WEST BRETTON PARISH COUNCIL Minutes of an Ordinary meeting of the Parish Council on Monday 16 September 2019 Meeting commenced at 7.30pm Present In Attendance Cllr D Spaul (Chair) Clerk – Mrs S Earnshaw Cllr T Hodgson Members of the Public – 70-80 Cllr C Smith Mr M Finch, Rushbond Cllr L Watson D/Cllr Sanders Cllr J Wriglesworth D/Cllr Binns Helen Featherstone, YSP Prior to the commencement of the meeting, Mr Mark Finch, Director for Real Estate, Rushbond, was welcomed to the meeting to give his presentation regarding developments at Bretton Hall. He gave a resume since being taken over by Rushbond – repairs and renovations required to the windows/stone/roofing; residential buildings demolished with the exception of Grasshopper. The material from the demolition to be used as hardcore for new roads. The vision is to be a place with Arts at its heart, open to everyone, to raise creativity; a place to visit, holiday or stay overnight. It will be home to a new 73-bedroom hotel. Explore and enjoy art in its different forms and difference ways with active learning embracing the spirit of the Yorkshire Sculpture Park. A partnership has been entered into with Artfarm, a worldwide organisation which is already connected to the Clegg building and library space. It is hoped that the facility will be opened in 2021, with various opportunities for jobs during 2020. An opportunity for questions was given at the close of the presentation. 1909/01 WELCOME AND APOLOGIES Councillor Spaul, Chair, welcomed everyone to the meeting. Apologies were received from Councillor Hofton and the reason accepted. 1909/02 PUBLIC ADMISSIONS TO MEETINGS ACT (1960) There were no items of a confidential nature that required the public or press to be excluded. 1909/03 DECLARATIONS OF INTEREST The Declaration of Interest Register was presented to and completed by Members. 1909/04 QUESTION TIME A resident questioned what was happening with the change of speed restrictions on A637. D/Cllr Sanders commented that members had changed radically since discussions had been undertaken and the Clerk was asked to make contact with the District Council to request a meeting with representatives to discuss this and any other highways-related issues that are in abeyance. The 30mph at the top of the village is covered by foliage. 1 Gutter clearing/cleaning needs doing and is looking untidy. A resident suggested a working group for litter picking/clearing verges etc. There is no update or progress on island outside school and Highways have not attended. District Councillors agreed to investigate with the District Council. Christmas lights. The existing lights need to be checked to ensure they are working – District Councillors agreed to pick up and report back and suggested that Neighbourhood Improvement Fund (NIF) money might be considered for additional lighting. 1909/05 POLICE MATTERS The Police crime figures for July 2019 on the West Yorkshire Police website indicated that there had been three incidences of anti social behaviour and 2 burglaries. There were twelve crimes at service stations on the M1. 1909/06 YORKSHIRE SCULPTURE PARK Helen Featherstone reported that August had been a good month. An exhibition is due to open in The Weston. A number of young people had done the Arts Award and the awards ceremony had taken place recent with 147 passing. Ages ranged from 8 to 15, but most had been of junior school age. 1909/07 BRETTON HALL Nothing further to report following the presentation by Mark Finch. 1909/08 HIGHWAYS ISSUES Corner of Sycamore Lane been painted with white about parking which seems to have improved the situation. Hatching outside Stoneybrook Close, updating lines outside school. Currently there has been no response from WMDC and the Clerk was asked to arrange a meeting with Highways and the Portfolio Holder for Highways to discuss all issues within the village. 1909/09 MINUTES OF COUNCIL MEETING – 8 July 2019 It was proposed by Councillor Hodgson, seconded by Councillor Smith and resolved that the minutes of the meeting held on 8 July 2019 be received and signed as a correct record. 1909/10 NOTE UPDATES ARISING FROM MINUTES Nothing to note. 1909/11 CLERK’S REPORT a) Action Plan No further updates for this month. b) Correspondence Wakefield Council Weekly planning lists Wakefield Council Register of electors Unity Bank Monthly statements NALC Chief Executive’s Bulletins YLCA White Rose updates Mark Finch, Rushbond Correspondence relating to arrangement for presentation at the September meeting 2 YLCA NALC Legal Topic Note 22: “Disciplinary and Grievance Arrangements – updates and revised templates for Disciplinary Policy and Grievance Policy. To be added to the agenda of the next meeting. 1909/12 PLANNING MATTERS Validated applications: 19/01598/FUL First floor extensions over existing garage 5 The Croft, Bretton 19/01619/FUL 11 Stoneybrook Close, Bretton Erection of single storey side/rear sun lounge extension 19/01669/FUL 2 Home Farm Court, Bretton Remove existing garden room and replaced with new garden room with new patio doors to the first-floor living room with balcony and replacement windows. 19/01922/FUL Black Bull Public House, 21 Bar Lane, Midgley New timber and pvc pergola to north west elevation Comments by 11 October 2019 Planning Decisions: 19/01332/ADV 1 non illuminated sign (retrospective) Woodside Farm (land opp), Denby Dale Road, Bretton Application approved 19/01304/FUL West Bretton J&I School. Proposed installation of 2 underground LPG fuel tanks, supply pipe, termination valve and small valve housing unit, above ground bollards to prevent vehicular movement over the fuel tanks. 19/01305/LBC West Bretton J&I School. Proposed installation of 2 underground LPG fuel tanks, supply pipe, termination valve and small valve housing 3 unit, above ground bollards to prevent vehicular movement over the fuel tanks. Both applications approved. 19/01285/LBC Bretton Lodge, 1 Park Lane, Bretton Internal Alterations Application approved. 1909/13 POLICIES The YLCA model Grievance and Disciplinary Policies to be an item on the agenda of the next meeting. 1909/13 COMMUNITY ISSUES Village Institute: Committee meeting – 10 September. Members agreed to install a defibrillator and quotes have been received with siting still to be agreed. Clerk asked to check on the availability of a Yorkshire Ambulance Service grant to assist with purchase. Flagstones abutting Piccadilly Row – scaffolding poles are supporting these with mesh underneath and parking on the grass is being monitored Quiz night – Friday 4 October Pub night - Friday 18 October with live music The bar now had a Card reader Christmas singing and hogroast – Saturday 21 December West Bretton JI School – Governing Body Next Governing Body meeting scheduled for Tuesday 15 October The proposed works for replacing the fuel used for heating (oil to gas) has been delayed. WMDC – Report from District Councillors D/Cllr Sanders reported August had been busy, attending a presentation by WMDC on enforcement and the opening of an exhibition at YSP Longsides gallery, amongst other events. D/Cllr Binns reported • working with the Active & inspire team, who had received a grant to run activities in holidays and also during term time for 2 years. • Working with Strike Theatre based in Wakefield – performing arts (dance, drama, singing). • YSP working with the children. • Working with Rural Early Years help hub. • Attending a presentation on waste management. District Councillors were thanked for their report. The next meeting of the Parish Council will be held on Monday 14 October 2019. The meeting closed at 9.05 pm.
