The total area of the capital region is about 7735 km2. As per Directive No. 2 of the meeting dated 25 Hamal 1395 (13 April 2016) of the cabinet of the Islamic Republic of Afghanistan, the following projects, as per their priority, have been endorsed and the implementation work will commence soon: 1. Development of first agro-industrial Park at Barikab 2. Resolving the problem floodwater of Kabul City 3. Cleaning of Kabul-Logar River and building Charchata Market on a portion above the river. 4. Upgrading of unplanned areas of Yaka Toot, Pul-i-Charkhi, Dasht-i-Barchi, Gul Bagh and construction of residential buildings on top of Kabul city hills. 5. Construction of Surkhab Road from Kandahari bridge till Surkhab dam (about 15.36 km long) 6. Construction of stone roads in Taimany and Shah Shaheed areas 7. Development of the first project of phase 1 of Kabul New City (parcel 2.2)

Kabul is currently facing a host of problems and challenges due to lack of healthy urban environment. The population of the city is growing at exponential rate due to availability of economic opportunities and services resulting into large-scale problems for city residents. Therefore, CRIDA (comprising Kabul province and areas from surrounding provinces of Parwan, Kapisa, Maidan Wardak and Logar) should address the above-mentioned problems.

1 CRIDA Vision

1. Transforming the Capital Region by turning it into a mega city that is clean, full of greenery, cultured with booming industries and commerce, sports and tourism and ultimately a city with all facilities that are available in any modern city of the world. 2. Building a metropolitan city that is self-reliant and sustainable, a city that has infrastructure and facilities of high standards with healthy physical environment. 3. Building a city that is free of ethnic, linguistic, racial and religious prejudices 4. Promoting urban culture and enhancing the standard of city life through development of the Capital Region. 5. Development of cities (through decentralization for balanced development) within the Capital Region by protecting the originality, historical value and organic linkages with the existing Kabul city to transform the entire capital zone into a symbol of national unity.

2 Goals and Objectives of CRIDA

1. Development of facilities within the Capital Region in coordination with relevant agencies of urban sector by planning, designing and implementation of certain developmental projects. 2. Assessment of current capacity within CRIDA and building capacity in relevant sectors as needed. 3. Preparation of plans for more effective use of government land within the Capital Region. 4. Establishment of good urban governance practices. 5. Expansion and development of Capital Region in a feasible, sustainable manner and revival of its historical value. 6. Establishment of regional networks and economic integration among cities within the Capital Region. 7. Decentralization of population and economic activities to cities within the Capital Region. 8. Providing employment opportunities, social welfare and preventing out of the country migration. 9. Effective utilization of existing land resources and poverty alleviation through development of the Capital Region. 10. Promotion of women participation in the management of cities within the Capital Region.

3 Location, Area and Physical Boundaries of the Capital Region

3.1 Location The areas located within the Capital Region are as follows:

1. The Kabul province comprising the Kabul city and the following districts:  Dehsabz  Mirbacha kot  Kalakan  Qara Bagh  Guldara  Farza  Estalif  Shakardara  Paghman  Char Asyab  Mosahee  Khak-i-Jabar  Bagrami  Surubi

2. Maidan Shahr of . 3. Charikar City, Jabal Siraj district, Saidkhil district and Bagram districts of 4. Mahmud Raqi district and Kohistanat district of Kapisa Province 5. Pul-i-Alam City and and Khoshi district of Logar Province. 3.2 Area The total area of the Capital Region is 7735 kilometer.

4 Major Responsibilities of CRIDA

1. Implementation of the Master Plan for Kabul New City and Greater Kabul as part of Capital Region as per national and international standards. 2. Planning, designing and implementation of development projects within the Capital Region. 3. Encouraging the private sector to participate in the development of the Capital Region through various types of public private partnerships in coordination with the Ministry of Urban Development and Housing. 4. Establishment of economic, industrial, agricultural, residential and recreational zones. 5. Development of residential cities, establishment of administrative and diplomatic enclaves within the Greater Kabul taking into account technical, financial, economic and legal considerations and as per the approved master plans by the Ministry of Urban Development and Housing. 6. Upgrading informal settlements and preventing further expansion of illegal and unplanned settlements founded on linguistic, religious and ethnic basis. 7. Creation of economic and commercial activities for better employment opportunities within the Capital Region to improve the quality of life. 8. Conducting surveys, investigations and research studies by using nationally and internationally accepted methodologies for the implementation of commercial, agricultural and economic plans in the Capital Region. 9. Preparation and implementation of economic and financial plans for partially developed and fully developed government lands under the greater Kabul master plan. 10. Development of new plans and amending the already available plans for maximum utilization of government land under the approved master plans by the Ministry of Urban Development and Housing for increasing the financial, economic and social effectiveness. 11. Development of compact plans for selected areas and creating linkages within the Capital Region by making use of effective economic strategies. 12. Improving the environmental, social and cultural conditions of Kabul for reviving the originality of Kabul and enhancing the identity of old Kabul. 13. Feasibility studies for recreational parks to be built in destroyed gardens of old Kabul. 14. Feasibility studies for the construction of urban wastewater networks within the existing Kabul and residential areas within the city hills and carrying out actions that encourage community participation to implement such initiatives. 15. Any other tasks assigned by His Excellency, the President or supreme council of urban development to CRIDA.

5 Proposed Projects

The Capital Region Development Authority, based on instructions from HE, the President and in the light of Directive No. 3 of the cabinet of the IRA meeting dated 11 Saur 1395 (30 April 2016), and Presidential Decree No. 44 dated 3/4/1395 of the IRA has identified the following five priority programs for the Capital Region:

1. Establishment of good governance 2. Balanced urban development in the Capital Region 3. Creation of economic activities 4. Upgrading, renovation and improving the quality of unplanned settlements 5. Development of basic infrastructure After careful assessment, CRIDA has proposed the following short-term, medium term and long-term projects as part of its development plan:

5.1 Short-term Projects 1. Development of first agro-industrial Park at Barikab 2. Resolving the problem floodwater of Kabul City 3. Cleaning of Kabul-Logar River and building Charchata Market on a portion above the river. 4. Upgrading of unplanned areas of Yaka Toot, Pul-i-Charkhi, Dasht-i-Barchi, Gul Bagh and construction of residential buildings on top of Kabul city hills. 5. 6 Expected Outcomes

Following are various expected outcomes from the CDRA development programs:

Promoting vertical parking system in the city

In order to avoid unnecessary congestion in city centers, the first vertical parking on two locations are to be constructed in Kabul city, one at city center and other at Bagh-e- Alimardan each with a capacity of 400 and 500 vehicles at a time respectively.

For improving the recreational facilities for the residents of capital region at a greater scale, economic-recreational zones at Qargha Lake, Sayad, Gulghundi are upgraded and Ghazi lake and Mohammad Agha lake are newly constructed.
