    11/03/2000 Daim: New financial hub proposal merits consideration Hardev Kaur in Jakarta JAKARTA, Fri: The proposal for a new financial centre, possibly based in Bandar Seri Begawan, to facilitate financial transactions among Malaysia, Indonesia and Brunei, deserves serious consideration despite there being already such centres in East Asia and South-East Asia. Indonesian President Abdurrahman Wahid, who had discussed the proposal with the Sultan of Brunei recently, raised the matter during bilateral talks with Prime Minister Datuk Seri Dr Mahathir Mohamad at the Merdeka Palace yesterday. Finance Minister Tun Daim Zainuddin said details of the proposal as well as implications of the move must be studied. He was asked whether there is room for another centre, considering there are already Labuan International Offshore Financial Centre (IOFC), the Bangkok Financial Centre, Singapore, Hong Kong and Tokyo. "If there is business, why not?" Daim said. In fact, members of the East Asia Growth Area (EAGA) - Malaysia, Brunei Indonesia and the Philippines - have agreed that the Labuan IOFC serve as the financial centre for the grouping. Even so, the proposal should not be rejected outright, he said, adding that Indonesia and Brunei might have their reasons for suggesting it. When Malaysia decided to set up Labuan IOFC, it undertook several detailed studies including looking at operations of existing financial centres such as the one in the Cayman Islands. Daim is in the high-powered delegation accompanying Dr Mahathir on his two-day official visit here. The Finance Minister, who is also Special Functions Minister, held parallel discussions with his counterpart and the republic's other economic ministers.

    23 OCT 2003 Mahathir-Timor MALAYSIA PUTS TIES WITH TIMOR LESTE ON STRONGER FOOTING By: Ahmad Zukiman Zain DILI, Oct 23 (Bernama) -- Datuk Seri Dr Mahathir Mohamad laid the foundation stone for the new Malaysian Embassy complex here, putting the country's ties with Timor Leste on stronger ground. The Prime Minister also planted a sandalwood tree at the strategic, sea-front site at Praia dos Conqueiros, symbolising Malaysia's commitment to working with Timor Leste in its reconstruction process. In a speech to commemorate the event, Timor Leste's Minister of Foreign Affairs and Cooperation, Dr Jose Ramos Horta, acknowledged the importance of bilateral ties between the two countries and commended Dr Mahathir for being the first head of Goverment to visit this country since its independence in May 2002. Also present were Datin Seri Dr Siti Hasmah Mohamed Ali, Foreign Minister Datuk Seri Syed Hamid Albar, International Trade and Industry Minister Datuk Seri Rafidah Aziz, Works Minister Datuk Seri S. Samy Vellu, Defence Minister Datuk Seri Najib Tun Razak and Primary Industries Minister Datuk Seri Dr Lim Keng Yaik. The historic ceremony was part of a tight schedule for Dr Mahathir who was on the second day of his three-day visit which started with the official welcoming ceremony at the Government Palace this morning. He was received by his Timor Leste counterpart, Mari Alkatiri, who later accompanied him on the inspection of a guard-of-honour. After the ceremony, Dr Mahathir proceeded to the Parliament Building, a short distance away, to address a gathering of Parliamentarians and Council of Ministers of Timor Leste.

It suggests that blogs perform three main functions, which help make a democracy more meaningful: blogs as fifth estate, blogs as networks, and blogs as platform for expression. First, blogs function as the fifth estate performing checks-and-balances over the government. This function is expressed by blogs’ role in the dissemination of information, providing alternative perspectives that challenge the dominant frame, and setting of news agenda. The second function of blogs is that they perform as networks. This is linked to the social-networking aspect of the blogosphere both online and offline. Blogs also have the potential to act as mobilizing agents. The mobilizing capability of blogs facilitated the mass street protests, which took place in late- 2007 and early-2008 in Malaysia.

The views of the authors are their own and do not represent the official position of IDSS. ___________________________________________________________________________ CRISIS OF CHINESE POLITICS IN MALAYSIA’S RULING COALITION Joseph Liow* 12 March 2003 Introduction Recent intramural crises in the two Chinese partners of Malaysia’s ruling Barisan Nasional (BN) or National Front have raised questions about the future of Chinese parties in the multiracial coalition. Indeed the current twists in the long-standing factional conflicts in the Malaysian Chinese Association and the related tensions between MCA and Gerakan Rakyat Malaysia, may even threaten BN’s continued relevance in Malaysian politics. With dissent brewing in the dominant Malay partner, UMNO (United Malays National Organisation), over the leadership succession after Prime Minister Mahathir Mohammad’s departure, and the still-smarting political wounds after its 1999 election reverses, the internal crises in MCA and the quarrels between MCA and Gerakan, are bound to have a detrimental impact on BN’s political fortunes. Some unnerving signs have already surfaced. At the November 2000 Lunas by- election in Kedah, a constituency with a substantial number of Chinese voters, it was Chinese votes, ironically, that delivered the seat to the Malay opposition candidate from Parti Keadilan. In assessing the future of Chinese politics in the coalition, three ongoing issues dominate: (1) internal crisis within the MCA, (2) MCA-Gerakan tensions, and (3) the interest and encroachment of UMNO into Chinese politics within the BN. A critical question is whether the MCA under a new leadership will continue to be willing to play a subservient role or press for more concessions from UMNO in the interests of the Chinese community.

