Disquiet serves as a driving force behind research, which requires dialogue to verify its theories and needs history to absorb knowledge. This is what La Biennale does and will continue to do as it seeks to reinforce a methodology that creates even stronger bonds between its own disciplines. There are six Muses at the Biennale: Art, Architecture, Cinema, Theatre, Music and Dance, given a voice through the great events that fill Venice and the world every year. There are the places that serve as venues for all of La Biennale’s activities: the Giardini, the Arsenale, the Palazzo del Cinema and other cinemas on the Lido, the theatres, the city of Venice itself.

    ALFANO INCONTRA I SINDACI AL VIMINALE: "DDL SICUREZZA URBANA" Ci risiamo con la storiella della “sicurezza urbana e il rafforzamento della cooperazione tra forze di Polizia dello Stato e Polizia Locale”. A questi signori della politica nazionale e locale farebbe bene, ogni tanto, confessare i loro peccati, commessi nei confronti di quei 60.000 Agenti ed Ufficiali della Polizia Locale d’Italia, che sono stati privati, dai medesimi politici, di quei diritti sacrosanti come “l’indennità di PS, l’equo indennizzo, la causa di servizio e la pensione privilegiata”, con una vergognosa disparità di trattamento tra Polizia di Stato e Polizia Locale che urla Giustizia! Al Ministro Alfano, da tempo, abbiamo domandato, senza ottenere alcuna risposta: “I 60.000 uomini e donne in divisa della Polizia Locale d’Italia, con qualifiche di Polizia Giudiziaria, Pubblica Sicurezza e Funzioni di Forza Pubblica, sono POLIZIOTTI O IMPIEGATI COMUNALI??? I 15,000 agenti ed Ufficiali della Polizia Locale d’Italia, che hanno manifestato a Roma il 12 febbraio 2015 (nell’occasione l’80% della categoria aderì in sciopero) hanno chiesto con forza l’inserimento della Polizia Locale d’Italia nel Comparto Sicurezza con un Contratto di Polizia. Il silenzio assordante della politica a queste sacrosante richieste chiama i Poliziotti Locali d’Italia, al più presto, ad un REPLAY! Anche in questa fase, difficile e complessa ma anche del tutto nuova nel rapporto con le nostre comunità, ascoltiamo i problemi quotidiani, indichiamo soluzioni, tracciamo prospettive credibili di ripresa per aiutare i tanti cittadini e le piccole imprese a guardare oltre l’emergenza, con fiducia e speranza. Purtroppo, le risposte che riceviamo mettono a dura prova il nostro sforzo quotidiano. È fuor di dubbio che le prospettive di ripresa possano essere più credibili e rafforzarsi solo se anche il Governo e il Parlamento decideranno di investire sulle molteplici energie dei territori. Nei decenni scorsi, anni difficili per la finanza pubblica e per le sue esigenze di spending review, i Comuni hanno contributo in misura straordinaria, e certamente sproporzionata, al risanamento della finanza pubblica dal 2011. Tuttora il contributo che offriamo alla tenuta del Paese è incommensurabile. Quella “ricetta” non solo non può essere riproposta ma il Paese, oggi più che mai, ha bisogno di politiche di governo che sostengano, con sempre maggiore vigore, lo sviluppo dei servizi territoriali dei Comuni, di importanza strategica non solo nella gestione dell’emergenza ma anche nella prevenzione dei disagi più strettamente sanitari.

    The conquest of Ca’ Farsetti – who is running, how the vote works Versione italiana On Sunday, 20 September (from 7:00 to 23:00) and Monday, 21 September (from 7:00 to 15:00) voting will take place for the administrative elections and the constitutional referendum regarding the law revising the constitution in order to reduce the number of parliamentarians. In the counting of the ballots, precedence will be given to the referendum and the regional elections. The ballot count for the Mayoral election will instead begin on Tuesday, 22 September at 15:00. Apart from the referendum, Venetians will therefore be voting for the president of the Region, the Mayor, and the presidents of the Municipalities. Concerning the laws for local elections it is worth recalling that if none of the candidates for Mayor obtain 50% +1 of the votes, there will be a runoff two weeks later. One can vote for only a Mayoral candidate (in this case the vote is attributed only to the Mayoral candidate); only the list connected to the Mayoral candidate, or the Mayoral candidate and the list (in both these cases the vote is attributed to both the Mayoral candidate and to the list); finally it is possible to place a split vote, voting for a Mayoral candidate and for another list not connected to that candidate (in this case the vote is attributed both to the Mayoral candidate and to the unconnected list). The winning candidate for Mayor will enjoy a stable majority as the majority status guarantees the newly elected Mayor sixty percent of the 36 seats in the Venice City Council.

    RIPARTIRE CON CERTEZZE IN SICUREZZA Ripartire con gradualità secondo regole certe e chiare e misure attuabili si deve ed è possibile. Servono linee guida nazionali sui vari ambiti e settori. Serve definirle ed avere il tempo congruo per prepararsi. Serve più di tutto massima chiarezza e condivisione fra i vari livelli di governo - Comuni - Regioni - Stato- su chi fa che cosa e con quali risorse. Le proposte dei Sindaci al Governo 1) Conoscere prima del 4 maggio l’elenco delle attività che riaprono per adottare le misure necessarie in materia di mobilità e trasporto, per la regolazione degli orari degli uffici e degli esercizi, per regolare il corretto utilizzo da parte dei cittadini degli spazi pubblici (parchi, aree attrezzate, giardini, età). 2) dare indicazioni chiare e inequivoche sul corretto utilizzo delle mascherine alla popolazione e ai lavoratori, assicurando disponibilità nelle farmacie ad un prezzo fisso calmierato. 3) Coinvolgere direttamente i Comuni nella definizione delle misure e delle regole necessarie per una riapertura delle scuole in piena sicurezza per i bambini e i ragazzi. 4) Assicurare ai Comuni e alle Città metropolitane risorse congrue per la spesa corrente alla luce della imponente riduzione di gettito fiscale, con particolare riferimento all’azzeramento dell’imposta di soggiorno, dell’imposta di occupazione del suolo pubblico e alla forte riduzione della TARI. 5) Rifinanziare i cd. buoni spesa già erogati dai Comuni e assegnare ai Sindaci un plafond di risorse per il sostegno al reddito strettamente legato agli effetti sociali ed economici dell’emergenza. Prevedere strumenti normativi e finanziari per il sostegno agli affitti commerciali e domestici.
