street will be closed to non-event traffic between Lower Fort Street and Kent Street westbound

 Watson Road will be closed to non-event traffic between Upper Fort Street and Argyle Street

 Participants will proceed via Dalgety Road and Towns Place to Hickson Road  Cones will be places along the centre line of Dalgety Road and Towns Place

 To provide a physical and visual aid for participants to keep to the left hand side of the street, Triton barriers will be placed along the centre line at the following locations: o Dalgety Road at the intersection with Windmill Street o Dalgety Road and prior to and through the intersection with Towns Place o Towns Place from the speed hump to the intersection with Hickson Road

 Two route marshals will be positioned on Dalgety Road prior to the downhill right turn into Towns Place. These marshal will be tasked with the specific job of advising all participants to reduce their speed  Police will monitor participant and traffic flow at the following intersections: o Argyle Street and Kent Street o Towns Place and Hickson Road o Hickson Road, Sussex Street and Napoleon Street

 The set up of Dalgety Road between Argyle Street and Towns Place and Towns Place from Dalgety Road to Hickson Road (including barricading and coning) will be the responsibility of the RMS Hickson Road & Sussex Street  Participants will ride south along Hickson Road and continue south as Hickson Road becomes Sussex Street at the intersection with Napoleon Street.  Sussex Street southbound will be closed to non-event traffic from Napoleon Street to Erskine Street.  Cones and barricades will be installed to close Lane 1 of Napoleon Street at Sussex Street / Hickson Road. Signage will advise traffic that they can only turn right from Napoleon Street into Hickson Road. Signage will advise southbound traffic on Hickson Road that they must turn left into Napoleon Street.  Signage will be installed to advise eastbound traffic on Shelley Street must turn left into Sussex Street.  Police will facilitate the closure of Sussex Street southbound at the following intersection:  Sussex Street and Napoleon Street  Cones will delineate Lane 1 and the left turn lane southbound on Sussex Street at Erksine Street.  Police will monitor participant and traffic flow at the Sussex Street and Erskine Street intersection.  Signage will be installed to advise eastbound traffic on Slip Street must turn left into Sussex Street.  Barricades will be used to prevent non-event traffic entering Sussex Street from Newton Lane.  Police will facilitate the closure of Sussex Street at the following intersections:  Sussex Street and Slip Street  Sussex Street and Newton Lane  Sussex Street and King Street  Sussex Street and Market Street  Sussex Street and Druitt Street  Sussex Street and Bathurst Street  Sussex Street and Liverpool Street  The set-up of Sussex Street from Napoleon Street to Goulburn Street (including barricading and coning) will be the responsibility of the RMS.  A Special Event Clearway will operate along the eastern side of Sussex Street from Napoleon Street to Goulburn Street.

SECTOR G Hawthorne Parade to Timbrell Drive  Participants will continue along the Richard Murden Reserve cycleway, before exiting the cycleway, veering right onto Waratah Street, before turning right onto Hawthorne Parade  From Hawthorne Parade, participants will turn right at the roundabout onto Boomerang Street and negotiate a number of traffic calming devices before turning left into Mortley Avenue.  Warning signs will be installed at the speed humps in Boomerang Street.  The cyclists will continue straight ahead onto Timbrell Drive at the Mortley Avenue, Dobroyd Drive and Timbrell Drive intersection, under the control of the traffic lights.  A Route Marshal will advise the riders to stop at the traffic lights, if required.  Police will monitor participant and traffic flow at the following intersections: – Waratah Street & Boomerang Street – Mortley Avenue, Dobroyd Parade and Timbrell Drive.