MCA will probably follow the Prime Minister’s advice and shed part of its Nanyang shares to some ‘strategic partners’. The financial burden of assuming 72% of Nanyang shares alone should persuade MCA’s Huaren Hold- ings Sdn Bhd to do this, and sooner rather than later. Only 53 per cent of those who voted at the 24 June EGM favoured the takeover. Even so the ‘Gang of Eight’ led by Lim Ah Lek and Chua Jui Meng have declared that they will accept the EGM’s decision. Their road-shows will stop. The party will close ranks. But for how long? Even if there’s no mud-slinging within MCA, there is still a storm of protest in the Chinese commu- nity against the Nanyang takeo- ver. The protest will not die so quickly but will probably haunt MCA. Abdullah mengangkat sumpah jawatan dan menyimpan rahsia di hadapan Tuanku Syed Sirajuddin pada 22 Mac lalu, sehari selepas BN meme- nangi 198 daripada 219 kerusi Par- limen. It was, after all, an assembly where delegates were hypnotised by the dizzying scent of the general election hanging in the air - a time to close ranks and project a sense of greatness. But when the assembly drew to a close and the lights dimmed, questions descended on the carpeted floors of the PWTC and started dancing in rhythmic progression: What had happened to the much-vaunted Wawasan Team? Were delegates gagged on the Rahim issue? Is Mahathir's position secure? How close are Anwar and Daim? Why was PAS singled out for systematic pounding? NNP Is Mahathir's position secure? lifts the carpet in search of clues ... MNO Baru certainly came across as one big, happy and Uunited family at it<; recent General Assembly. This is, after all, not a party election year where political ambitions are too much at stake to think about being united. Hence, it is usually the time for UMNO Baru leaders to sit back and attempt to be profound abput Malay society, its problems and future. We were entertained to endless footage and photographs of the UMNO Baru leadership in a variety of meaningful poses. Dr Mahathir The Assembly: Issues were relevant and important to Malaysian society. Mohamad peering through a pair of binoculars, Wanita leaders looking adoringly at Anwar Ibrahim, generous doses of English literature (never mind, if it was read all wrong), Mahathir and his wife shop­ ping, Anwar and Daim Zainuddin sharing a cosy chat and so on.

    08 NOV 2000 Ling-Vision MINISTERS TO MEET MUSA TO DISCUSS VISION SCHOOL CONCEPT KUALA LUMPUR, Nov 8 (Bernama) -- Three cabinet ministers will meet Education Minister Tan Sri Musa Mohamad to discuss the proposed Vision School concept, MCA president Datuk Seri Dr Ling Liong Sik said today. "We will meet Musa to discuss the Vision School concept to have a clear idea of how it is going to be implemented...we believe it is good for the people," Ling said. The three ministers set to meet Musa are Ling, Primary Industries Minister Datuk Seri Dr Lim Keng Yaik who is Gerakan president, and Science, Technology and Environment Minister Datuk Law Hieng Ding who is Sawarak United People's Party deputy president. Ling, who is Transport Minister, said that the meeting would take place before the fasting month, which begins end of the month. He said the Vision School concept would allow children of various races and background to interact, resulting in a harmonious society. The MCA and other Chinese-based Barisan Nasional component parties are all for the Vision School as long as the character of the Chinese primary schools were not altered, he said. The concept, mooted by Musa a few months ago, has received strong opposition from the Chinese educationists' movement Dong Jiao Zong, which claims that the Vision Schools will result in Chinese schools losing their identity. The concept involves three schools of different mediums -- Malay, Chinese and Tamil -- sharing common facilities, including common grounds. On Oct 28, Musa reiterated that the government will go ahead to set up Vision Schools as planned despite Dong Jiao Zong's objections.

    12 JUL 2003 MCA-Assemblymen DR M CONSULTED ON REINSTATEMENT OF TWO ASSEMBLYMEN, SAYS MCA CHIEF KUALA LUMPUR, July 12 (Bernama) -- The MCA had consulted Barisan Nasional (BN) chairman Datuk Seri Dr Mahathir Mohamad before lifting the suspension of two of its state assemblymen in Penang, MCA president Datuk Seri Ong Ka Ting said today. Ong said he had personally met Dr Mahathir to get his views before bringing the matter to the MCA Presidential Council meeting last Thursday. At the meeting, the Presidential Council decided to lift the suspension of Lim Boo Chang (Datuk Keramat) and Tan Cheng Liang (Jawi), which was imposed on Dec 16 last year. "He (Dr Mahathir) agreed. I informed the Prime Minister before MCA (Presidential Council) met. Of course, I had sought the views of the BN chairman; I would not have done it without consultation," he told reporters after launching a book entitled "Shui Qing Shi Zi Jian" (The Rocks Are Visible In The Clear Water) at Wisma MCA here. The book is a collection of articles on current issues written by Loh Seng Kok, who was political secretary to former MCA president Datuk Seri Dr Ling Liong Sik. Ong was asked to comment on Deputy Prime Minister Datuk Seri Abdullah Ahmad Badawi's statement that he would have no objection to the MCA's decision to lift the suspension if it had been discussed with the state BN. Abdullah, who is BN deputy chairman, said MCA should understand that the decision to suspend the two was made by the BN, and as such any move to change it should be referred to the coalition, especially at the state level.
