In Chapter three, the context of the Archdiocese of Kampala has been analysed with the scope of identifying the prevalent signs-of-the-times. Chapter five, instead, is a synthetic chapter whose scope is to suggest a homiletic praxis which is a result of a dialogue between a homily according to the paradigm of the Second Vatican Council and the concrete situation of the Archdiocese of Kampala. An effective homily is a concrete communication; and this work has that finality, that is to say, to bring out those elements and suggest such praxis, that renders a homily a concrete communication in the context of the Archdiocese of Kampala. The scope of the entire study was to inquire into the meaning of a homily as par the paradigm of the Second Vatican Council (chapter 1 and 2) and then apply the same understanding to a homily to be made in the particular context of the Archdiocese of Kampala. But in the paradigm of Vatican II we cannot talk of simple ‘application’; in fact it is a ‘dialogue’. This extract is therefore important in the structure of the entire work in the sense that the concrete situation is put forth with its prevalent signs-of-the-times (chapter three); signs with which a preacher has to dialogue before venturing into a relevant praxis. A synthetic relevant praxis is what is suggested in chapter five. In a word, the two chapters are important for the entire work because, first of all, the stepping stones of a concrete homily in the Archdiocese of Kampala are set forth, and then, a concrete and relevant homiletic praxis is suggested. Wakiso district to introduce fees for UPE. Wakiso district is drafting an education ordinance to enable parents to supplement on the sh1700 per pupil capitation grant provided by the government “You never know the parents’suppliment might become a national policy because these are our children yet we want teachers to do miracles out of the blue which practically is impossible” said Matia Lwanga Bwanika the Wakiso LC 5 Chairman. Over 1,300 students get government loans. A total of 1,276 students have been awarded government loans to finance study at selected universities and other tertiary institutions under the second round of the students’ loan scheme.