Timbrell Drive to Ingham Avenue  Cyclists will travel along Timbrell Drive turning left at the first roundabout into Arthur Street and then left into First Avenue at another roundabout. The ascent up Arthur Street will assist in ensuring all participants enter First Avenue at a reduced speed.  The route follows First Avenue west before turning right at a roundabout into Ingham Avenue  Police will monitor participant and traffic flow at the following intersections: – Timbrell Drive and Arthur Street roundabout – First Avenue and Ingham Avenue roundabout Ingham Avenue to Udall Avenue & Lyons Road  Police will supervise the intersection of Ingham Avenue and Barnstaple Road as cyclists continue straight ahead through the roundabout.  Police will supervise the participants as they cross Lyons Road from Ingham Avenue into Myalora Street under the control of the traffic signals.  Route Marshals will direct cyclists to turn left onto Russell Street, right onto Pine Avenue and left onto Wareemba Street.  Wareemba Street will be closed to non-event traffic between Pine Avenue and Great North Road. Local traffic will be permitted to enter Wareemba Street under Police direction  Cones will be installed to delineate the kerbside southbound parking lane of Great North Road between Wareemba Street and Cecil Street. This will create a marshalling zone for cyclists prior to turning right into Cecil Street.

 A Route Marshal will direct the participants to turn left from Wareemba Street into the marshalling zone.  Police will supervise the participants, as they turn right from the marshalling zone on Great North Road onto Cecil Street. A Route Marshal will assist Police.  After crossing Great North Road, Route Marshals will direct cyclists to turn left onto Wymston Parade, and then onto the cyclepath beside Hen and Chicken Bay, where the Halliday Park Rest Stop is located  Bicycle NSW to arrange cones to be placed across access to cyclepath early on event morning to prevent cars parking across cyclepath  Halliday Park Rest Stop is located on the course as participants proceed along the cyclepath beside Hen and Chicken Bay

SECTOR H Halliday Park to Lyons Road  From Halliday Park cycleway participants will exit the cycleway, turning left onto Udall Avenue and proceed on this road until they turn right into Lyons Road  At the intersection of Udall Avenue and Lyons Road Police will supervise the cyclists as they make a right hand turn from Udall Avenue onto the westbound bicycle lane on Lyons Road.  The set-up of Great North Road from Wareemba Street to Cecil Street (including barricading and coning) is the responsibility of the RMS

Lyons Road to Wellbank Street  The route proceeds west along Lyons Road, continues onto Crane Street, crosses Burwood Road, veers left onto Patterson Street, turns right onto Flavelle Street, turns left onto Wellbank Street.  A Route Marshal will be located at the Barnwell Park Golf Club clubhouse on Lyons Road to advise cyclists of traffic movements in and out of the Golf Club’s car park. The Barnwell Park Golf Club will be notified of the event in advance.  A Special Event Clearway will apply westbound along Lyons Road from Udall Avenue to Edith Avenue. The Special Event Clearway will continue westbound along Crane Street from Edith Avenue and Addison Avenue.  Route Marshals will direct the cyclists to turn left from Crane Street onto Patterson Street at the roundabout with Majors Bay Road and Addison Avenue.  Police will monitor participant and traffic flow at the following intersections: – Lyons Road and Harris Street – Crane Street and Burwood Road

SECTOR I Wellbank Street / Queen Street  Cyclists will continue on Wellbank Street until Concord Road where they will cross under normal road conditions at the green traffic light signal.  Police will monitor the intersection of Wellbank Street and Concord Road Queen Street / Pomeroy Street  Cyclists will turn right at Queen Street and proceed to the roundabout at Queen Street and Pomeroy Street where they will turn left and remain to the left along Pomeroy Street  At the intersection of Pomeroy Street and George Street cyclists will proceed through the intersection at the green traffic signal  Police will monitor the intersection of Pomeroy Street and George Street  Cyclists will continue along Pomeroy Street until the roundabout at Ismay Avenue where they will make a u-turn, back down Pomeroy Street and enter the cycleway on the left via the large driveway outside Energy Australia  Police will monitor the roundabout at Pomeroy Street and Ismay Avenue  Cyclists will then proceed north on the cycleway before a right turn canal crossing followed by an immediate left turn into Powell’s Creek Reserve  Continuing further north on the cycleway the cyclists will then turn left onto Victoria Avenue, and will enter the cycleway and roundabout at Sydney Olympic Park, turning right, just after travelling under Homebush Bay Drive  Sydney Olympic Park traffic control will monitor the roundabout and cycleway entrance into the park, as this is also the entrance to a popular weekend carpark

