Reference by the Chair The Deputy Chairman made a reference to the Birth Anniversary of Dr. Sarvepalli Radhakrishnan, the first Chairman of the Rajya Sabha and former President of India, whose birthday is commemorated as “Teacher’s Day” and paid tributes to the teaching fraternity. 11-02 a.m. 2. Papers Laid on the Table The following papers were laid on the Table:— 1. A copy each (in English and Hindi) of the following papers, under sub-section (2) of Section 64 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995:— (a) Annual Report of the Office of the Chief Commissioner for Persons with Disabilities, New Delhi, for the year 2006-07. (b) Explanatory Memorandum on the above Annual Report. 2. A copy (in English and Hindi) of the Memorandum of Understanding between the Government of India (Department of Disability Affairs, Ministry of Social Justice and Empowerment) and the National Handicapped Finance and Development Corporation (NHFDC), for the year 2013-14. * From 11-00 a.m. to 11-01 a.m., some points were raised. 33968 33969 11-03 a.m. 3. Petition praying to take immediate steps to control the increasing Non Performing Assets (NPAs) in the Banking Sector Shri Avinash Pande presented to the House the receipt of a petition signed by him, praying to take immediate steps to control the increasing Non Performing Assets (NPAs) in the Banking Sector. 11-04 a.m. The House adjourned and re-assembled at 11-19 a.m. @11-25 a.m. 4. Matters raised with permission (i) Shri Ram Kripal Yadav raised a matter regarding problems being faced by people due to overflowing of river Ganga in Bihar. Shri Ravi Shankar Prasad also spoke. Shri Rajeev Shukla, Minister of State in the Ministry of Parliamentary Affairs and in the Ministry of Planning, responded. 11-30 a.m. (ii) Shri N.K. Singh raised a matter regarding Foreign Exchange Amnesty Scheme to improve inward capital flow. 11-33 a.m. (iii) Dr. T.N. Seema raised a matter regarding plight of the nurses working in the Private Hospitals. Heptulla raised a matter regarding a serial titled ‘Jodha Akbar’ on Zee T.V. Shri Shivanand Tiwari, Shri Husain Dalwai, Shrimati Vasanthi Stanley and Shri Ravi Shankar Prasad also spoke. Shri Rajeev Shukla, Minister of State in the Ministry of Parliamentary Affairs and in the Ministry of Planning, responded. 11-45 a.m. (vi) Shri Tapan Kumar Sen raised a matter regarding recent move of the Government to hand over fifteen airports and Airport of Authority of India in private hands through PPP route. Shri Naresh Agrawal also spoke. 11-49 a.m. (vii) Shri Sanjiv Kumar raised a matter regarding demand to give status of IIT to the Indian School of Mines, Dhanbad in Jharkhand. Shrimati Vasanthi Stanley also spoke. 11-52 a.m. (viii) Shri M. Venkaiah Naidu raised a matter regarding increasing activities of terrorists trained in neighbouring countries. 33971 11-56 a.m. (ix) Dr. Bharatkumar Raut raised a matter regarding low significance to the life and contribution of national heroes like Chhatrapati Shivaji Maharaj, Maharana Pratap and Hindu saints in CBSE History syllabus for High Schools. Shri Ravi Shankar Prasad also spoke. Shri Rajeev Shukla, Minister of State in the Ministry of Parliamentary Affairs and in the Ministry of Planning, responded. #12-04 p.m. (x) Shri C.M. Ramesh raised a matter regarding situation in Andhra Pradesh including non-functioning of offices, schools and other educational institutions. $12-11 p.m. 5. Special Mentions The following Special Mentions were made/laid on the Table of the House:— 1. Dr. Prabha Thakur Demand to frame a legislation to deliver justice to victims of rape and acid attacks in a time bound manner in the country. 2. Shrimati Kanimozhi Demand for early construction of the building of the Central Institute for Classical Tamil in Tamil Nadu. 3. Shri Narendra Kumar Demand to take strict measures to Kashyap check the smuggling of narcotics in the country, particularly in Punjab. 7. Dr. V. Maitreyan Demand to lift ban on development activities beyond 100 metres of archaeological sites. 8. Shri A.V. Swamy Demand to expedite the process of rehabilitation of released bonded labourers of Jharbandh Block of Bargarh District in Odisha. 9. Shri Husain Dalwai Demand to handover the case of murder of Dr. Dabholkar to National Investigation Agency (NIA). 10. Shri G.N. Ratanpuri Demand to shift the artillery firing range of Tosamaidan Meadows to an uninhabited area. 11. Shri Mansukh L. Demand to take steps for early release Mandiviya of Gujarati fishermen captured by Pakistani Coast Guards. 12. Dr. C.P. Thakur Demand to take urgent steps for repair and reconstruction of National Highway No.98. 13. Dr. Janardhan Demand to accord agriculture the status Waghmare of Industry. ∑14.
