Council present: Degner, Heibel, R. Kokesch, Scharfencamp, and Wiese. Staff present: Kokesch, Pederson. Guests present were: J. Jutes, J. Harmoning, C. Gruendemann, M. Gehrke. Meeting was called to order, roll call showing all council present. Pledge of Allegiance recited. 1) Approved the agenda. 2) Approved the minutes 6/13/16. 3) No citizens to address. 4) Approved Resolution 2016-6, Assessment of Delinquent Utility Account. 5) Approved Franklin Fire Relief Association Temporary On-Sale Liquor application. 6) Department Heads reported. Kokesch: 7th St. stop sign visibility corrected but noted it is DOT responsibility; utilities have been dug to Franklin Industries property; boatlanding repairs will begin when the water levels are lower; tabled Hall’s request for LP tank line to run through alley; approved flag replacement at ballpark; discussed request for lim- ited parking by post office. Pederson: 2017 budget items to be considered; 2015 audit and financials extension filed through 8/15/16; discussed family healthcare dwelling law; approved Itron technical support extension; ballpark bath- room door replacement considered; election training completed; Beltz has farmland listed; declined membership re- quest of RCH Museum; city clean-up costs were $2684.99; approved Pederson vacation request. 7) Two Utility accounts for disconnection: approved one for payment plan, other set up automatic pay. 8) No new zoning permits issued. 9) Approved LMCIT Worker’s Compensation renewal. 10) Approved Amendment to Ordinance Chapter 91, Animals, Regulating Chickens; ordinance summary for publication. 11) Approved Renville County and Bird Island mutual aid agreements for assistance. 12) Approved listing Ford 8N tractor as surplus property. 13) Tabled solar energy contract. 14) Discussed implementing a penalty fee schedule for ordinance violations. 15) Approved $100 trophy sponsorship for Catfish Days. 16) Councilor requests: Scharfencamp requested speed limit signs; R. Kokesch requested sheriff dept. attend meetings and questioned limits on parked cars. The first day of filing affidavits for Candidacy for said election will be Tuesday, August 2, 2016, and the last day for filing affida- vits for Candidacy for said election will be Tuesday, August 16, 2016, at 5:00 p.m. The purpose of the election is to elect one Mayor for a term of two years and two council persons for a term of four years each. Wendy Pederson City Clerk/Treasurer SUMMARY OF AMENDMENT TO CITY OF FRANKLIN CODE OF ORDINANCES, Chapter 91 §91.08: FARM ANIMALS, REGULATING CHICKENS Shall be amended to allow up to 6 chickens (roosters are prohibited) on any premise within the city limits. The provisions of the ordinance regulates chickens, their confinement, coops and runs, and provides for conditions, inspections, and fines for violations. This ordinance summary was approved by the Franklin City Council on July 11, 2016. A complete copy of the ordinance is available for inspection at City Hall. The city provided a clean-up day and yet there are yards full of stuff. Please clean up your yards and make Franklin look great before Catfish Days. Junk and nuisances will be enforced! Surplus Property: The City of Franklin is accepting sealed bids on a 2006 Ford Crown Victoria and a Ford 8N Tractor with 12 volt electrical system, both sold as is. Sealed bids marked “Car Bid” or “Tractor Bid” may be sent or delivered to the Franklin City Hall, 320 Second Ave. E., PO Box 326, Franklin, MN 55333, by 7:00 p.m. on August 8, 2016, at which time bids will be opened at the August 8, 2016, Franklin City Council meeting; those with bids submitted will have the opportunity to raise their bid. The city reserves the right to reject any and all bids. Stop by the Museum to check out the Franklin & Eddsville exhibits. Summer Museum Hours: Monday-Saturday 10 AM – 4 PM! The U.S.S. Renville exhibit has been expanded! The U.S.S. Renville was commissioned in 1944 after Renville County, Minnesota sold the most war bonds! The ship served in World War II, Korean Conflict and the Vi- etnam War. The ship was also featured in the 1964 movie In Harm’s Way starring John Wayne, Kirk Douglas, Patricia Neal, Jill Haworth and Paula Prentiss. Don Wright, of Ohio, has donated many items regarding this ship. The Museum gift store has a limited number of U.S.S. Renville t-shirts for sale (Large & X-Large $15.00 each) and collectible pens $1.00 each). Stop by and see the updating exhibit! RCHS will be sharing a booth with the Redwood County Historical Society at the Redwood County Fair July 14 – July 17th. RCHS will also be participating in the Sacred Heart, Hector, Franklin, Buffalo Lake and Olivia parades with the 1927 Dodge Deluxe Sedan donated by the Fluck family of Hector. Thank you to all that supported RCHS during the Morton 4th of July celebration. The 3rd Annual Veterans Round Table was a success with music entertainment from Billy Underwood of Bird Island and a presentation by Al Koenig of Hector. The Patriotic Sing-a-Long was also well attended with 55 wonderful voices singing patriotic songs and learning a bit about the history of the songs.

Things get a bit more spooky though when the scientists knock down an old wood panel to discover a stone staircase. It is on this that the psychically susceptible Jill sees the ghost of a terrified 19th-century servant girl. Peter believes in what she has seen but treats it as a scientific problem.