SECTOR J Sydney Olympic Park cycleway / John Whitton Bridge  Participants will then continue north along the cycleway beside Sydney Olympic Park, however riders reaching this point after 12pm will be directed to take the short-cut route to the finish  The cycleway continues north, past Liberty Grove and along the foreshore past Rhodes Shopping Centre and residential development, before reaching the peninsula before John Whitton Bridge, where participants will veer right and exit the cycleway onto Walker Street  Participants will then turn right under the John Whitton Bridge into Leeds Street, then turning right again to travel up Blaxland Road and will enter the cyclepath across the John Whitton Bridge  A Special Event Clearway will operate on Blaxland Road between Leeds Street and No. 79 Blaxland Road  Police will monitor the exit from the cycleway onto Walker Street  Police will monitor traffic and participant flow at the intersection of Leeds Street and Blaxland Road  Cones will be placed along the centre line of Blaxland Road between Leeds Street and the cyclepath entry onto the John Whitton Bridge to keep participants to the left hand side of the road  Signage ‘Keep left’ will be placed along Blaxland Street to keep participants to the left hand side of the road  A traffic controller will monitor the contra-flow of traffic to ensure non-event vehicles are stopping on Blaxland Road to the North, while participants are turning from Blaxland Road to enter the John Whitton Bridge cyclepath  Signage ‘Prepare to Stop’ will be placed on Blaxland Road to warn non-event vehicles of the changed road conditions traveling north along Blaxland Road  Event Marshals will direct participants as they cycle under the rail bridge and will direct them to turn right into Blaxland Road and to keep to the left of the cones  The set-up of Blaxland Road and Leeds Street (including barricading and coning) is the responsibility of the RMS  Police will monitor traffic and participant flow as the cyclists exit the cyclepath from John Whitton Bridge onto Railway Road  Event marshals will direct participants to reduce speed as they exit the cyclepath on John Whitton Bridge, and to be prepared to make a hard right turn onto Railway Parade

John Whitton Bridge (Blaxland Street) to Meadowbank Ferry Wharf

 Participants will proceed on the cyclepath over the John Whitton Bridge and exit the cyclepath at Railway Parade, making a hard right turn to cycle south along Bay Drive, keeping to the left.

 Participants will then enter the roundabout at Bay Drive and Bowden Street, turning right onto Bowden Street, and following this to its end where they will enter the cycleway at Meadowbank just after Meadowbank Ferry Wharf.  Event marshals will direct participants to take caution around the roundabout at Bay Drive and Bowden Street, and to keep to the left

SECTOR K Meadowbank cycleway  The final rest stop is optional and located just off the cycleway within Meadowbank Park  They will proceed along the cycleway and exit at Crowley Crescent, turning left and proceeding on Lancaster Avenue  Event marshals will be located at the end of the cycleway from Meadowbank Park, to direct participants to exit the cycleway and to turn left at Crowley Crescent Lancaster Avenue to Newington Armory Wharf Cafe  Participants will proceed along Lancaster Avenue and enter the cycleway again at Melrose Park Reserve, continuing on Waratah Street before entering the cycleway again at Archer Park, following the cycleway next to the River, through George Kendall Riverside Park and to the cycleway junction just east of , where they will veer right to take the cycleway over the Silverwater Bridge to exit at Silverwater Park

 Event marshals will direct participants to continue to the left of the cycleway at the cycleway junction near Atkins Road and Gregory Street

 Event marshals will direct participants to veer right at the cycleway junction just past Silverwater Bridge and to turn right with caution at the entrance to the bridge

 The Bus Only roadway between Silverwater Road and Newington Road eastbound will be closed to non-event traffic  The entrance to Wilson Park car park between the Bus Only roadway and Wilson Park car park eastbound will be closed to non-event traffic

 Signage ‘No Right Turn’ will be placed to stop vehicles travelling northbound on Silverwater Road wishing to turn right into Wilson Park.

