Totalitatea rezultatelor de cercetare a proiectului este folosită pentru perfecţionarea şi dezvoltarea curriculumului, a cursurilor pentru specialitatea Relaţii Internaţionale în conformitate cu standardele Uniunii Europene. Ele sunt prezentate în această colecţie de studii teoretico-metodologice, ce cuprinde lecţiile şi a materialele ştiinţifico-metodice din cadrul disciplinelor, incluse în planul de învăţămînt pentru specialitatea relaţii internaţionale. Materialele sunt destinate cadrelor didactice, studenţilor, masteranzilor, doctoranzilor, tuturor celor interesaţi de tematica respectivă din domeniul Ştiinţei Politice, a Relaţiilor Internaţionale şi a Studiilor Europene. The present edition was prepared by the scientific-pedagogical staff – the FP7 (IRSES) EU-PREACC project participants in the period 2013-2017, when the project was implemented at the Faculty of International Relations, Political and Administartive Sciences, MSU. The output of the project research results is used in improving and developing the European Union related curricula and courses for the specialty of International Relations and is presented in this collection of theoretical and methodological studies of lessons and scientific-methodological materials of the disciplines included in the curriculum for specialty in international relations. The materials are intended for teachers, students, Master’s and PhD students, who are interested in the following subject area in the field of Political Sciences, International Relations and European Studies.     ADEPT Political Commentaries September-December 2004 Concerns on the eve of elections Igor Botan, 15 September 2004 Democracy and governing in Moldova e-journal, II year, no. 37, August 30 - September 12, 2004 With the launch of the fall political season analysts and media alike engaged in assessing preparations for parliamentary elections. According to their estimates, elections might be held late May or even June next year. The source for such predictions is the Constitution itself. Paragraph 3 Article 61 of the Constitution provides that "election of Parliament members will be started not later than 3 months from the end of the previous mandate or from the dissolution of the previous Parliament". Article 63 specifies that "the mandate of the current Parliament may be extended until the structure of the new Parliament has been completed and the latter can meet in full session" that according to the same article is held "within at most 30 days from election day". That is why it is considered that Parliament mandate commences on the day of its first session. Given that the last parliamentary elections were held on February 25, while the Parliament was convened on a first session via a Presidential Decree on March 20, 2001, it is expected that parliamentary elections would be held sometime during the three months March 21 - June 21, 2005. This estimation is logical and at the first glance seems accurate. Arguments cited by those who claim election date would be set for the end of May or even June cite, derive from the supposed interests of the ruling party.

    98 PLURAL Vol. 2, nr. 1-2, 2014 The Evolution and Features of the Post-Totalitarian Political Regime in the Republic of Moldova (1990-2012) Dorin Cimpoeșu Abstract This article discusses the evolution and main trends of the post-Communist political regime in the Republic of Moldova. The author’s argument is based on the premise that two opposing tendencies can be discerned in Moldova’s politics between 1990 and 2012. The first was defined by a ‘neo-Communist’ resistance and revival, while the second offered a democratic and reformist perspective, currently epitomized by the project of European integration. The author provides a comprehensive overview of the political transformations during the last two decades, focusing on Moldova’s successive governments and electoral cycles in the post-independence period. A special emphasis is placed upon the uneven, fragile and contested nature of the fledgling democratic processes, constantly weakened or thwarted by geopolitical uncertainty, corruption and the uneasy balance between political pluralism and post-totalitarian tendencies. The author’s conclusion is that Moldova’s lack of progress in comparison with its neighbors was due, on the one hand, to the persistence of ‘totalitarian mentalities’ and, on the other, to the nature of the country’s transition to democracy, which was plagued by the exponential growth of social inequalities, the aggressive and generalized corruption on all levels of society, by a state with politicized and inefficient institutions and by an incompetent and immoral political
