A COMPARISON OF THE CONSTITUTIONS OF AUSTRALIA AND THE UNITED STATES * ZELMAN COWAN** The Commonwealth of Australia celebrated its fiftieth birth- day only three years ago. It came into existence in January 1901 under the terms of the Commonwealth of Australia Constitution Act, which was a statute of the United Kingdom Parliament. Its origin in a 1 British Act of Parliament did not mean that the driving force for the establishment of the federation came from outside Australia. During the last decade of the nineteenth cen- tury, there had been considerable activity in Australia in support of the federal movement. A national convention met at Sydney in 1891 and approved a draft constitution. After a lapse of some years, another convention met in 1897-8, successively in Adelaide, Sydney and Melbourne. -

ROBERT DARNTON* As the year 2000 approaches there is a seemingly irresistible tendency to attach a label to the century that is ending. We here everywhere of "The American Century", as if a stretch of time could belong to a country. Behind that expression, one can detect a set of attitudes, some of them holdovers from the nationalist sentiments that first surfaced in the nineteenth century, others expressions of anti-Americanism: if you don't like something about contemporary culture, blame it on the Yanks. In fact, most of the phenomena currently associated with America are global in nature, and the notion of an American Century makes little sense, except at the level of collective mentalities. Still, if one must associate a century with America, the best candidate would be the eighteenth. During the age of Enlightenment and Revolution, America epitomized everything enlightened and revolutionary. -

Lesson 1. Introduction to Australia Purpose: To introduce students to the continent of Australia. Standards: Goal 2, Standard 2 -To use English to achieve academically in all content areas: Students will use English to obtain, process, construct, and provide subject matter information in spoken and written form. Materials: - items to be put into a travel trunk [a billy (teapot), tea bags, cups, biscuits (crackers), pictures of Australian animals, etc…] - teapot and water - map or globe - construction paper - markers - musical cassette and/or video: Children’s Songs From Around The World (available at local libraries or department stores like Target) Procedures: 1. Before the lesson begins: a. Place the Australian items into the trunk. b. Make tickets to Australia out of construction paper (one for each student). Put a picture of a koala bear on each ticket and write students’ names on them. c. Place a large picture of a koala bear (or other pictures native to Australia) on the trunk. 2. Have students gather around the trunk. Let them guess where their destination might be. Pass out the tickets. 3. Explain that on this adventure, everyone will be a naturalist, (people who are interested in plants and animals around them). 4. Ask what children might know about Australia and record the information (KWL chart). 1 5. Find Australia on a map or globe. a. Identify Australia as a continent b. How can realism be utilised in an understanding of the United States/New Zealand relationship over nuclear policy? By Angela Fitzsimons A thesis submitted in partial fulfilment of the requirements for the Masters of International Relations (MIR) degree School of History, Philosophy, Political Science and International Relations Victoria University of Wellington 2013 Abstract This thesis examines the decision making process of the United States and New Zealand on the nuclear policy issue through the lens of realism and analyses the effect of realism on the ANZUS alliance. Broader questions associated with alliances, national interest, changing priorities and limits on the use of power are also treated. A single case study of the United States/ New Zealand security relationship as embodied in the ANZUS treaty will be used to evaluate the utility of realism in understanding the decision making process that led to the declaration by the United States that the treaty was in abeyance. Five significant findings emerged: firstly both New Zealand and the United States used realism in the decision making process based on national interest, Secondly; diverging national interests over the nuclear issue made the ANZUS treaty untenable. Thirdly, ethical and cultural aspects of the relationship between the two states limited the application of classical realism to understanding the bond. The Rarity of Realpolitik The Rarity of Brian Rathbun Realpolitik What Bismarck’s Rationality Reveals about International Politics Realpolitik, the pur- suit of vital state interests in a dangerous world that constrains state behavior, is at the heart of realist theory. All realists assume that states act in such a man- ner or, at the very least, are highly incentivized to do so by the structure of the international system, whether it be its anarchic character or the presence of other similarly self-interested states. Often overlooked, however, is that Real- politik has important psychological preconditions. Classical realists note that Realpolitik presupposes rational thinking, which, they argue, should not be taken for granted. Some leaders act more rationally than others because they think more rationally than others. Hans Morgenthau, perhaps the most fa- mous classical realist of all, goes as far as to suggest that rationality, and there- fore Realpolitik, is the exception rather than the rule.1 Realpolitik is rare, which is why classical realists devote as much attention to prescribing as they do to explaining foreign policy. Is Realpolitik actually rare empirically, and if so, what are the implications for scholars’ and practitioners’ understanding of foreign policy and the nature of international relations more generally? The necessity of a particular psy- chology for Realpolitik, one based on rational thinking, has never been ex- plicitly tested. Realists such as Morgenthau typically rely on sweeping and unveriªed assumptions, and the relative frequency of realist leaders is difªcult to establish empirically. In this article, I show that research in cognitive psychology provides a strong foundation for the classical realist claim that rationality is a demanding cogni- tive standard that few leaders meet. -
