SAT-STA-20111021-00206 E S2401 Intelsat License LLC Date Filed: 10/21/2011 10:20:29:91000 Special Temporary Authority Intelsat License LLC requests special temporary authority for a period of 180 days to conduct telemetry, tracking, and telecommand operations necessary to drift the Intelsat 706 space station from its current orbital position of 72.0° E.L. to the 47.5º E.L. orbital position and to maintain Intelsat 706 at the 47.5º E.L. orbital position using the following center frequencies: 3947.5 MHz, 3948.0 MHz , 3952.5 MHz, and 3952.0 MHz (Right-hand Circular Polarization, space-to-Earth); and 6173.7 MHz and 6176.3 (Left-hand Circular Polarization, Earth-to-space). Additionally, Intelsat seeks to operate Intelsat 706 temporarily at 47.5º E.L., in inclined orbit, using the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.95-11.2 GHz (space-to-Earth), 11.45-11.7 GHz (space-to-Earth), 12.5-12.75 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands. Intelsat requests waiver of Sections 25.202(g), 25.210(a)(1), 25.210(i), and 25.211(a) of the Commission's rules in connection with its request. CORRECTIONS SAT-MPL-20110923-00187 S2591 New Skies Satellites B.V. We are correcting the Public Notice accepting for filing New Skies Satellites B.V.'s application to modify the terms of grant of U.S. market access for its NSS-806 space station at the 40.5º W.L. orbital location. In that Public Notice, Report No. SAT-00819, we stated that, "New Skies states that NSS-806 will provide direct-to-home services in the 11.70-11.95 GHz (space-to-Earth) and 14.25-14.50 GHz (Earth-to-space) frequency bands." Instead, that sentence should read, "New Skies states that the steerable Ku-band spot beam on NSS-806 will operate in the 11.70-11.95 GHz (space-to-Earth) and 14.25-14.50 GHz (Earth-to-space) frequency bands." This correction does not change the date on which comments regarding the modification application are due. Comments are due on December 5, 2011. THE IMPORTANCE OF SATELLITE ACCESS TO SPECTRUM Satellite systems and networks require hundreds of millions of Euros of investment, and years of advance planning and construction prior to deployment. Investment decisions related to development of networks are made based on the business case and require market access on reasonable terms to the countries in the footprint. Once a satellite is operational, commercial viability depends on the availability of spectrum and the applicable regulatory regimes that the satellite network will be serving. Spectrum is the essential ingredient of all wireless communications systems. As satellites are a transnational, wireless-based technology, satellite operators heavily depend upon the global spectrum allocations of the United Nations’ International Telecommunication Union (“ITU”). Satellite companies use their satellites to deliver a full range of services including among others: broadcast and other program distribution; broadband; maritime; aeronautical; government and emergency communications; telecommunications and private data networks, mobile fleet / traffic management and telemedicine. In particular, satellite has been at the forefront of digital TV & high definition television (“HDTV”) development and should also be considered as one of the best platforms for the further growth of HDTV and the development of 3-D and interactive on demand digital services in Europe. Taking advantage of the high reliability of their infrastructure, European satellite operators have also long used their networks to connect Europe and the world during the most difficult man-made and natural disasters. Furthermore, satellite is the only available means of communications able to efficiently and immediately deliver broadband to all underserved or un-served areas of Europe.
