Intervenants: Milena Dragicevic Sesic . Ancienne présidente de l’Université des Arts de Belgrade, Serbie. Elle est actuellement directrice de la chaire Unesco en Interculturalisme, Gestion et Médiation artistique, professeur de Politique culturelle et Gestion culturelle, études culturelles et études des médias. Membre du Conseil de ELIA, membre du Conseil du Diplôme Européen en Administration de Projets Culturels et membre du Conseil d’Art & Culture, sous comité de OSI (réseau Soros). Milena Dragicevic Sesic a publié 14 livres et plus de 100 essais. Elle est spécialiste en politique culturelle et en administration pour la Fondation Européenne de la Culture, le Conseil de l’Europe, l’UNESCO, l’Association Marcel Hicter, Pro Helvetia, The British Council etc. Elle est également activiste culturelle, membre de la société civile et European Networker . Laurence Barone travaille au Relais Culture Europe depuis 2005. Elle est en charge de l'analyse politique sur les questions culturelles et européennes. Elle travaille sur différents projets (formation, publication, conférence, coopération, etc.) avec un ensemble large d'acteurs et partenaires du Relais (collectivités publiques, réseaux européens, etc.). Eduard Miralles. Directeur de la fondation Interarts (www.interarts.net), consacrée à la coopération culturelle internationale. Conseiller en relations culturelles au Conseil provincial de Barcelone (www.diba.cat), au sein duquel il a géré le Centre d’Études et Ressources culturelles (1996-2004) et la biennale Interracció sur les politiques culturelles (1996-2002). Il est aussi consultant en matière de culture, de coopération et de développement pour plusieurs organisations internationales. Dounia Benslimane, Docteur en médecine générale en 2003, elle milite pour la culture et le développement depuis 2008. En 2011, elle dirige la Fondation des Arts Vivants et coordinatrice de la Fabrique Culturelle des anciens abattoirs de Casablanca. Membre du réseau Arterial Network depuis 2009 et co-fondatrice de l’association Racines en 2010, dont elle est la directrice depuis mars 2013, Dounia Benslimane a par ailleurs été chef de nombreux projets : Artwatch Africa (liberté de création en Afrique), Afrifestnet (réseau des festivals d’Afrique), débats sur la liberté de conscience au Maroc… Elle a également participé au Diplôme Européen d’administration des projets culturels de l’Association Marcel Hicter, Belgique (2013/2014). Aadel Essaadani . Président of Arterial Network - organisation africaine qui milite pour les droits des artistes et la culture en tant que facteur de développements humain, social et économique sur le continent. Fondateur et directeur associé de l’Institut des métiers du spectacle de Casablanca. Acteur dans la lutte pour les droits de l’Homme au Maroc, il coordonne deux projets de réhabilitation de la mémoire dans le quartier Hay Mohammadi à Casablanca. Sana Tamzini vit et travaille à Tunis. Artiste, enseignante à l'Ecole Supérieure des Sciences et Technologies du Design de Tunis depuis 2003. Elle a dirigé le Centre National d'Art Vivant de Tunis depuis 2011 - Ministère de la Culture - Elle exerce en parallèle le métier de commissaire et scénographe d'exposition. Activiste dans la scène associative tunisienne d'ordre culturelle. Elue présidente du FACT 2014-2015 - Forum des Associations Culturelles en Tunisie - sous l'égide de l'UNESCO. A terminé le Diplôme Européen en Administration de Projet Culturel en 2014. Equipe pédagogique : Jean-Pierre Deru. Docteur en Droit de l’Université de Louvain (UCL), Belgique. Il enseigne à la Faculté Ouverte de Politique Economique et Sociale à l’UCL. Il est directeur de l’Association Marcel Hicter pour la Démocratie Culturelle, directeur du Diplôme Européen en Administration de Projets Culturels et membre de plusieurs réseaux culturels européen ; parmi lesquels, Oracle, ENCATC ( European Network of Cultural Administration Training Centres ) et the European House of Culture. Jonathan Goodacre est membre de l’équipe pédagogique du Diplôme Européen et directeur régional de The Audience Agency pour l’Est de l’Angleterre. Ses principaux centres intérêt sont Audience Development , l’évaluation, les projets participatifs communautaires, les arts de la rue et le tourisme culturel. Il est co-auteur de ‘ Turning the Tide’ (Momentum 2007), a écrit certains chapitres de ‘Sustaining Cultural Development’ (Gower, 2013) et fait partie de l’équipe éditoriale de

    Mobility in Central and Eastern European Countries By Dorota Ilczuk, Magdalena Kulikowska, Aleksandra Litorowicz and Anna Stepniewska Introduction – Story of the passport Until the time of the political transformation which begun in the Central Eastern European Countries (ECC) in 1989 we had to deal with the shortage economy and supply strangulation. This concerned all fields of citizens’ life – the issue of mobility was among them a crucial one. Looking back to the not so distant past, the possibility of having a passport in the CEE countries should be seen in more detail. Poland can serve here as an example as the situation in all the CEE countries was very similar. In those times owning a passport – the document allowing a person to cross boarders – was not, as one would think, an obvious fact. Every time one went and returned from abroad one had to give the passport back. In case of another journey it was necessary to strive for it again. This had both a down-to-earth and a philosophical meaning. It meant that our mobility depended on the authorities’ will. In the case of mobility in the field of culture there were special institutions which handled trips of professionals from the cultural field. In Poland it was e.g. PAGART. It was there that people received their passports – the passes to legal departures and window for exploring the non-communist parts of the world. It would happen – rather frequently – that the passport was not waiting for us there – which meant that mainly due to political (or semi-political) reasons, we were denied it.
