SPECIFICATIONS

FIRE FIGHTING BULLDOZER (proprietary - 450K or Caterpillar D3K2 crawler dozers only)

(Includes Addendum # 1 changes in red below -section K Fire Plow)

PURPOSE: The purpose of this specification is to establish a purchase requirement for specially equipped John Deere model 450K or Caterpillar model D3K2 firefighting crawler bulldozers (dozers) and accessory equipment for use by the Virginia Department of , Agencies, and other Public Bodies of the Commonwealth of Virginia. The as specified will be used for emergency wildfire response purposes.

SCOPE: The specifications below describe the requirements for twenty-three (23/each) new fire-fighting tracked crawler bulldozers with special equipment and accessory attachments. The machines to be supplied are for off- use, and must comply with all OSHA requirements, EPA emissions regulations, and all applicable Virginia rules and regulations in effect at the time of purchase.

The following specifications are intended to define the specific proprietary items required. The use of brand names in this specification is meant to be restrictive as to brand name or manufacturer. It is intended to define the specific items of equipment required for bid.

BIDDER REQUIREMENTS: The machines offered in answer to this request for bid must be new and unused current production models of the equipment required. No prototype, or demonstrator, or rebuilt products will be accepted, and offering of such products will be cause for bid rejection.

Pricing will be required for three (3) configurations of fire dozers as follows: (also reference “Options” below herein in section D: UNDERCARRIAGE, “Option 1& 2”)

a. 10/each with undercarriage option #1, 24” or 26” grousers and 102” wide blade.

b. 6/each with undercarriage option #2, 16” to 18” grousers and 97” wide blade.

c. 7/each with undercarriage option #2 with 16” to 18” grousers and 97” wide blade, to include blade, rear mounted winch, and drawbar. Plow and front mounted winch shall be omitted from these units. ------23/each total

Delivery Bidders shall provide delivery for all dozers offered, FOB destination.

Special Fleet Service Inc. will up fit platform bodies onto all cab/chassis

2. (21/each balance) Deliver fire dozers to: Virginia Department of Forestry, HQ Mechanics Shop, 492 George Dean Drive, Charlottesville, VA 22903 between 8:00 AM and 4:00 PM Monday thru Thursday.

Bidder must provide with bid a completed specifications form with information of the fire dozer offered filled in at the appropriate places in the specifications form. Bidders shall use the lines in the right column across from specifications to 8/9/17 Attachment B Specifications (incl. Addendum 1) (Page 2 of 13) provide clarifying information for specific items, and indicate conformance to specifications. The Commonwealth reserves the right to obtain technical data and to request clarification when deemed necessary. Failure on the part of the bidder/Vendor to provide all requested documentation may be cause to reject the bid/request as non-responsive.

Each fire dozer is to be completely assembled, including options and attachments, thoroughly tested and ready for operation upon delivery. Each fire Dozer must be put in service by a qualified representative of the contractor at the delivery location. The representative must demonstrate that each fire dozer, all installed equipment, and attachments are operating correctly, with no defects in materials, parts, or installation. The representative must operate each vehicle and all the equipment and instruct user personnel in operation of all items, maintenance/service, and safety requirements. Operator training shall be for not less than four (4) hours for each dozer assigned to Va. Dept. of Forestry, Charlottesville, VA

Products provided must include warranty to provide the best practical no-cost protection to the Commonwealth for correction or replacement as needed for defects in manufacturing, assembly, or parts, to cover dozer and all included equipment. Minimum warranty requirement is 12 months full coverage. Provide documentation of your best warranty in the “WARRANTY” section at the end of the specifications. Warranty must commence when the vehicle is put in service as evidenced by purchaser’s records, rather than commencing on the date of delivery. Copies of the warranty and a manufacturer’s certificate of origin shall be delivered with each invoice.

No Federal tax is to be included with the bid. Tax exemption registration number will be furnished.

