NJ State Veterans Chamber of Commerce is Launched November 08, 2018 The NJ State Veterans Chamber of Commerce was officially launched on November 08, 2018 by its founder, COL (R) Jeff Cantor, during the NJ State Procurement Expo held at the Pines Manor, Edison, NJ. Representing the AUSA Monmouth Chapter were COL (R) Samuel Fuoco, President and Mr Glenn Parada, Treasurer. Also attending was CCM (R) Michael Ferraro, USAF, Monmouth Chapter member, Assistant Veteran’s Services Officer, Monmouth County Sheriff’s Department and President of Bridging the Gap for Veterans. The inaugural event commenced with Welcoming & Opening remarks by COL (R) Jeff Cantor. He started with his “Soldier’s Story”. He told the overflow crowd of more than 850 that during 2003-2004, he was MAJ Cantor and the Civil Affairs Commander in the city of Kirkuk, one of Iraq’s biggest municipalities. In that position, COL (R) Jeff Cantor he used his military skills to solve a chaotic Iraq unemployment problem by turning a local Arab Ba’ath Party headquarters into a job training center, teaching men and women a wide variety of workforce skills, such as computer operations, welding and automotive repair. He said, “We were able to employ 8,500 people in the city of Kirkuk and we prevented an insurgency from taking hold.” Cantor said that a problem every retired military member faces is how to include the skills learned in the Military on a resume. Solving that problem, became his challenge and then his mission. The solution became the NJ State Veterans Chamber of Commerce. Cantor said he is confident that the skills acquired in the Military will make the Chamber successful and will help the more than 400,000 Veterans across the state. “Those skill-sets make you an absolutely outstanding critical thinker and Expo Display Tables outstanding entrepreneur,” he said, “And that’s why you’re here today. You will succeed because of the way you’ve been taught, because of your work ethic, because of the value that you bring to other companies that are here. You’re going to be successful and you’re going to make other people successful.” He continued, “The Chamber’s motto is simple: I will find a way, or I will make one. And that’s really what it comes down to for each and every Veteran as they come back and reintegrate into society. You will find a way or you’re going to make one. And you will be successful, because that’s what Veterans do.” More than 60 companies came to the Procurement Expo, looking for ways to connect with Veterans. Cantor said the Veterans Chamber of Commerce will be about helping forge those connections. The Agenda included Remarks by the Honorable Bob Andrzejczak, NJ Assembly & Iraq Veteran; the Honorable Ryan Peters, NJ Assembly & L to R - Anne M Ferdinando, Veteran of Iraq and Afghanistan; 15 Veteran related presentations; 2 Panel Discussions; 2 Breakout Sessions and the NJ State Procurement Expo in the Main Hall with 60+ COL (R) Samuel Fuoco Businesses.

Initial Goals of the NJ State Veterans Chamber of Commerce: 1. Fix Bill A976’s funds disbursement problem: This bill became public law in 2015. It allots 3 percent of all Government contracts to Disabled Veteran-Owned Businesses. Since 2015, hundreds of millions of dollars have been set aside , but not $1 has been awarded to a Disabled Veteran-Owned Business. 2. Passage of Bill A3162: Have special incentives and set-aside programs for Veteran-Owned Businesses, persons with disabilities and Lesbian, Gay, Bisexual, Transgender (LGBT) companies. L to R - COL (R) Samuel Fuoco, 3. Removal of Registration Fees: NJ is the only state that charges Veteran-Owned Businesses a fee COL (R) Jeff Cantor, to register in the state. CCM (R) Michael Ferraro 4. Universal Registration for NJ: Replace the requirement to register a business with multiple organizations (Veterans Administration (VA), State of NJ, Department of Transportation, Port Authority, Property Management, Construction, etc) with a single, Universal Registration. 5. Subcontracting goals: Help Veteran-Owned & Disabled Veteran-Owned Businesses get work. 6. Online listings: Establish a single portal where all Veteran-Owned & Disabled Veteran-Owned Businesses are listed. 7. Conduit for Business Opportunity: Establish a conduit to channel the requirements of one business to all businesses. 8. Buy Veteran: We need to implement a campaign. 9. Veteran-Friendly Municipality Program: Establish contracting goals at the municipal level so all Veteran-Owned & Disabled Veteran-Owned Businesses can compete. 10. Mentorship program: Established Veteran businesses need to help others who are coming along. MAJ Jeff Cantor in Iraq 2004 Winter Newsletter 2018

