................................................................................................................................. 331 1 PUBLIC ACCOUNTS/COMPTES PUBLICS, 2011-2012 A GUIDE TO PUBLIC ACCOUNTS 1. SCOPE OF THE PUBLIC ACCOUNTS The 2011-2012 Public Accounts of the Province of Ontario comprise the Annual Report and Consolidated Financial Statements and three volumes: Volume 1 contains ministry statements and detailed schedules of debt and other items. The ministry statements reflect the financial activities of the government’s ministries on the accrual basis of accounting, providing a comparison of appropriations with actual spending. Ministry expenses include all expenses that are subject to appropriation approved by the Legislative Assembly, but exclude adjustments arising from consolidation of government organizations whose expenses are not appropriated. Volume 2 contains the financial statements of Government Organizations and Business Enterprises that are part of the government’s reporting entity and other miscellaneous financial statements. Volume 3 contains the details of payments made by ministries to vendors and transfer payment recipients that are not deemed to be prohibited by the Freedom of Information and Protection of Privacy Act. 2. A GUIDE TO VOLUME 3 OF THE PUBLIC ACCOUNTS Detailed schedules of cash payments made by ministries are listed under the categories below. Transactions between ministries are not reported in this volume. VOTED APPROPRIATIONS (a) Salaries and Wages Suppliers of temporary help services that received payments equal to or exceeding $50,000 are listed here. Public service, Crown and Other employees paid salaries of at least $100,000 that meet the requirements of the Public Sector Salary Disclosure Act, 1996 are listed in the annual Public Sector Salary Disclosure. (b) Employee Benefits As the employer, Management Board Secretariat makes payments on behalf of all ministries to suppliers for employee benefits. Payments equal to or exceeding $50,000 made directly to a supplier by the ministry for employee benefits are listed here. (c) Travel Travel payments for employees equal to or exceeding $10,000 are listed alphabetically by employee name. Travel payments made for Ministers, Parliamentary Assistants and Deputy Ministers are included regardless of amount. (d) Transfer Payments Total payments for grants, subsidies or assistance to persons, businesses, non-commercial institutions, and other government bodies equal to or exceeding $120,000 are listed under various subheadings appropriate to the individual ministry. (e) Other Payments All other payments to suppliers of goods and services, to debtors under loan agreements, investments in the shares of Crown corporations or other entities, acquisition and construction of buildings and roads, acquisition of land and special transactions such as interest incentives and subsidies, guarantees honoured, losses on loans, repayable grants and miscellaneous payments equal to or exceeding $50,000 are listed here. Les Louttit was elected to his first term as NAN Deputy Grand Chief on August 12, 2009 and his second term on August 15, 2012. His second term election is justified by his extreme commitment to the people of Nishnawbe Aski Nation as well as the many initiatives and projects completed in his first term. Les has had a lengthy business career focused on economic development, housing development and improving living conditions in First Nation communities. Les is from Fort Albany First Nation, a Cree community located in the James Bay region of the Nishnawbe Aski Nation Territory. Born and raised on the land, he pursued his academic interests in southern Ontario, graduating from Queen’s School of Business at Queen’s University in Kingston, Ontario, and earning an Executive Masters of Business Administration. Les was one of the original employees of Grand Council Treaty 9, acting in a variety of leadership positions through the 1970s and 1980s including Director of Community Development, Director of Local Government, Housing Specialist and Executive Director. One of his biggest accomplishments came while serving as NAN’s negotiator on governance negotiations with Indian and Northern Affairs Canada (1997-98). His efforts resulted in the Framework Agreement on NAN Governance, a landmark agreement that has helped shape the future for NAN First Nations. He was also a negotiator on the “Six-Pack Negotiations” which resulted in the creation of six new NAN First Nations in Northwestern Ontario (Keewaywin First Nation, New Saugeen Fist Nation, Wawakapewin First Nation, Aroland First Nation, Slate Falls First Nation, and Wapakeka First Nation).

With the belief that the current system is good but requires improvements, CTESS strengthens it by identifying deficiencies and proposing innovations. Unlike any other electoral system currently in use and which all have tradeoffs, CTESS has no tradeoffs and therefore eliminates the need to change electoral systems as a whole. Christopher first started thinking about this after the 1993 Canadian federal elections, since the results of those elections appeared to him to be inconsistent with how the voters voted. Ten years later in 2003, while still in university, he came up with the current model (the Twardawa Model) which is a simple yet considerate and sophisticated model. It can be applied to any democratic state under the Westminster model of government and similar systems.