Barbed fittings at fuel return cooler connectors may be used ______if O-ring connectors cannot be fitted. ______6. An electric fuel-priming pump must be provided. ______7. Fire dozer must be equipped with a full length, extreme service bottom guard. ______a. Bottom guard must protect all components on the bottom of the tractor. ______b. Bottom guard thickness shall be no less than 1/2". ______c. 8. The tractor must be equipped with a closed eye, front tow hook and two (2) ______tow hooks (closed eye or D ring) on rear of tractor located on each side of ______the fire plow mounting. ______9. Tractor must be equipped with a vandalism protection group, with lockable fill ______points not requiring padlocks. ______10. Two (2) tie-down rings shall be furnished on each roller frame. Hoses and fittings shall be protected to withstand highly abusive contact ______with heavy tree limbs and brush. ______9. The hydraulic system shall be equipped with a spin-on, vertical mount oil filter. ______10. In the event of a broken hydraulic hose to any of the cylinders, oil must not ______continually leak from the broken hose as long as the control for that circuit ______remains in the neutral or hold position. ______G: DOZER BLADE: ______1. A special dozer blade shall be provided, for firefighting application, on an ______inside mounted all hydraulic heavy duty C-frame, and shall be equipped as ______follows: ______a. Each dozer blade moldboard shall be equipped with bolt-on, ______replaceable, reversible end bits and cutting edges. ______2. Each dozer blade shall be equipped with a full width steel brush guard, ______preferred to be 15-18" high: ______a. If Rear Mounted: shall be equipped with a 35,000 pound (bare ______drum line pull) hydraulically driven or mechanically driven, slow speed ______retrieval winch. It shall include a ¾” x 100’ wire rope, 6x19 IWRC ______construction, XXPS, with hook. It shall include a four-roller fairlead and ______an extended drawbar with 1 3/8” diameter pin (minimum). Winch shall ______include POWER IN< POWER OUT, BRAKE ON and FREE SPOOL ______functions. ______I: DRAWBAR: ______1. The drawbar is not required on tractors equipped with a fire plow. Fire dozers ______with rear mounted winches shall be equipped with a drawbar. ______J: ENCLOSED CAB & OPERATOR PROTECTION: ______1. Provide the John Deere 450K or Caterpillar D3K2 enclosed cab, with all ______standard equipment, and the following features: ______a. The cab shall be a fully enclosed, sound suppressed, ROPS cab. ______b. It shall be heated, air conditioned and pressurized. ______c. The Roll Over Protective Structure (ROPS) and Falling Object Protective ______Structure (FOPS) shall meet the requirements of the latest issues OSHA ______1910.266 and of SAE J1040 and J231, latest issues, and be fully ______8/9/17 Attachment B Specifications (incl. certified. ______2. Cab windows shall be tempered safety glass, tinted 30%. ______a. The glass shall be heat resistant to 550 degrees F. ______b. The window glass shall be mounted in such a manner that the window ______glass will remain in place in the event of softening or melting of the ______window molding during a burn over occurrence. ______3. All windows shall be protected by protective screens meeting the requirements ______of ISO 8084, latest issue: ______a. The screens shall be painted a dark, non-glare color. ______b. Protective screens shall be hinged to permit access without tools, for ______window cleaning. ______c. Side screens and door screens shall be quick released, inside or outside ______operated, for an emergency exit. ______d. The windows must be capable of being secured in the open position to ______allow for natural cross flow ventilation. ______4. Access to the cab shall be from left and right sides, through hinged doors with ______lockable latches: ______a. Operator compartment access must meet the requirements of ISO 8084, ______latest issue. ______b. The doors of the operator’s compartment shall be lockable without the ______use of padlocks. ______5. The operator’s seat shall be a John Deere or Caterpillar standard, full ______suspension seat with cloth cover and 3” wide retractable seat belt. ______a. The seat belt shall meet the requirements of SAE J386. ______6. The cab windows, front, rear, and doors; shall be equipped with windshield ______wipers and washers, with a minimum ½ gallon capacity reservoir. ______7. A John Deere or Caterpillar air conditioning, heating, and pressurizing system ______shall be included in the cab, with all standard equipment and the following ______features: ______a. The condensing unit shall be mounted on the rear of the cab and be ______equipped with a guard having a minimum thickness of ¼” that provides ______the maximum protection against damage from trees, tree limbs and ______brush. ______b. The pressurization system shall deliver air to the operator’s compartment ______that has been filtered through a spark-arresting screen, a high efficiency ______particulate element (HEPA) and through an activated carbon element. ______The particulate media shall have a minimum efficiency rating of 93 DOP ______at 0.5 micron. The media material shall be fiberglass or UL approved ______flame retardant material. The activated carbon element(s) shall have an ______“Activity Rating” of 60, minimum. ______c. Any externally mounted filters shall be protected from brush damage with ______steel brush guards. ______d. The pressurizing fan shall be rated at 400 CFM, minimum. ______e. The contractor shall provide two (2) additional HEPA filters and two (2) ______additional carbon filters. ______f. The heating/cooling/pressurizing system shall conform to the ______requirements of SAE J1503/J1535D, latest issue. ______g. An independent defroster fan shall be provided to defog the windows at ______any time, whether the system is being used for cooling or heating. ______h. The heater/defroster shall have a minimum capacity of 18,000 Btu/hr. ______i. The air conditioning system shall be capable of 24,000 Btu/hr. minimum. ______j. The air conditioning system shall be R-134a compliant. ______8. Limb riser bars shall be installed on each side of the cab, to protect the front ______of the cab and top of the engine hood from overhead impact damage: ______a. Limb risers shall be of Deere or Caterpillar design and shall be ______constructed of steel square or round tubing with not less than 3" size x ______1/4" minimum wall thickness. ______b. Provide John Deere 450K 24 volt or Caterpillar D3K2 12-volt electrical system, ______with all standard equipment, shall meet the requirements of the latest issue ______of SAE J821, and include the following features: ______a. A “24-Volt Electrical System” decal shall be visible inside the cab and in ______the battery box on John Deere 450K units with 24-volt electrical system. ______Decal letters shall be ½” tall minimum with a white background and ______black border. ______b. A manual master electrical disconnect switch shall be provided and ______installed inside the cab, readily accessible by the operator. ______c. The electrical system alternator shall have a capacity of not less than ______100 amps output, minimum. ______d. The tractor shall be equipped with dual storage batteries of low ______maintenance design, with a minimum of 190 minutes reserve capacity ______and not less than 950 CCA each. ______e. An engine tachometer, fuel level gauge, engine oil pressure gauge, and ______engine coolant temperature gauge shall be installed in the cab within ______frontal view of the operator. ______2. Tractor shall be equipped with eight LED work lights, minimum 18 watts each, ______3.5” maximum diameter, paired as follows: ______a. One pair shall be mounted in the engine grille. ______b.
