Minutes of an Ordinary meeting of the Parish Council on Monday 14 September 2020 Meeting commenced at 7.30pm

2009/01 WELCOME AND APOLOGIES The Chairman welcomed everyone to the meeting.

2009/02 PUBLIC ADMISSIONS TO MEETINGS ACT (1960) There were no items of a confidential nature that required the public or press to be excluded.

2009/03 DECLARATIONS OF INTEREST There were no declarations of interest.

2009/04 Question Time The subject of a footpath and cycle path between Haigh and West Bretton was raised by resident and asked if there is a case for resurrecting discussions on this. Currently, the path is in a very poor condition with very little work carried out by D R A theF T District Council. Councillor Hodgson indicated that it currently does not meet the standards for a good quality cycleway and would require considerable works to be carried out. However, the Parish Council indicated it would be happy to support the principle and details would be submitted to the District Councillors.

The Clerk was asked to contact the District Council as the weeds on verges around the village are becoming overgrown and there did not appear to have been any spraying undertaken.

2009/06 Sculpture Park Helen Featherstone reported the process of reopening after being closed for four months. There is now a pre booking system being operated which has much reduced capacity from the usual to comply with test and trace. On site there are a maximum of 2,500 people, whereas on a peak August bank holiday weekend, YSP could previously have expected up to 6,000 visitors. The cost is now price per person rather than price per car. She was pleased to report that they have maintained the residents’ pass. The Weston, Longside Gallery and the Chapel are not yet opened; these will be part of a phased opening plan over the coming months. There will be no new exhibitions. There is a loss in income of about £1.3m as YSP usually accrues reserves for over winter but this has not been possible this year. Members thanked Helen for her report and

commented that the new pricing system was working well for the village as parking was much improved and it was useful being able to book as a resident to walk in the Park.

2009/07 Bretton Hall No updates at the present time. Regular meetings with YSP will recommence in Autumn.

2009/08 Highways Issues The kerbs on the pavement area to the front of Estate House have been repaired. It was noted that the movement of commercial traffic on Bretton Lane appears to be improving with an absence of foreign traffic and more usage of Sycamore Lane. The issue of speeding through the Village was discussed and it was noted that the highway works to carry out safety improvement works at the junction of Bretton Lane (as per letter dated 19 December 2019 and copy of the proposed alterations from WMDC) had made little difference to the speed with which vehicles travel onto Bretton Lane. It was also noted that the decommissioning of the existing Variable Messaging Sign located on Road and replacement with a new up-to-date VMS in a more suitable location had not been actioned either.

2009/09 Minutes of the Parish Council meetings held on 9 March 2020 and 10 August 2020 It was proposed by Councillor Smith, seconded by Councillor Watson and resolved that the minutes of the meetings held on 9 March 2020 and 10 August 2020 be accepted.

2009/10 CLERK’S REPORT 2009/10.1 Updates arising from the minutes: 2003/11 – Feasibility of siting a tree on the wide grass verge on the A636 at the approach to the roundabout. The Clerk reported the District Council had recently indicated it would require careful consideration before consent could be granted toD R A F T such a request. The Clerk was asked to contact the contractor, Pascon, to ask if their donation of £200 to the village could be transferred to the Parish Council bank account and be ring-fenced to be used when a more suitable suggestion could be identified.

2008/03(e) Annual Governance and Reporting statement – an email has been received from the External Auditors, PKF Littlejohn, indicating that all is in order with the final accounts for the year ending 31 March 2020. The Certificate of Exemption and other documents have been posted to the Parish Council website.

2009/10.3 Financial statement and presentation of accounts payable (currently all payments are being made by bank transfer, with these being authorised by Councillor Spaul and Councillor Wriglesworth):

2009/10.4 It was proposed by Councillor Spaul, seconded by Councillor Smith and resolved to pay a sum of £5 to Sitlington Parish Council towards the cost of its Zoom subscription to enable West Bretton Parish Council to use it for its monthly remote meetings and until such time as the Parish Council can hold face-to-face meetings.

2009/10.5 The Risk Assessment document was reviewed and approved with inclusion of additional detail regarding current use of the Village Hall during the Covid19 pandemic.

2009/10.5 There were no grant applications received for consideration.

2009/10.6 It was proposed by Councillor Watson, seconded by Councillor Smith and resolved that the Clerk should purchase a wreath from the Royal British Legion to be laid at the War Memorial on Remembrance Sunday (8 November). The sum of £35 to be donated to the RBL and the Clerk to be reimbursed.

2009/12 Community Issues 2009/12.1 Village Institute – report of Management Committee Councillor Spaul reported the following: • the Village Institute had closed on 18 March due to Coronavirus and reopened on 20 August, with social distancing. Tai Chi had been the first class back. • With effect from 2 September there are now dance classes on two evenings per week and all day Saturday. • Keep fit started on 10 September • the bar was reopened on 11 September the bar • The defibrillator has been installed • During August there was a public consultation on the proposed plans for the refurbishment/extending of the village hall with the results as yet unknown.

2009/12.2 West Bretton JI School – report of Governing Body School remained open for key worker children throughout the lockdown and reopened on 8 September for all pupils. The next Governing Body meeting is on 13 October.

2009/12.3 WMDC Councillors’ reports D/Cllr Harvey reported:

D R A F T • She has commenced Zoom surgeries • Her resignation from the Governing Body at West Bretton J&I School due to the workload with her other commitments • The District Council’s Chief Executive has retired

She also made members aware that with three signatories from the Ward members, a planning application can be considered by the Planning Committee rather than the application being decided by delegated decision.
