Addendum 1) (Page 1 of 13) ATTACHMENT B SPECIFICATIONS FIRE FIGHTING BULLDOZER (proprietary - John Deere 450K or Caterpillar D3K2 crawler dozers only) (Includes Addendum # 1 changes in red below -section K Fire Plow) PURPOSE: The purpose of this specification is to establish a purchase requirement for specially equipped John Deere model 450K or Caterpillar model D3K2 firefighting crawler bulldozers (dozers) and accessory equipment for use by the Virginia Department of Forestry, Agencies, and other Public Bodies of the Commonwealth of Virginia. The machines as specified will be used for emergency wildfire response purposes. SCOPE: The specifications below describe the requirements for twenty-three (23/each) new fire-fighting tracked crawler bulldozers with special equipment and accessory attachments. The machines to be supplied are for off-road use, and must comply with all OSHA requirements, EPA emissions regulations, and all applicable Virginia rules and regulations in effect at the time of purchase. The following specifications are intended to define the specific proprietary items required. The use of brand names in this specification is meant to be restrictive as to brand name or manufacturer. It is intended to define the specific items of equipment required for bid. BIDDER REQUIREMENTS: The machines offered in answer to this request for bid must be new and unused current production models of the equipment required. No prototype, or demonstrator, or rebuilt products will be accepted, and offering of such products will be cause for bid rejection. Pricing will be required for three (3) configurations of fire dozers as follows: (also reference “Options” below herein in section D: UNDERCARRIAGE, “Option 1& 2”) a. 10/each with undercarriage option #1, 24” or 26” grousers and 102” wide blade. b. 6/each with undercarriage option #2, 16” to 18” grousers and 97” wide blade. c. 7/each with undercarriage option #2 with 16” to 18” grousers and 97” wide blade, to include blade, rear mounted winch, and drawbar. Plow and front mounted winch shall be omitted from these units. ------- 23/each total Delivery Bidders shall provide delivery for all dozers offered, FOB destination. 1. (2) dozers below shall be delivered to: Special Fleet Service, Inc. 875 Waterman Drive, Harrisonburg, VA 22802 Attn: Phil Hartzler (p) 540-434-4488 (Email) [email protected] 1/ each 24” or 26” grousers and 102” wide blade 1/ each 16” to 18” grousers and 97” wide blade. Special Fleet Service Inc. will up fit platform bodies onto all cab/chassis 2. (21/each balance) Deliver fire dozers to: Virginia Department of Forestry, HQ Mechanics Shop, 492 George Dean Drive, Charlottesville, VA 22903 between 8:00 AM and 4:00 PM Monday thru Thursday. Bidder must provide with bid a completed specifications form with information of the fire dozer offered filled in at the appropriate places in the specifications form. Bidders shall use the lines in the right column across from specifications to 8/9/17 Attachment B Specifications (incl. Addendum 1) (Page 2 of 13) provide clarifying information for specific items, and indicate conformance to specifications. The Commonwealth reserves the right to obtain technical data and to request clarification when deemed necessary. Failure on the part of the bidder/Vendor to provide all requested documentation may be cause to reject the bid/request as non-responsive. Each fire dozer is to be completely assembled, including options and attachments, thoroughly tested and ready for operation upon delivery. Provide your best delivery lead time after receipt of order (ARO), in the “DELIVERY” section at the end of the specifications. Each fire Dozer must be put in service by a qualified representative of the contractor at the delivery location. The representative must demonstrate that each fire dozer, all installed equipment, and attachments are operating correctly, with no defects in materials, parts, or installation. The representative must operate each vehicle and all the equipment and instruct user personnel in operation of all items, maintenance/service, and safety requirements. Operator training shall be for not less than four (4) hours for each dozer assigned to Va. Dept. of Forestry, Charlottesville, VA Products provided must include warranty to provide the best practical no-cost protection to the Commonwealth for correction or replacement as needed for defects in manufacturing, assembly, or parts, to cover dozer tractor and all included equipment. Minimum warranty requirement is 12 months full coverage. Provide documentation of your best warranty in the “WARRANTY” section at the end of the specifications. Warranty must commence when the vehicle is put in service as evidenced by purchaser’s records, rather than commencing on the date of delivery. Copies of the warranty and a manufacturer’s certificate of origin shall be delivered with each invoice. No Federal tax is to be included with the bid. The tractor must have the ability to perform drawbar work __________________ over long distances in extremely adverse conditions. The tractor must be able to __________________ pull a fire plow, heavy disc harrow, or bulldoze fire lines without overheating or __________________ otherwise malfunctioning. The 450K or D3K2 fire dozer tractor shall have all __________________ manufacturer provided standard equipment, and include the following features __________________ and special equipment: __________________ 1. Maximum speed at full throttle on clear, level ground must not be less than __________________ 6 MPH. __________________ 2. Tractor must be capable of developing and sustaining 6200 pounds of __________________ sprocket pull at 3.0 MPH. __________________ 3. Parts and service must be readily available throughout the Commonwealth __________________ of Virginia. __________________ 4. Operating weight of the base tractor; including blade, but not including a __________________ fire plow, winch or other add on kits shall not exceed 19,000 pounds. __________________ 5. Overall machine height, including grousers, preferred to be no more than __________________ 111”. __________________ __________________ B: ENGINE AND ENGINE EQUIPMENT: __________________ 1. The engine must be a current production crawler tractor engine offered by __________________ John Deere model 450K LGP, or Caterpillar D3K2 LGP or XL crawler should __________________ be minimum 4.4 liter, diesel fueled, turbocharged, four stroke cycle, liquid __________________ cooled, minimum 80 HP net, per SAE J1349, latest issue. __________________ 2. Engine must meet EPA tier 4 requirements for off-road diesel engines. __________________ 3. Cooling system to incorporate a tilt-out, quick released front grille. __________________ 4. The Radiator must be of a type suitable for forestry application. __________________ a. Fins shall be aluminum, with fin spacing no closer than (8.5) fins per __________________ inch. __________________ b. Tube arrangement shall be in line, and provide maximum cooling __________________ capacity available. __________________ 5. Cooling system shall be filled with a permanent anti-freeze coolant that meets __________________ manufacturers’ requirements: __________________ a. Coolant must provide freeze protection to -30 degrees F with corrosion __________________ protection for severe service application. __________________ 6. All coolant hoses shall be protected by a fire and heat protective covering __________________ (Aeroquip AE102 or equivalent). __________________ a. Fire resistant sleeving shall be secured with stainless steel bands or __________________ plastic zip ties that are heat resistant to 509 degrees Fahrenheit. __________________ b. Coolant hoses shall be secured to engine connection points with __________________ stainless steel constant torque clamps. __________________ 7. Dry type air cleaner with a safety element, and an air cleaner restriction __________________ indicator in the operator compartment __________________ c. A turbine type engine air prescreener shall be provided with a perforated __________________ guard that serves as a prescreener if the air intake is above the hood. If __________________ the air intake is under the hood, a vacuum-aspirated system shall be __________________ used. __________________ 8. The turbocharger in the exhaust system may function as a spark arrestor, or a __________________ spark arrestor must be provided and installed. __________________ 9.