In total, the evening raised over $8,500 which went towards purchasing gift cards for Servicemen and Servicewomen who are deployed during this Holiday Season. LT Zilinski was a 2000 graduate of CBA, Captain of the CBA Colts’ swim team and Captain of the men’s swim team at West Point where he received the Class of 1923 Memorial Award for Outstanding Member. Attending from the Monmouth Chapter were CSM (R) Jack Chlapowski, VP Education and Mrs Cynthia Wallace, VP Awards. Also attending were brothers Donald and Robert DeFelice, co-owners of the Circle Chevrolet Company in Shrewsbury, NJ, a Monmouth Chapter Community Partner and CPT Joel DuBois, Company Commander of the US Army Field Band, Ft Meade, MD. WAA is an annual event to remember and honor Veterans killed during Military Service and to honor Gold Star Families who have lost loved ones through service in the Military. One man’s annual tribute to our Veterans inspired a legion of volunteers and gave rise to the Wreaths Across America (WAA). In 1960, Mr Morrill Worcester was a 12 year old paper boy in Maine when he won a trip to Washington DC. His visit to Arlington National Cemetery made an especially indelible impression on him. In 1971, he founded the Worcester Wreath Company in Harrington, ME. In 1992, the Worcester Wreath Company found themselves with a surplus of wreaths nearing the end of the holiday season. Remembering his boyhood experience at Arlington, Worcester was reminded that his good fortune was due, in large part, to the Veterans who made the ultimate sacrifice for their country. With the aid of Maine Senator Olympia Snowe, arrangements were made for the surplus wreaths to be placed at Arlington. This annual tribute went on quietly for several years, until 2005, when a photo of the stones at Arlington, adorned with wreaths and covered in snow, went viral and circulated around the internet. In 2007, spurred by thousands of requests to help with wreath donations, Worcester set up Wreaths Across America (WAA), a 501(c)(3) non-profit, to accommodate and honor the spirit of the donations. The Worcester Wreath Company is one of the largest donors of wreaths to WAA and produces the sponsored wreaths at a discounted market price. In 2014, WAA, with its national network of volunteers, laid over 700,000 wreaths at 1,000 locations in the United States, including the Memorials at Pearl Harbor, Bunker Hill, Valley Forge and the sites of the September 11 tragedies. This was accomplished with help from 2,047 fundraising groups, corporate contributions, trucking & shipping donations and thousands of helping hands. Also in 2014, WAA’s goal of covering Arlington National Cemetery was met with the placement of 226,525 wreaths. Worcester’s wife Karen Worcester is the Executive Director of WAA.

NJ Veterans Executive Legislative Action Council (VELAC) Meeting December 19, 2018

At the invitation of COL/Dr Lisa Hou, Deputy Commissioner for Veterans Affairs, NJ Department of Military And Veterans Affairs (DMAVA), AUSA Monmouth Chapter representative Mr Charles Seal, Newsletter Editor, attended the monthly meeting of the NJ Veterans Executive Legislative Action Council (VELAC) Meeting at the NJ American Legion/DAV/VFW Headquarters, Trenton, NJ. The following organizations were represented by 21 individuals: DMAVA, Department of NJ Military Order of the Purple Heart (MOPH), Department of NJ Veterans of Foreign Wars (VFW), Department of NJ Disabled American Veterans (DAV), Department of NJ American Legion, Department of NJ Jewish War Veterans, Department of NJ Catholic War Veterans, NJ Commission on Women Veterans, Fleet Reserve Association (FRA), Vietnam Veterans of America (VVA) and the Association of the US Army (AUSA) Monmouth Chapter. Mr Robert E McNulty Sr, Fleet Reserve Association (FRA) Branch 13, chaired the meeting. The purpose of the VELAC meetings is to discuss various NJ legislative actions associated with Veterans and develop courses of action that are in the best interests of NJ Veterans. Listed below are issues currently being looked by the VELAC:

1. VELAC supports NJ Resolution ACR206, a constitutional amendment allowing Veterans who served at any time to receive all the same benefits aswar time Veterans. 2. VELAC opposes NJ Assembly Resolution AR67, a resolution urging Congress to require VA hospitals to provide all routine screening for women Veterans on-site at each hospital. This is in direct opposition to HR93 that directs the VA to ensure that gender specific services are available at every VA medical center and community based outpatient clinic. Women Veterans should not be required to travel to VA Medical Centers for routine screening and should be allowed to visit community based outpatient clinics.

3. VELAC supports legislative movement for the Blue Water Robert E McNulty Navy Vietnam Veterans Act of 2017 (HR299) now stalled in the Senate. This legislation will allow Veterans that served off the Vietnam coast to file claims for ailments associated with exposure to the herbicide Agent Orange. 4. VELAC sent an email to the sponsors of S10/S2426 and A10/ A3437 suggesting that a section be added to this marijuana legislation to devote a portion of the anticipated proceeds from marijuana sales to Veterans programs in NJ. 5. Ms Terry Dearden, DMAVA Office of Gov Relations, reported that her meeting with Mr Sherwood Goodenough, Democratic Aide and Policy Analyst for the NJ Assembly Majority Office, was not productive. 6. In Sep 2018, VELAC requested 3 bills be posted for Senate hearings. As of Dec 2018, none were heard. 7. VELAC organizations will develop its top 5 federal legislative priorities for 2019 visits to the “Hill” for discussion at the next VELAC meeting scheduled for 01/19/2019.
