Teams will consist of at least 5 players, with a maximum of 10 players. The age divisions are as follows: Lombardi (Ages 5-6); Shula (Ages 7-8); Madden (Ages 9-10); and Walsh (Ages 11-12). Some divisions may be combined pending final registration numbers. 2. Gameplay is 5-on-5, NON-CONTACT (i.e. no tackling, blocking, stiff arming, screening, charging). Teams must start a game with a minimum of 5 players. In the event of an injury or absence, a team with insufficient substitute players may play with 4 players on the field, but no fewer than 4. 3. At the start of each game, captains from both teams shall meet at midfield for the coin toss to determine who shall start with the ball. The visiting team shall call the toss. 4. The winner of the coin toss has the choice of offense or defense. The loser of the coin toss has the choice of direction. Teams may not choose to defer to the second half. 5. The offensive team takes possession of the ball at its 5-yard line and has three (3) or four (4) plays to cross midfield. Once a team crosses midfield, they have three (3) or four (4) plays to score a touchdown. 6. If the offense fails to score, the ball changes possession and the new offensive team starts its drive on its own 5-yard line. 7. If the offensive team fails to cross midfield, possession of the ball changes and the opposition starts its drive from its own 5-yard line. 8. All possession changes, except interceptions, start on the offense’s 5-yard line. 9. To promote participation, coaches are required to allocate playing time fairly and equally amongst the players and all players MUST receive one (1) touch per game. Exception – Walsh Division and if a player is injured (Touch Rule explained in more detail on Pg. 3). II. Equipment & Player Attire 1. Star Flag Football provides each player with a flag belt and a NFL Flag reversible jersey. Teams will use the footballs provided by Star Flag Football. 2. Players must wear shoes. Football cleats are encouraged; however, cleats with exposed metal are not allowed and must be removed. 3. Players may tape their forearms, hands and fingers. Players may wear gloves, elbow pads, and kneepads. Braces with exposed metals are not allowed. Version 1.0 (June 2016) www.STARFLAGFOOTBALL.org Page 2 of 14 Star Flag Football – Official Rule Book 4. Players must remove all watches, earrings, and any other jewelry that the officials deem hazardous 5. Official NFL Flag jerseys must be worn during play. Home teams wear dark color jerseys. Visiting teams wear light color jerseys. 6. Players’ jerseys must be tucked into the pants or shorts. 7. Pants or shorts with belt loops or pockets must be taped. 8. Every child MUST have a mouthpiece. III. Field 1. The field dimensions are 70 x 30 yards with two 10-yard end zones, and a midfield line-to-gain. No-Run Zones precede each line-to-gain by 5 yards. However, field size may vary based on field availability. 2. No-Run Zones are in place to prevent teams from conducting power run plays. While in the No-Run Zones (a 5 yard imaginary zone before midfield and before the end zone), teams cannot run the ball in any fashion. All plays must be pass plays, even with a handoff. 3. Stepping on the boundary line is considered out of bounds. 4. Each offensive squad approaches only TWO No-Run Zones in each drive (one zone 5 yards from midfield to gain the first down, and one zone 5 yards from the goal line to score a TD). IV. Playing Time & Substitution Patterns 1. Our program promotes participation from all players so that they may learn the fundamentals of the game and more importantly, have fun. Coaches are required to allocate playing time fairly and equally amongst all players. We will make best effort to assure that all of the kids are receiving equal playing time. 2. Coaches are encouraged to monitor each other and report any violations of the playing time rules to the league director. V. Touch Rule 1. EVERY child MUST get at least one (1) touch per game. a. A touch is defined as a player receiving a handoff, receiving a pass, or a quarterback completing a pass. For instance, if a quarterback completes a pass to a receiver, both the quarterback and receiver will be credited with a touch. Will be verified by an official at the end of games. EXCEPTION – WALSH DIVISION. VI. Timing & Overtime 1. Games are played on a 48 minute continuous clock, with two twenty-four minute halves. The clock stops only for timeouts, penalties, and injuries. In the last two minutes of each half, the clock stops for incomplete pass attempts and touchdowns. 2. Halftime is two minutes long. 3. Each time the ball is spotted, a team has 45 seconds to snap the ball. Teams will receive one warning before a delay-of-game penalty is enforced. 4. Each team has one 60-second time out per half. 5. Officials can stop the clock at their discretion. 6. In the event of an injury the clock will stop and then restart when the injured player is removed from the field of play. 7. If the score is tied at the end of 48 minutes, the game will end in a tie (in recreational play). For competitive tournament play, the overtime format is as follows: a. Each team is allowed a minimum of one possession. i. First possession choice goes to the winner of the coin toss. ii. Each team gets one possession. The possession will start at midfield. b. All regulation period rules and penalties are in effect. c. There are no time-outs. d. Interceptions are not returnable but will result in the other team taking possession and starting at mid-field. e. Each team will be scored based on yardage gained or points scored: i. Yardage gained – each team will be given one complete series to drive the field as far as they can. The yardage gained will be noted by the official. The team with the most yards gained wins. If both teams score touchdowns and complete the same amount of