The above quotation is true of the Church and in this case the Local Church (diocese) in particular. The growth of a particu- lar church is seen from her development in the faith exhibited by her members. The growth in Voca- tions; to legal married life, to religious and priestly life are also a yardstick in measuring the faith of the members of a particular church. The faith of the believers in the Diocese of Kasese is growing, hence the Spiritual development that will consequently lead the Diocese and District as a whole to development in the other aspects of life despite the fact that humanity remains sinful, a cause for constant renewal and continuous call to Holiness. In the Sacramental life of the Church, the believers in the Catholic Religion have embraced the sacraments of Holy Matri- mony and Holy Orders. In some parishes, its is rare these days that a week goes by without at least 3 or 5 couples embracing the sacrament of Holy Matrimo- ny, and in the same Spirit, the diocese produces at least 2-3 priests and deacons every year. This is a good pace of de- velopment that our diocese is taking. We pray that God continues to bless us with more vocations. National Overview Tension continues to rise in the Rwenzori sub region following the re-arrest of the King (Omusinga) Charles Wesley Mumbere of the Rwenzururu Kingdom (Obusinga Bwa Rwenzururu). He had been arrested in December 2016 on charges related to terrorism, aggravated robbery and attempted murder.1 These charges stemmed from attacks on police officers and police installations in the region in the last couple of months. King Mumbere was re-arrested just hours after Jinja High Court released him on bail. Prior to the re- arrest, one of the bail conditions was that he should not go to his Kingdom. The re-arrest of the King has not gone down well with some sections of his Kingdom. Area Members of the Parliament have condemned the re-arrest saying it was betrayal of the entire kingdom by the President of Uganda, and that the re-arrest was unlawful.2 However Police say King Mumbere was re-arrested because the latest investigations discovered other charges which he individually committed during the clashes in the region.3 The re-arrest of the King has the possibility of worsening the already precarious situation. In the last three years, more than three hundred (300) people have been killed, military installations attacked, houses, property and domestic livestock destroyed and many people injured in a conflict that is multidimensional.

Hundreds of students who had applied for master’s degree at Makerere University are stranded after the university failed to raise the required number of lecturers. Dr. Suzie Nansozi Muwanga the head of political science and public administration department told New Vision most lecturers had retired, gone for fellowships abroad while some left for green pastures. She said “There was no point in admitting students to programmes that lacked lecturers.” ‘Don’t send hungry children to school’. The Mpigi district education officer, has cautioned parents against sending their children to school on an empty stomach saying it affects their performance “Children cannot concentrate in class if they have nothing to eat for lunch”. Wakiso district to introduce fees for UPE. Wakiso district is drafting an education ordinance to enable parents to supplement on the sh1700 per pupil capitation grant provided by the government “You never know the parents’suppliment might become a national policy because these are our children yet we want teachers to do miracles out of the blue which practically is impossible” said Matia Lwanga Bwanika the Wakiso LC 5 Chairman. Over 1,300 students get government loans. A total of 1,276 students have been awarded government loans to finance study at selected universities and other tertiary institutions under the second round of the students’ loan scheme.
