today is buzzing with the news that Thai Enquirer had predicted on May 11, 2021 that the planned procurement of AstraZeneca vaccine is not going to be on track as planned.

 Siam BioScience, the local producer of AstraZeneca, was supposed to have delivered 1.7 million during this week but nothing has appeared so far. This 1.7 million was supposed to be ‘early deliver’ but was later lowered to 500,000 doses but now nothing has appeared yet.

 The remaining 4.3 million doses of the promised 6 million in June was to come in June but so far it looks like even the 6-million may not be possible.

 To help the country, Chiang Mai reported ZERO cases of new infection yesterday

 Public Health Minister Anutin Charnvirakul has come out to say that the 6+ million doses promised in June by Siam BioScience has to be delivered even if Siam BioScience is not able to produce the vaccines they will have to buy it from someone to deliver it.

 To help the country’s vaccine options, it seems China’s main vaccine – SinoPharm, has applied for the sale and use in Thailand.

 SinoPharm, a vaccine that China has used as the backbone of the vaccine process has come applied and Ministry of Public Health officials have come out to say that it could be approved as early as June 2021.

 SinoPharm would be the 5th to be approved while Russia’s Sputnik V and India’s Bharat BioTech’s vaccines are still being considered for approval for use in Thailand.

 While the shortage of vaccines continues, the number of people looking to get vaccinated are rising.

 Prior to receiving a 2nd AstraZeneca jab yesterday, Prime Minister Gen Prayut Chan-o- cha has come out to say that he had ordered related health agencies to adjust the vaccine distribution plan to suit changing circumstances.

 The Prime Minister asked members of the public to be confident in effectiveness of 2 Covid-19 vaccine brands the government plans to administer on them. Moreover, he said the government may seek procurement of other vaccine brands.

 Gen Prayut’s move came after the detection of the B.1.351 strain of Covid-19, the so-called the South African variant, among 3 cases in Tak Bai district of Narathiwat on the weekend, sparking fears among the public due to reports that

this strain is more resistant to the AstraZeneca and Sinovac vaccines. Some medical doctors and health officials have come out to call on the government to diversify its vaccine procurement.

 As the shortage of vaccines continues those getting AstraZeneca has now said that it was pushing the gap between vaccines to 16-weeks from earlier plans of 10-12 weeks.

 While the vaccine shortage continues, the people of Klong Teoi slum area have been selling their queue cards to get vaccinated for up to 3,000 baht.

 Reports are emerging that the black-market sale of the queue cards are thriving with Chinse and other foreign nationals buying out the queue cards to get vaccinated.

 Meanwhile Public Health Minister – Anutin Charnvirakul, has come out to say that in the very near future mobile phone operators can possibly join hands to register people to get vaccinated.

 All mobile operators, be it AIS/DTAC/TRUE are set to join hands to register people for the ‘walk in’ vaccine.

 Living in a condo and feel safe?

 Well, a condo in Samut Prakarn has now become yet another cluster after 81 of the condo’s residents have been diagnosed with the virus. There may be more than 81 but this is the information as of yesterday.

 Sino-Thai Engineering & Construction Plc (STEC)’s workers who are building the parliament building have seen more than 50% of its 900+ workers being tested positive for the virus.

 Just in case one does not remember, the family of Public Health Minister Anutin owns and runs STEC.

 The Bangkok Metropolitan Administration (BMA) is said to call a meeting with 134 construction companies, asking them to step up Covid-19 prevention measures at their construction workers’ sites or face closures of they fail to comply with BMA regulations.

 There are 409 construction worker camps in all 50 districts of Bangkok, and there are 62,169 people living there. Of those, 26,134 are Thais and 36,035 are migrant workers, mostly from neighbouring countries, the CCSA said.

