    LOKAYUKTA HARYANA ANNUAL REPORT FOR THE YEAR 2018-2019 (01.04.2018 TO 31.03.2019) After I had taken oath as Lokayukta of Haryana on 19th July, 2016, this is my 3rd Annual Report on the functioning of Lokayukta Institution for the aforesaid period under report being submitted to the Hon’ble Governor of Haryana as required under Section 17 (3) of the Haryana Lokayukta Act, 2002. Lokayuktas have been unearthing corruption cases, recommending measures to redress grievances of the people and above all, acting as a much needed safety valve to release the bottled up pressure of aggrieved citizens, which, if allowed to accumulate, would put a question mark on the credibility of our administrative apparatus. The very existence of a Lokayukta helps to generate a feeling of assurance among the public at large, that they have a mechanism to fall back upon when faced with corrupt public servants. Lokayukta investigates cases of corruption, where substantiated, recommend action. It is a great check on corruption, brings about transparency in the system, and makes administrative machinery citizen friendly. His functions largely depend upon jurisdiction vested in him and facilities provided 2 for taking cognizance of citizens’ grievances promptly, deftly and expeditiously through simple, informal mechanism devoid of technicalities. Corruption is internationally recognized a major problem, capable of endangering stability and security of society, threatening social, economic and political development and undermining the values of democracy and morality. It has assumed alarming proportions resultantly public funds going into private hands leading to enrichment of bribe givers and bribe takers. Corruption, inefficiency, delays and insensitivity to people’s grievances can be identified key problems besetting the nation.

To assess the quality of essential newborn care provided to each and every neonate immediately after birth. 3. To understand the existing knowledge, skills, attitudes and practices of the health service providers. 4. On job trainings to the service providers on novelties in essential newborn care and resuscitation. Materials and Methods 1. A structured and tested assessment tool has been used to assess the facilities on 8 parameters viz. facility identification and infrastructure, availability of services, human resource, Equipment and supplies, Register and client case records, protocols and guidelines, individual case records, and knowledge and practices. 2. Knowledge and skill assessment has been done on the newborn simulators (mannequins). 3. The current and ideal practices in essential newborn care and resuscitation have been demonstrated to the service providers on the mannequins. A team of Consultants and Interns visited 36 facilities in the district, from 13th May, 2013 to 18th May, 2013, including General Hospital, Sub-District Hospital, all CHCs and PHCs and the delivery huts with monthly delivery load of 3 or more. With 17% of world's population and 18% livestock population over 2.4% of world's total geographical area, India's forests are facing severe biotic pressures as nearly 40% of domestic fuel wood needs of the people and 30% of fodder needs of the cattle population in the country are being met from forests. Considering the role of forests in socio-economy and climate change mitigation, India has formulated and implemented a number of policies and programmes aimed at forest and biodiversity conservation, afforestation and reforestation. Further, India has a goal to bring one-third of the geographic area under forest and tree cover by 2012.

The Jind district with its varied history of administration, lies west of kurukshetra and karnal districts. It is a land of legendary and the sacred Sarasvati. The town of Jind is believed to have been founded at the time of Mahabharata, when the Pandvas built a temple in honour of Jainti Devi (Goddess of victory). The town Jaintapuri grew up around the temple, which later got corrupted to Jind. The district has many places of pilgrimage. Local tradition traces the name Kalayat to a possible Sanskrit word Kapilayatana meaning the house of Kapil Muni. It may be identified with the Kapilatirtha of the Mahabharata. It is believed that king Shalivahana built five temples here, two of which are still existing and of the rt!maining three, only some remains are left. Out of the surviving two temples, olle has beell accepted as motif. This temple is fairly well preserved and carries intricate floral design worked out in uniform patterlls in-baked bricks.- The form suggests that this brick temple followed the Bhitargaon temple in Uttar Pradesh which goes back to about 4th-5th century A. D. It is a challenge to modern architecture that old "!onuments can withstand the rigours of time for so long.
