Azad Khan3, Kishwar Azad3 and Edward Fottrell1 Abstract Background: An estimated 463 million people globally have diabetes, with the prevalence growing in low-and middle-income settings, such as Bangladesh. Given the need for context-appropriate interventions to prevent type 2 diabetes mellitus (T2DM), the ‘Diabetes: Community-led Awareness, Response and Evaluation’ (D:Clare) trial will rigorously evaluate the replication and scale-up of a participatory learning and action (PLA) cycle intervention in Bangladesh, to inform policy on population-level T2DM prevention and control. Methods: This is a stepped-wedge cluster randomised controlled trial, with integrated process and economic evaluations, conducted from March 2020 to September 2022. The trial will evaluate a community-based four-phase PLA cycle intervention focused on prevention and control of T2DM implemented over 18 months, against a control of usual care. Twelve clusters will be randomly allocated (1:1) to implement the intervention at project month 1 or 12. The intervention will be evaluated through three cross-sectional surveys at months 1, 12 and 24. The trial will be conducted in Alfadanga Upazila, Faridpur district, with an estimated population of 120,000. Clusters are defined as administrative geographical areas, with approximately equal populations.

    Hazard Incidents in Bangladesh, June 2020 Overview of Hazard Incidents in June 2020 In June 2020, 10 devastating hazards took place across Bangladesh i.e. Covid-19 pandemic, lightning, riverbank erosion, wild animal attack, fire, tornado, heavy rainfall, flood, boat capsize and flash flood. In June 2020, Covid-19 affected a total of 98,330 persons across the country among which 1,197 persons died and 49,844 persons recovered. From March 08 to June 30, 2020, the total number of Covid-19 patient is 145,843 among which 1,847 persons died and 59,624 persons recovered. Lightning took place in 24 districts with 59 incidents in which 73 persons were killed and three persons injured. Riverbank erosion affected two districts with four incidents which affected 139 households and washed away croplands, trees and one primary school. Wild animal attack took place in two districts with five incidents which injured 10 persons and damaged 25 HA cropland. Fire affected eight districts with 21 incidents which killed eight persons, injured 20 persons, and caused damage of huge properties. Only Source: NDRCC Report and National Dailies, June 2020 incident of Tornado took place in Brahmanbaria in which 12 houses broke and three houses completely collapsed. The only reported heavy rainfall was in Cox’s Bazar which partially affected 29,295 households and inundated 250 villages. Flood took place in 13 districts affecting 1,012,775 people in 266 unions. Boat capsize was reported in three districts with three incidents in which 37 persons killed and one person injured. The only incident of flash flood was reported in Sunamganj in which one person was missing.

    The Chief Engineer Local Government Engineering Department PREFACE It is a matter of satisfaction that LGED Road Database has been published through compilation of data that represent all relevant information of rural road network of the country in a structured manner. The Rural Infrastructure Maintenance Management Unit of LGED (former Rural Infrastructure Maintenance Cell) took up the initiative to create a road inventory database in mid nineties to register all of its road assets country-wide with the help of customized software called, Road and Structure Database Management System. The said database was designed to accommodate all relevant information on the road network sequentially and the system was upgraded from time to time to cater the growing needs. In general, the purpose of this database is to use it in planning and management of LGED's rural road network by providing detailed information on roads and structures. In particular, from maintenance point of view this helps to draw up comprehensive maintenance program including rational allocation of fund based on various parameters and physical condition of the road network. According to recent road re-classification, LGED is responsible for construction, development and maintenance of three classes of roads, which has been named as Upazila Road, Union Road and Village Road (category A & B) in association with Local Government Institution. The basic information about these roads like, road name, road type, length, surface type, condition, structure number with span, existing gaps with length, etc. has been made available in the road inventory. Side by side, corresponding spatial data are also provided in the road map comprising this document.