 Opposition Phue Thai Party’s Sutin Klangsaeng, has come out to question why he was turned away from getting his 2nd shot of the vaccine with the hospital saying that ‘there was no more AstraZeneca for 2nd shot’ while on the same day Prime Minister Prayut Chan-o-cha got his 2nd shot in a major public fanfare event.

 The Centre for Covid-19 Situation Administration (CCSA)

 CCSA is now keeping a close watch on 32 clusters in 26 districts of the capital after infections are still rife. New clusters have recently been found in a garment factory in Thung Khru district and aged care facilities. The factory has led to 29 cases so far while 23 more cases are found in 3 care facilities in .

 The 8 new cases of the South African variant were linked to the cluster outbreak in Tak Bai, Department of Medical Sciences’ director-general Supakit Sirilak confirmed.

 The largest infection cluster was found in Tak Bai district, where proactive testing was ordered, according to Narathiwat Provincial Public Health Office. It ordered a complete lockdown on the entire district, and in affected villages from May 23 until further notice.

 Dr Supakit said his department is currently tracing contacts of the South Africa variant cases in Tak Bai district while another 4 samples in the far South had tested positive for the UK variant, 2 of them in Pattani, he said.

Political News

 Former Finance Minister Thirachai Phuvanat-Naranubala, and the “Thai Mai Thon” (Thais will not tolerate) group, yesterday submitted a petition to the Supreme Administrative Court asking it to revoke cabinet approval for 700 billion baht in new borrowing.

 In their petition, the group asked the Supreme Administrative Court to revoke the cabinet’s approval for the loan decree in which the ex-finance minister claimed to be illegitimate, unconstitutional and against fiscal discipline.

 Thirachai alleged that the mechanisms used to ensure transparency and fiscal discipline were removed and replaced with a cabinet-appointed committee authorised to select and propose projects to the cabinet for consideration. He feared that the appointment of the committee in question authorised to supervise projects and issue regulations could lead to reckless spending.

 He went on to warn that Gen Prayut could violate Section 112 of the Criminal Code if he pushes for the draft loan decree pending royal endorsement to His Majesty the King on grounds that the draft loan decree is unconstitutional.

 The Army has denied Pheu Thai MP Yutthapong Charassathien’s claim that the government is hiding a defence budget plan under its proposed 700-billion-baht new loan.

 Earlier, the Pheu Thai MP has claimed that a budget of 16 billion baht has been set aside for the Royal Thai Navy (RTN) to build a runway and maintenance centre for aircraft.

 However, a source with the Army has come out to say that the 16-billion-baht budget Yutthapong mentioned is the budget for flagship Eastern Economic Corridor (EEC) projects such as U-tapao aviation city. The RTN is deemed with experience on the issue so it is allowed to have its hand on such a proposed budget, the source commented.

 There is uncertainty around plans for a new parliamentary session following reports of a new cluster of Covid-19 infections involving more than half of 900 workers at the MRT Pink Line’s construction camp in Nonthaburi.

 The findings prompted Nonthaburi provincial officials to order a lockdown of Sino-Thai Engineering’s construction worker housing in Suan Yai sub-district. Provincial health officials conducted active screening at the housing facility on Saturday and found 515 of the occupants infected with the virus, most of them asymptomatic. The infected workers include 43 Thais, 265 Myanmar migrant workers and 207 Cambodians.

 The CCSA said a construction site could be forced to shut down temporarily if the company fails to improve the conditions of their workers’ camp during the next inspection period.

Leekpai to reconsider plans to reopen a new parliamentary session amid rising infections among Sino-Thai workers.

 The House of Representatives is due to deliberate 2 draft executive decrees on May 27 while the government has promised to submit the new budget bill for the fiscal year on May 31. The deliberation of the budget bill is at this point planned to take place from May 31 until June 2.

 The government, opposition and senate whips yesterday agreed to allocate 47 hours during a 3-day House debate to scrutinise of the fiscal 2022 budget bill, Chonlanan Srikaew, a Pheu Thai MP for Nan, announced.

