Februar 2020 Aktueller Sachstand zum Paket Bundesnaturschutzgesetz/Pflanzenschutz-Anwendungsverordnung Albert Stegemann MdB Vorsitzender der Arbeitsgruppe Ernährung und Landwirtschaft Liebe Freunde, T 030. 227- 77155 F 030. 227- 70153 [email protected] in der gestrigen Sitzung unserer Fraktion nahm die Diskussion zum sogenannten „Insektenschutzpaket" einen großen Raum ein. www.cducsu.de. Es wurde einmal mehr deutlich: Wir in der Union wollen mehr Insektenschutz. Unbedingt. Dies wollen wir gemeinsam mit der Landwirtschaft. Denn diese braucht die Artenvielfalt. Und hat dafür in den letzten Jahren viel getan — freiwillig. Liebe Freunde, wir wissen: Die Landwirtschaft ist schon länger auf dem Weg. Jetzt geht es darum, die Phase der Transformation zu gestalten — miteinander. Gemeinsam. Das war immer unser Credo. Naturschutz geht nur mit der Landwirtschaft. Leider ist das nicht der Ansatz des Bundesumweltministeriums. Dieses setzt in seinem Gesetzentwurf für eine Änderung des Bundesnaturschutzgesetzes auf Eingriffe wie pauschale Unterschutzstelllungen von Streuobstwiesen und Co. Anwendungsverbote z.B. in FFH-Gebieten — und das ohne verlässliche Regelungen für die weitere Förderung oder finanziellen Ausgleich. Unsere Bundesministerin Julia Klöckner hat für Verbesserungen gekämpft. In der Pflanzenschutz-Anwendungsverordnung wird es zahlreiche Ausnahmen geben. Dies ist ihr Verhandlungserfolg. Aber im Entwurf zur Änderung des Bundesnaturschutzgesetzes bleiben zentrale Punkte, die wir so nicht mittragen können. Darüber haben wir gestern Abend im Anschluss an die Fraktionssitzung auf ihre Einladung mit unserer Bundeskanzlerin gesprochen und uns auf folgendes aus unserer Sicht sehr gutes Vorgehen verständigt. Seite 1 von 2 Fraktion im CDU CSU Deutschen Bundestag 1. Das Paket steht heute auf der Tagesordnung des Kabinetts. So kann das BMU die erhandelten Verbesserungen in der Pflanzenschutz- Anwendungsverordnung nicht mehr einseitig aufkündigen. 2. Unsere Bundesministerin Julia Klöckner gibt in Abstimmung mit dem Bundeskanzleramt die beiliegende Protokollerklärung ab. 3. Diese enthält die großen Punkte, die aus Sicht unserer Fraktion für das weitere Gesetzgebungsverfahren zum Bundesnaturschutzgesetz unerlässlich sind. Diese sind - Festschreibung Kooperationspflicht (Vertragsnaturschutz mit Landnutzern) in FFH- und Naturschutzgebieten - die gesetzliche Absicherung eines Rechtsanspruchs auf Entschädigung - die gesetzliche Absicherung der Länderöffnungsklauseln - Ausnahmen für PSM-Anwendungsverbote in Naturschutzgebieten. 4. In der kommenden Sitzungswoche lädt die Kanzlerin alle Bauernverbände und Agrarminister zu einer Videokonferenz ein. 5. Wir haben als Fraktion im anstehenden Gesetzgebungsverfahren die Rückendeckung des Bundeskanzleramtes für unsere Punkte. 6. Es gibt noch weitere offene Punkte auch bei der Pflanzenschutz- Anwendungsverordnung, die die Länder im Bundesrat federführend behandeln müssen wie z.B. Ausnahmen für Grünland in FFH-Gebieten oder eine vollständige Entfristung von Ackerland in FFH-Gebieten. Liebe Freunde, dies ist eine starke Grundlage für das nun anstehende Gesetzgebungsverfahren. Unsere Kernbotschaft lautet: Wir sagen Ja zum Insektenschutz. Gemeinsam mit der Landwirtschaft. Deshalb muss der Gesetzentwurf des Bundesumweltministeriums zwingend geändert werden.     Program Regional Program Political Dialogue South Mediterranean UNITAMS in Sudan’s shifting transition March 18, 2021 – 3 PM CET Zoom Online Seminar Registration: https://kas-de.zoom.us/webinar/register/WN_Rq8mok4XQE2N0bOy_VVzoA The United Nations Integrated Transition Assistance Mission to Sudan (UNITAMS) is scaling up its operations following the appointment, on 7 January, of Volker Perthes as Special Representative for Sudan of the UN Secretary General and head of UNITAMS. He leads a mission tasked with providing support to the Sudanese government at a time of extraordinary challenge for the country. A political transition which began in 2019 is proceeding haltingly as Sudan faces a deep economic crisis, violence in the peripheral regions of Darfur and the East, and recurrent tensions between leading figures of the transition. Perthes’ appointment comes as the political equilibrium of Sudan’s undergoing profound changes. The signing last year of the “Juba peace agreement” between the government and armed groups from Darfur, Southern Kordofan and Blue Nile has brought into the transitional institutions leaders of armed groups from peripheral regions, chipping away at the power of central elites that have ruled the country since independence. The 3-year long transition has been extended by a year, allowing General Abdelfattah al-Burhan to remain as de-facto head of state until 2022. The Sudanese government has undertaken extensive economic reforms, curbing fuel subsidies and unifying exchange rates. Donor funds have started to flow and the Sudanese government hopes that its efforts will soon lead to debt relief under the IMF’s Heavily Indebted Poor Countries Initiative (HPIC).