 Cones will be used to close off the right hand turning lane into Wilson Park from Silverwater Road  Signage ‘No Left Turn’ will be placed to stop vehicles travelling southbound wishing to turn left into Wilson Park

 Cones will be used to close off the left hand turning land into Wilson Park from Silverwater Road  Police will monitor traffic flow at the intersection of Silverwater Road and the entrance to Wilson Park  Event marshals will direct participants to reduce speed and to follow the cycleway and exit with a right turn into the Silverwater Park entrance  The set-up of Silverwater Road and the Wilson Park car park entrance (including barricading and coning) is the responsibility of the RMS  From Silverwater Park, participants will proceed along the cycleway along the Parramatta River to the Newington Armory Wharf café

SECTOR L Newington Amory Wharf Café to Olympic Boulevard  From the Armory Wharf Café, cyclists will proceed on the cycleway and turn right after the Saltmarsh Nursery Area onto Louise Sauvage Pathway  They will continue on the Louise Sauvage Pathway, past Woo-la-ra and crossing under Holker Street, before continuing on this pathway past Haslams Creek Flats and turn left at John Ian Wing Parade, crossing the bridge and turning left at Hill Road, keeping left  From Hill Road, participants will turn right at Pondage Link, left at Kevin Coombs Avenue, then finally right into Olympic Boulevard towards the finish at The Overflow park  SOP traffic controllers will set up and monitor the Heritage Railway crossing through Blaxland Riverside Park  SOP traffic controllers will set up and monitor the crossing of Avenue of Oceania to ensure traffic is stopped while cyclists are crossing  SOP traffic controllers will set up and monitor the left turn for cyclists from Louise Sauvage Pathway into John Ian Wing Parade, to ensure safety for cyclists and motorists  SOP traffic controllers will set up and monitor the cyclists turn from Hill Road into Pondage Link  SOP traffic controllers will set up and monitor the road closure at Pondage Link and Edwin Flack Avenue to ensure cyclists turn left safely  SOP traffic controllers will set up and monitor the road closure of Olympic Boulevard from Grand Parade  SOP traffic controllers will set up and monitor the road closure of Olympic Boulevard from Kevin Coombs Avenue

SECTOR M – Cut-off Route after 12:00pm Victoria Avenue to Olympic Boulevard

 For participants reaching Victoria Avenue after 12:00pm, they will be directed to follow the cut-off route to the finish  They will turn left at the cycleway junction alongside Homebush Bay Drive, into Sydney Olympic Park on the cycleway, and turn left at the Field Studies Centre. They will continue up the cycleway towards the Treillage. Participants will ride next to the Treillage Water Feature before crossing the Bicentennial Park roadway and proceeding to the Bennelong Road Bridge.  Sydney Olympic Park Authority staff will monitor the flow of participants into the Treillage area.  Participants will be requested to dismount from their bicycles prior to crossing the bridge over Bennelong Road.

 Turning left onto Bennelong Road, participants will proceed in the designated cycle lane as the road changes to Marjorie Jackson Parkway, crossing Australia Avenue into Kevin Coombs Avenue and finally turning left into Olympic Boulevard towards the finish at the Overflow park  Barricades will be placed at the bottom of Bennelong Parkway overbridge at the entrance to the road to prevent participants from entering the road at this point  SOP traffic controllers will set up and monitor the flow of cyclists from Bennelong Parkway overbridge onto Bennelong Parkway
