Everyone Together Everyone Together Aboriginal Affairs Strategy 2019–2029 Acknowledgement The Northern Territory Government respectfully acknowledges the First Nations people of this country and recognises their continuing connection to their lands, waters and communities. We pay our respects to the Aboriginal and Torres Strait Islander cultures, and to their leaders past, present and emerging. While this strategy uses the term ‘Aboriginal’, we respectfully acknowledge that Torres Strait Islander peoples are First Nations people living in the Territory. Therefore, strategies, services and outcomes relating to ‘Aboriginal’ Territorians should be read to include both Aboriginal and Torres Strait Islander Territorians. 2 Everyone Together 2019–2029 • Northern Territory Government Aboriginal Affairs Strategy Artwork acknowledgement The painting that forms the basis for the design of this strategy was created by Elaina Tilmouth, an Aboriginal student in Grade 4 in the Northern Territory.     Indigenous Australians’ Attitudes Towards Multiculturalism, Cultural Diversity, ‘Race’ and Racism by Kevin M. Dunn, Alanna Kamp, Wendy S. Shaw, James Forrest and Yin Paradies* Abstract There is a perception that Indigenous Australians are uneasy with or distrustful of multiculturalism. Such unease has been attributed to the problematic positioning of Indigeneity within immigrant focused concepts of multiculturalism and its associated policies in a settler society. What are the attitudinal implications of this concern? There has been scant research on Indigenous Australians’ attitudes to cultural diversity. Nationwide survey findings reveal that despite perceived concerns with multiculturalism, Indigenous people are not uneasy with cultural diversity as such. In fact, Indigenous respondents are largely supportive of diversity, which is one of the central tenets of multiculturalism. In most respects their attitudes on cultural diversity and views on old racisms are similar to those of non-Indigenous Australians. Indigenous Australians are, however, more likely than non- Indigenous Australians to recognise the problems of racism generally and Anglo-Celtic cultural privilege. Indigenous Australians, multiculturalism and cultural diversity Since the implementation of multicultural policies in Australia in the early 1970s, and immigration policies encouraging a culturally diverse population, there has been little scholarship on Indigenous peoples‟ perspectives and responses to such policies. Under the umbrella concept of cultural diversity, Indigenous Australians are assumed to be one ethnic group amongst a myriad of ethnic groups in Australia who have equal opportunity and equal claims to belonging (Curthoys 2000: 29; Read 2000: 57-81; van den Berg 2002: 130- 131)1. Contrary to this all-inclusive positioning, Indigenous and multicultural discourses are in fact quite different.

The main and probably the only factor driving demand for immigration to Australia is Immigrants wanting a better life than the one they have in their own countries. The demand will disappear when Australia is no longer a better place to live than their place of origin. Australians will no longer want to bring their relatives. They will leave Australia and Join them in their country instead. There would be no jobs here for immigrants to come for. Even refugees will bypass us as they bypass our neighbours on their way here now. All the other articles in that book are also highly relevant to this productivity commission project. Is international competition for prospective immigrants a material consideration for Australia’s immigration policy? No. Individual organisations may need to compete for talent in a labour pool. The national government doesn’t. The organisation can increase wages to attract local talent from other industries or train people for its needs. Immigration policy is not needed and is only used to placate vested interests. Using immigration policy to solve labour issues is the same as tax payer funded subsidies and protection for uncompetitive industries. Which countries are Australia’s competitors in terms of potential migrants’ destinations? All countries in the developed world could be seen as competitors but the supply of potential migrants is so large that even if all of them accepted the applicants they wanted or needed, there would still be a huge pool remaining for Australia to choose from.