points in conversions, the process will continue. ii. Scoring – Same as regulation. The team that scores and is able to prevent the defense from scoring wins. If neither team scores, the winner will be determined by whichever has gained the most yards. Change of Possession: i. Change of possession takes place when Team A’s forward progress is halted on downs or scores a touchdown. ii. Team B takes possession at midfield as does Team A and advances in the same direction. VII. Scoring 1. Touchdowns: 6 points 2. PAT (Point After Touchdown/Extra Point): 1 point (5-yard line) or 2 points (10-yard line) Note: 1 point PAT is PASS only, 2 point PAT can be RUN OR PASS. For the Lombardi Division, only 1 point PATs. 3. Safety: 2 points a. A Safety occurs when the ball carrier is declared down in his/her own end zone. They can be called down when their flags are pulled by a defensive player, their flag falls out, they step out of bounds or they hit the ground with their knee or arm. A Safety also occurs when there is an offensive penalty in the end zone. When a Safety is called, the defense then takes possession. 4. Mercy Rule: After one team is winning by twenty eight points, the Mercy Rule is in effect. At this point, score is no longer kept and the score will be entered as is (based on when the Mercy Rule was called, i.e. 28-0). VIII. Coaches 1. Coaches are typically volunteer parents or family members helping the players learn and enjoy the game. Parents are encouraged to support the coach at all times. 2. Coaches are allowed on the field to direct players for all age divisions. The specific breakdown is as follows: a. Lombardi Division (Ages 5-6) – up to two coaches allowed on the field at a time b. Shula Division (Ages 7-8) – up to two coaches allowed on the field c. Madden Division (Ages 9-10) – one coach allowed on the field d. The winner of the coin toss decides either: (1) whether to take first offense possession or to defend first; or (2) which endzone to defend in the first half. The loser of the coin toss gets to select whichever option the winner of the coin toss opts not to select. [Example: winner of the coin toss elects to take the first offensive possession; the loser, in that circumstance, gets to select which endzone will be defended in the first half.] Teams change sides after the first half.     Touch Football Rules & Regulations This is first and foremost a recreational youth league, so we encourage fair and positive play. This means we expect all participants and spectators to be POSTIVE and refrain from negative remarks or complaining about calls. Every participant will play an equal amount, and will receive ample opportunities to contribute on both sides of the ball. I. THE GAME a. The game will be 6 on 6 with two (2) down lineman. Coaches will rotate players so that all team members will have an equal amount of time as lineman and receivers. b. If a team is short-handed, game format will be decreased to 5 on 5 to ensure a fair game. c. Games will consist of two 20 minute quarters with running time. Clock will only stop on called timeouts, and under 30 seconds in each half on any dead ball (incomplete pass, or play ending with a player out of bounds). d. Each team will receive two timeouts per half. Timeouts can only be called by the coach. e. Teams will start their possession at their own 10 yard line. Teams have 4 downs to cross the midfield line for a first down. After crossing the midfield line, teams have 4 downs to score a touchdown. f. There are no punts. If a team chooses on fourth down to “punt” the defensive team will receive the ball and start possession on their own 10 yard line. g. There will be a 35 second play clock which begins upon placement of the ball by the referee.

    Fox Valley Pop Warner – 2021 Flag Football Rules GENERAL Flag football games are played using a 5-on-5 format. The offense will have a center (or QB Tee), quarterback, and a mix of wide receivers and running backs. The defensive positions can include rushers and pass defenders which may include man-to-man and zone defensive strategies. GAME 1. The HOME team will start with the ball in the FIRST half. The VISITOR team will start with the ball in the SECOND half. 2. The offense starts with the ball on the 40-yardline and has six downs to score. If the offense fails to score the opposing team will take offensive possession starting with the ball on the 40-yardline. Offensive drives are always in the same direction. 3. A touchdown is 6 points and a safety is 2 points (1-point conversion from the 5-yard line; 2-point conversion from the 10-yard line). EQUIPMENT 1. Player must bring their FVPW supplied NFL FLAG belts. 2. All players must wear FLAG belts and mouth guards at all times while on the playing fields. 3. NFL FLAG jerseys must be worn. 4. NFL FLAG footballs will be provided by FVPW. Team footballs are not allowed. 5. Players must wear shoes. Molded rubber cleats may be worn. However, cleats with exposed metal are never allowed. 6. Players may tape their forearms, hands and fingers. Players may wear gloves, elbow pads and kneepads. Braces with exposed metals are not allowed. 7. Players must remove all jewelry, hats and do-rags.

Special Olympics Flag Football is non-contact. a. In all aspects of Special Olympics Flag Football, rulings shall be made with player safety as the primary consideration. 2. Teams shall field five (5) players to start the game (required). a. Teams may continue with a minimum of four (4) players, if necessary due to disqualification or injury. 3. Teams will be grouped in divisions based on a classification round of games. 4. Points of Emphasis a. No team shall repeatedly commit penalties/fouls which halve the distance to the goal line. b. Neither team shall commit any act which, in the opinion of the referee, tends to make a travesty of the game.
