Por sus rasgos intrínsecos, la biotecnología -“industria de bienes de capital de la sociedad del conocimiento”- abre nuevos espacios de intercambio público-privado a nivel científico, tecnológico y productivo; bajo ciertas condiciones (umbrales mínimos de conocimiento, facilidades técnicas y productivas, derechos de propiedad, desarrollo de las actividades “aguas abajo”, control de los activos complementarios) estos nuevos espacios de intercambio generan o potencian mercados a partir de los cuales es factible captar rentas adicionales. El presente trabajo analiza los efectos y posibilidades de la biotecnología moderna sobre el sendero de desarrollo de los principales países de la región. Para ello se delinean los rasgos centrales de esta tecnología y sus impactos sobre los procesos productivos, así como, también, la dinámica reciente que tienen las aplicaciones de estas tecnologías en la producción en los países desarrollados, poniendo énfasis en las mega-corporaciones de la biotecnología. Asimismo, se realiza un análisis de los principales desarrollos biotecnológicos en los países latinoamericanos, que incluye una revisión de los esfuerzos públicos y de los incipientes desarrollos privados (con su aplicación a algunas actividades productivas relevantes). Por último, el trabajo se completa con una serie de reflexiones acerca de las posibilidades (y limitaciones) que plantean estas tecnologías para los países de la región. 5 CEPAL – Colección Documentos de proyectos Biotecnología y desarrollo I. Introducción En las últimas décadas ha cobrado mayor fuerza en las agendas de las discusiones de políticas públicas de la región el tema referido al desarrollo. Luego de un fuerte predominio de las cuestiones relacionadas con los (des)equilibrios macroeconómicos, los problemas fiscales y/o los temas institucionales, recobra vigor el tratamiento del crecimiento y su relación con el desarrollo. Dos elementos centrales contribuyen a este proceso. Por un lado, los impactos que devienen de los cambios relacionados con las nuevas tecnologías -TICS y biológicas- que, dado su carácter schumpeteriano, van camino a modificar estructuras productivas e instituciones (públicas y privadas) (Magariños 2006; Katz y Bárcena, 2004; PROCISUR, 2001; Riftkin, 1998; Sasson, 1993; Orsenigo, 1990). Por otro, y con particular relevancia en el último lustro, en la casi totalidad de los países de la region, se ha producido una creciente generación de rentas adicionales asociadas con los superávit de comercio internacional. Sin mayores cambios en la composición estructural, parte relevante de esta dinámica se basa en mejoras en los términos de intercambio1.     Ensuring U.S. Biopharmaceutical Competitiveness STEPHEN EZELL | JULY 2020 If the United States is serious about maintaining its leadership in biopharmaceuticals, then it’s time for policymakers to articulate and embrace a robust sectoral competitiveness strategy. KEY TAKEAWAYS ▪ The biopharmaceutical industry makes important contributions to the U.S. economy, including employing over 500,000 workers making 1.4 times the U.S. earnings average. ▪ The United States leads the world on most indices of R&D investment and innovation. From 2004 to 2018, U.S.-headquartered firms produced almost twice as many new drugs as did firms in Europe, and 3 to 4 times as many as Japan. ▪ Despite U.S. strengths in biopharmaceutical R&D and innovation, manufacturing has dropped. From 2009 to 2018, real value-added output in pharmaceutical and medicines manufacturing fell by nearly one-third. ▪ Partly as a consequence, the U.S. trade balance in pharmaceuticals has grown from a deficit of $16 billion in 2010 to a deficit of $77 billion in 2019. ▪ Calls for reshoring more biopharmaceutical manufacturing should distinguish between mature manufacturing processes and those still evolving, as in continuous process biomanufacturing, where U.S.-based production can enjoy unique strengths. ▪ America must continually bolster its biopharmaceutical leadership position, especially as China implements ever-more aggressive policies to improve their life-sciences competitiveness, not only in production but also in innovation. ▪ To support the sector, policymakers should focus on: 1) maintaining strengths, including in pricing, tech transfer, and intellectual property; 2) spurring domestic innovation; 3) spurring increased domestic production; and 4) combatting foreign mercantilism.

    New Product Assessment Warhawk Therapeutic Technologies Therapeutic proteins are proteins that are either engineered in a laboratory or extracted from human or animal cells for pharmaceutical use as the active substance in a drug. Most of these therapeutic proteins are recombinant human proteins. They are manufactured in non-human mammalian cell lines that have been designed to express a specific human genetic sequence. The majority of these biopharmaceuticals are recombinant therapeutic proteins administered by injection. Once injected into the body, the proteins are broken down by enzymes and cellular activity in the bloodstream and are filtered out of the blood by the body’s organs. Thus, patients must receive frequent injections to maintain effective therapeutic levels of protein in the body. Therapeutic proteins are used for treatment and prevention of diseases and disorders in the human body. For example diabetes, arthritis, infections, heart attacks, and cancers can all be treated through the use of these proteins. There are several production technologies in this industry aimed at maximizing the production yields of these proteins. Current methods of production only yield 10 percent to 20 percent of the therapeutic proteins. However, Warhawk Therapeutic Technologies’ production technology is capable of yielding XX – XX percent which, in turn will reduce production costs and initial capital investments on manufacturing facilities. Additionally, the protein folding process employed by Warhawk Therapeutic Technologies does not require the use of strong chemical reagents or special equipment. The following report includes a review of competition, a preliminary patent search, a sample of market feedback, and an investigation into trends that may affect the market for the Warhawk Therapeutic Technologies protein folding system.