 The debate will span through a total of 47 hours and 30 minutes from 9.00-13.00 hrs throughout the 3 days starting from May 31-June 2.

 The government and the opposition have been allocated a total of 22 hours to discuss the government’s spending plan for the next fiscal year, said Chonlanan, adding that the remaining 3.30 hours are given to the Parliament president to explain debate guidelines. MPs are allowed to take their masks off during the debate.

 Piyarat ‘Toto’ Chonthep, the leader of We Volunteer (WeVo), said on his Facebook that he plans to seek help from the United Nations (UN) and foreign embassies after being summoned by the Technology Crime Suppression Bureau to report in for royal defamation charges under Section 112 of the Criminal Code on May 27.

 Piyarat said he would report profiles and behaviours of those who took lese majeste charges against him to the UN and foreign embassies as these people posed threats to other human beings.

 Jatuporn Promphan a leading member of the “Thai Mai Thon” (Thais will not tolerate) group went to present his letter to the Democrat party asking the party of what it had

promised to the people of not supporting the Prayut Chan-o-cha’s continuation of power but at the end decided to join hands with Prayut.

 The group petitioned to remind the once grand Democrat party about the promise the amend the constitution that has also not gone anywhere.

 Public Health Minister Anutin Charnvirakul, as the Bhumjai Thai Party leader, reportedly said he had sent a stern warning to Srinual Boonlue, Bhumjai Thai MP for Chiang Mai’s Constituency 8, for making a posture inviting locals to receive Covid-19 jabs.

 The posture drew heavy criticism from the public as his and her photos dominated nearly the entire space on the posture, creating an impression that the posture is a part of the Bhumjai Thai Party’s campaign for votes.

Economic News

 Bank of Thailand (BoT) has warned of worsening labour market scenario as Covid-19 containment in the 3rd wave hampers the country’s economic recovery.

 During an academic seminar on the topic “EEC Macroeconomic Forum”, Don Nakornthab, senior director of the BoT’s economic and policy department, said the 3rd wave of the virus pandemic has changed the BoT’s perception about an economic recovery which will be dragged on.

 Don said a rebound of the Thai exports has yet have a positive impact on the Thai labour market since hiring in the export sector accounts for only 10 per cent of the Thai workforce. He expects the scenario of the labour force to worsen.

 He said the country’s GDP could rise more or less depending on the government’s distribution of vaccine doses. Don gave 3 scenarios for the government’s capacity to provide vaccines to the public. If 100 million doses of vaccines are

administered, the country will likely see GDP growth by 2%. If 64 million doses of vaccines are administered, GDP growth will rise by 1%. Any amounts less than these will see lesser GDP growth amid worsening household debt.

 Thailand’s household debt rose from 80 per cent prior to the pandemic to 89-90 per cent at the end of 2020 where the country’s household debt ballooned to 14 trillion baht. BoT has predicted that the figures will rise to 18.1 billion baht or 93 per cent of GDP in the next 5 years.

 Thailand’s unemployment in the 1st quarter rose to around 760,000, or 1.96%, the highest since the pandemic started, according to the Office of the National Economic and Social Development Council (NESDC’s latest report.

 The unemployment rate rose again after a small recovery in the 2nd half of 2020, reflecting prolonged Covid-19 impact, said NESDC secretary-general Danucha Pichayanan.

 In 2020, the proportion of jobless jumped to 1.95% in the second quarter when the full lockdown was imposed nationwide, before slipping back to 1.86% in the 4th quarter.

 The latest Covid-19 outbreak could result in more unemployment for small and medium-sized enterprises across the country and put pressure on around 7 million employees in the tourism sector to look for a new job as the reopening plans will likely be delayed.

 The NESDC also said that Thai household debt as of the fourth quarter of 2020 reached all-time high at 89.3% to gross domestic product, a total of 14.02 trillion baht, while the NESDC expected it to remain high this year due to the sluggish economic recovery.

