The National Tender Board, Puntland State of Somalia, invites sealed tenders from eligible bidders for the construction and completion of above work and remedying of any defects therein. 2. The Government of Puntland State of Somalia, has obtained Grant from the Government of the State of Kuwait for carrying out vital works at Construction of Maakhir University - Badhan city and it is intended that part of the proceeds of the said Grant will applied towards the costs of the works. This Grant is being administered by Kuwait fund for Arab Economic Development. 3. Eligible interested tenderers may obtain further information about this invitation of tenders from and inspect the tender documents at the office of: Project implementation Unit «PIU» UNIT NO. 1801, JBC-5 CLUSTER W, AT JLT/DMCCT P.O. Box 309116, Dubai, U.A.E. Tel. +971 4 425 5775 E-mail: [email protected] 4. A complete set of the tender documents may be obtained on submitting a written application to the aforesaid office and upon payment of a non- refundable fee of US$ 1,000 (US Dollars One Thousand only), cheque should be made in the name « State Bank of Puntland. 5. Tenders must be submitted to the above-mentioned office not later than 11.30 hours on 2nd March, 2015 and must be accompanied by tender security, in accordance with the instructions to Tenderers, in the amount of US$100,000 (US Dollars One Hundred Thousand), in the name of «State Bank of Puntland». 6. Tenders will be opened in session to be held at the office mentioned above. Participation of tenderers who wish to attend may send representatives in this session. This session will take place at 12.30 hours on 2nd March, 2015 or such other time and date as may be notified to the tenderers. .

The large Indian community that has made Africa their home have contributed immensely to the growth and development of businesses in the continent, especially in the East and Southern African region. Africa has been called the land of unlimited opportunities and despite attracting investors from all corners of the world, there is still much left to explore in the continent. It is the second largest continent in size, as well as the second most populous region in the world. In fact, Africa is home to the world’s ten youngest populations, as per United Nations data. The continent has large amounts of natural resources and vast expanses of arable land. Therefore, it is only natural that all eyes would be on Africa. India is a powerhouse that shares the desire for growth and development with Africa. It has imbibed the spirit of ‘South-South cooperation’ and is constantly expanding its partnership with the continent. ‘India Inc.’ has left its footprint in a majority of sectors in Africa. However, like the unsung hero, not much is known outside the areas where these projects have been executed. Siroky All rights reserved Abstract Secession is a watershed event not only for the new state that is created and the old state that is dissolved, but also for neighboring states, proximate ethno-political groups and major powers. This project examines the problem of violent secession- ist conflict and addresses an important debate at the intersection of comparative and international politics about the conditions under which secession is a peaceful solution to ethnic conflict. It demonstrates that secession is rarely a solution to ethnic conflict, does not assure the protection of remaining minorities and produces new forms of violence. To explain why some secessions produce peace, while others generate violence, the project develops a theoretical model of the conditions that produce internally coherent, stable and peaceful post-secessionist states rather than recursive secession (i.e., secession from a new secessionist state) or interstate dis- putes between the rump and secessionist state.
