Overview of Hazard Incidents in June 2020

In June 2020, 10 devastating hazards took place across Bangladesh i.e. Covid-19 pandemic, lightning, riverbank erosion, wild animal attack, fire, tornado, heavy rainfall, flood, boat capsize and flash flood. In June 2020, Covid-19 affected a total of 98,330 persons across the country among which 1,197 persons died and 49,844 persons recovered. From March 08 to June 30, 2020, the total number of Covid-19 patient is 145,843 among which 1,847 persons died and 59,624 persons recovered. Lightning took place in 24 districts with 59 incidents in which 73 persons were killed and three persons injured. Riverbank erosion affected two districts with four incidents which affected 139 households and washed away croplands, trees and one primary school. Wild animal attack took place in two districts with five incidents which injured 10 persons and damaged 25 HA cropland. Fire affected eight districts with 21 incidents which killed eight persons, injured 20 persons, and caused damage of huge properties. The only reported heavy rainfall was in Cox’s Bazar which partially affected 29,295 households and inundated 250 villages. Flood took place in 13 districts affecting 1,012,775 people in 266 unions. Boat capsize was reported in three districts with three incidents in which 37 persons killed and one person injured. Covid-19 Pandemic in Bangladesh The Covid-19 pandemic had Covid-19 Impact in Bangladesh affected with high impacts throughout this month in all 120000 98330 the 64 districts across 100000 Bangladesh. It is notable that 50 persons have been identified with Covid-19 in the Rohingya refugee camps in Cox’s Bazar district. The number of identified cases in Bangladesh with Covid-19 is increasing as per Directorate General of Health Services (DGHS) and IEDCR have increased the testing of Covid-19 at 68 labs across the country. Though government has taken steps to minimize movement of people but the situation may become worsen if health guidelines by the Director General of Health Services (DGHS) are not maintained properly. Habiganj, Pabna, Bogura and Moulvibazar faced six incidents each. A total of 28 incidents of lightning took place in Habiganj, Joypurhat, Natore, Naogaon, Noakhali, Mymensingh, Pabna, Chapainawabganj, Bogura, Kushtia, Tangail, Moulvibazar and Jashore on June 04, 2020 which killed 31 persons and injured three persons.

A group of wild elephants coming from India came to the locality of Roumari and Rajibpur upazila under Kurigram district and damaged cropland of 25 HA. Another group of monkeys coming to the localities for food, attacked some people of Jashore Sadar and Kashba upazila under Jashore district and injured 10 persons.

Fire Eight districts i.e. , Chattogram, Joypurhat, Tangail, Cumilla, Noakhali, Faridpur, and Khagrachhari faced 21 incidents of fire in June 2020, which killed eight persons, injured 20 persons, burnt 35 houses, 101 shops, one showroom, three godowns, one railway engine, five motorbike workshops, few computers and chairs, and goods of a covered van; with an estimated loss of BDT 55 lakhs. Dhaka faced the highest number of incidents (i.e. 13) and Chattogram was second highest in terms of incidents (i.e. 2). In an incident in Mirshorai upazila under Chattogram district on June 06, 2020, 2020, three persons killed and four persons were injured due to fire in a factory of BSRM steel mills. Another incindent in Alfadanga upazila under on June 23, 2020 burnt seven shops in a market causing an estimated loss of BDT 50 lakhs.

Heavy rainfall Only incident of heavy rainfall was reported in all the of Cox’s Bazar district on June 19, 2020 in which 250 villages partially inundated, 29,295 households partially affected, 81 ponds inundated, 71 houses, 36 km roads, 29 fish hatcheries partially damaged (NDRCC report, June 20, 2020). Flood Due to heavy rainfall and shower from the upstream after June 20, 2020, a flood started to take place and as of July 04, 2020, the flood has already impacted 13 districts i.e. Lalmonirhat, Kurigram, Gaibandha, Nilphamari, Rangpur, Sunamganj, Sirajganj, Bogura, Jamalpur, Sylhet, Tangail, Rajbari and Madaripur in which 1,012,775 population affected in 266 unions and 221,158 households became marooned. The water level in 17 points of Kurigram, Nilphamari, Gaibandha, Jamalpur, Bogura, Sirajganj, Tangail, Manikganj, Rajbari, Munshiganj and Sunamganj are running over the danger level. According to the analysis of Needs Assessment Working Group of Bangladesh, the flood situation may worsen in the mid of July, 20201. The so far impact of flood is given in the table below:

A launch named Morning Bird drowned in Forashganj ghat area near Shadarghat, Dhaka due to an accident with another launch named Mayur- 2 on June 29, 2020 in which 34 persons were killed.

GoB Response in June 2020 Response to lightning: Each killed person’s family received BDT 20,000 from the district administration of Habiganj on June 04, 2020. The family of the killed person received BDT 2,000 each from the district administration of Joypurhat on June 04, 2020. Killed person’s family received BDT 20,000 from the Chunarughat upazila administration of on June 06, 2020. Each killed person’s family received BDT 20,000 by the upazila administration of Golapganj Sylhet on June 08, 2020. Response to flood: GoB undertook necessary initiatives to minimize losses due to flood. The district- wise allocation of relief by the Ministry of Disaster Management and Relief is given below in the table:

DGHS has prepared guidelines for the organizations (both public and private) to be maintained during working hours. DGHS and IEDCR have undertaken necessary steps to test Covid-19 suspected patients in 68 test labs across the country which have already tested 766,407 samples as of June 30, 2020. The treatment providers were provided with 2,387,364 Personal Protection Equipment (PPE) and 140,881 PPE are in stock for further use. DGHS and IEDCR have opened up hotline number (i.e. 16263, 333, 01927711784, 01927711785, 01937000011, 01937110011) for consultation with doctors through phone calls which already have attended to 13,941,391 phone calls. 4,217 doctors are providing healthcare services voluntarily. Screening have been conducted of 736,155 persons in airports, railway stations, sea port and land ports. People (especially poor and ultra-poor) who are in need of foods, GoB arranged to provide food at their doorsteps by the local administrations (Source: DGHS Health Bulletin as of June 30, 2020). Conclusion A total of 10 hazards took place in this month with several incidents across the country. These incidents caused a huge loss of lives and properties and disrupted daily activities of people. GoB took initiatives to minimize the losses and also undertook necessary actions to provide support to the distressed people.
