1. Papers Laid on the Table

Shrimati (Minister of Culture) laid on the Table a copy each (in English and Hindi) of the following papers:— (a) Annual Report and Accounts of the Asiatic Society, Kolkata, for the year 2011-12, together with the Auditor’s Report on the Accounts. (b) Review by Government on the working of the above Society. (c) Statement giving reasons for the delay in laying the papers mentioned at (a) above. Shri Pratik Prakashbapu (Minister of State in the ) laid on the Table a copy each (in English and Hindi) of the following papers:— (a) Annual Report and Accounts of the Coal Mines Provident Fund Organisation (CMPFO), Dhanbad, for the year 2011-12, together with the Auditor’s Report on the Accounts. (b) Review by Government on the working of the above Organisation. (c) Statement giving reasons for the delay in laying the papers mentioned at (a) above. II.(1) A copy each (in English and Hindi) of the following papers, under sub-section (1) of Section 619A of the Companies Act, 1956: — (a) Annual Report and Accounts of the EdCIL (India) Limited, for the year 2011-12, together with the Auditor's Report on the Accounts and the comments of the Comptroller and Auditor General of India thereon. (b) Review by Government on the working of the above Company. (2) Statement (in English and Hindi) giving reasons for the delay in laying the papers mentioned at (1) above. III. A copy each (in English and Hindi) of the following papers:— (a) First Annual Report and Accounts of the Indian Institute of Management (IIM), Udaipur, for the year 2011-12, together with the Auditor's Report on the Accounts. (b) Review by Government on the working of the above Institute. (c) Statement giving reasons for the delay in laying the papers mentioned at (a) above. Shri (Minister of State in the Ministry of Communications and Information Technology and Minister of State in the Ministry of Shipping) laid on the Table a copy (in English and Hindi) of the Ministry of Communications and Information Technology (Department of Telecommunications) Notification No. G.S.R. 277 (E), dated the 2nd May, 2013, publishing the Indian Wireless Telegraphy (Commercial Radio Operators Certificate of Proficiency and Licence to operate Global Maritime Distress and Safety System) Amendment Rules, 2013, under sub-section (5) of Section 7 of the Indian Telegraph Act, 1885.

Government Bill — Passed The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Bill, 2013, as passed by Lok Sabha Shri (Minister of Rural Development) moved:- “That the Bill to ensure, in consultation with institutions of local self-government and Gram Sabhas established under the Constitution, a humane, participative, informed and transparent process for land acquisition for industrialization, development of essential infrastructural facilities and urbanization with the least disturbance to the owners of the land and other affected families and provide just and fair compensation to the affected families whose land has been acquired or proposed to be acquired or are affected by such acquisition and make adequate provisions for such affected persons for their rehabilitation and resettlement and for ensuring that the cumulative outcome of compulsory acquisition should be that affected persons become partners in development leading to an improvement in their post acquisition social and economic status and for matters connected therewith or incidental thereto, as passed by Lok Sabha, be taken into consideration.” The following Members took part in the discussion:—