 The Eastern Economic Corridor (EEC) Office said the Covid-19 pandemic has cost Thailand 2.2 trillion baht in damage so far while the number of poor to increase to 5.8 million this year up by 1.5 million since the start of the pandemic in 2019.

 The Tourism Council of Thailand (TCT) is pushing the “1 million room 1 dollar per night” campaign to be part of the reopening imitative in Phuket under the “Phuket Sandbox” schedule to begin on July 1.

 TCT president Chamnan Srisawat yesterday submitted the “1 million room 1 dollar per night” campaign among others to the Tourism Authority of Thailand (TAT) to submit to the cabinet for approval. The TCT wants the government to subsidise costs for hotel and resort rooms in Phuket in the 1st month from July 1- 31, 2021. Phuket has capacity of more than 70,000 hotel rooms.

 If the Phuket sandbox scheme begins as scheduled, the “1 million room 1 dollar per night” campaign will require a subsidy of 1,000-1,500 baht per night per room from the government, accounting for 1-1.5 billion baht. Under the campaign, foreign visitors are required to pay 1 dollar or around 30 baht per room per night, generating more than 40 billion baht into the economy, Chamnan said.

 The Airlines Association of Thailand (AAT) comprising 7 airlines said it had received a permission from the government for its vaccine distribution plan for workers of 7 airlines, Airlines Association of Thailand (AAT) president Puttipong Prasarttong-Osoth revealed.

 Puttipong praised the approval as a boon to the reopening of the Thai tourism industry and outbound and inbound tourism expected soon.

 The number of staff at 7 airlines under AAT are numbering at 15,970.

 Ratch Group Plc, Thailand's largest private power generation firm by capacity, is diversifying into the hospital sector after purchasing a 10% share in Principal Capital Plc (Princ), an operator of a private hospital network, in a 1.55-billion-baht deal.

 The acquisition follows its moves over the past six years to depend less on power generation and move into new areas of business, notably infrastructure projects like deep-sea ports, mass transit systems and motorway development.

 Ratch chief executive, Kijja Sripatthangkura, said conditions for the share purchase are suitable though Princ has accumulated huge losses over the past several years.

 "Despite the losses, we expect two-digit growth after the pandemic," said Mr Kijja. "We want to make a long-term investment in Princ, so we've decided to inject this amount to refresh Princ's growth over the next several years."

 Eastern Water Resources Development and Management Plc (EASTW) has announced plans to raise the water price structure by 4%, the 1st time in 4-5 years, to help the company cope better with rising energy costs, taking effect from January 1, 2022, President Chirayut Rungsrithong announced.

 EASTW is forecast to see a 10% rise in revenue compared to that of last year as a result of a 4% hike in its rate hike. In the 1st quarter of this year, the company recorded a 6.39% rise in revenues from sales and services and a 17.78% rise in profit to 373.82 million baht.

 Myanmar's ousted leader Aung San Suu Kyi, accused of a number of criminal offenses, appeared in court in person Monday for the first time since the military seized control and detained her almost three months ago, one of the lawyers told reporters.

 Later in the day, state-run television aired a photo of Suu Kyi in court, marking the first time that a photo showing her has been released by junta-controlled media since the Feb. 1 coup.

 Suu Kyi, who was also allowed to meet the lawyers for the first time, said, "I am always praying for the wellness of all the people" in Myanmar and her party, the National League for Democracy, "will exist as long as the people are there because it has been founded for the people," according to lawyer Min Min Soe.

 Min Min Soe and four other lawyers met Suu Kyi at a room of a court in the capital Naypyitaw for 30 minutes, the lawyer said. After the meeting, Suu Kyi and the lawyers attended a court session held at another facility set up as a special court. But the judge did not ask any questions to Suu Kyi, telling her and the lawyers that her cases will be discussed at the next court session scheduled on June 7, according to the lawyer
