Mons. James Odongo, in conformità al can. 401 § 1 del Codice di Diritto Canonico. Il Papa ha nominato Arcivescovo di Tororo (Uganda) S.E. Mons. Denis Kiwanuka Lote, finora Vescovo di Kotido. Mons. 2 Erasmus Desiderius Wandera, in conformità al can. 401 § 1 del Codice di Diritto Canonico. Il Santo Padre ha nominato Vescovo di Soroti (Uganda) il Rev.do P. Emmanuel Obbo, A.J., Rettore del Seminario Minore della Congregazione degli Apostoli di Gesù di Nadiket, Moroto. Rev.do P. Emmanuel Obbo, A.J. Il Rev.do P. Emmanuel Obbo, A.J., è nato il 7 ottobre 1952, nel villaggio di Nagoke/Kirewa, Contea di West- Budama, Arcidiocesi di Tororo. Dopo le scuole primarie è entrato nel Seminario Minore della Congregazione religiosa degli Apostoli di Gesù. Successivamente ha studiato presso l’East-African Commercial and Secondary School di Kampala e presso il "Centre for Continuous Education" dell’Università Makerere, ottenendo il "Pitman certificates in Book Keeping". Nel 1977 è entrato nella Congregazione degli Apostoli di Gesù, dove l’8 dicembre 1979 ha emesso i primi voti. Gli studi di Filosofia (1980-1982) e Teologia (1982-1986) li ha svolti nel Seminario degli Apostoli di Gesù a Nairobi. È stato ordinato sacerdote il 13 dicembre 1986. Dopo l’ordinazione ha svolto i seguenti incarichi: 1986-1987: Assistente del Maestro dei Novizi nel Noviziato di Moroto; 1987-1991: Studi per la Licenza e la Laurea in Filosofia presso la Pontificia Università Urbaniana; 1992- 1994: Rettore del Philosophicum di Langata; 1993-1999: Vicario Generale della Congregazione e Coordinatore pastorale della Congregazione; 1999-2001: Assistente Generale per le Comunicazioni sociali; dal 2003:Rettore del Seminario Minore degli Apostoli di Gesù di Nadiket, Moroto; dal 2003: Coordinatore della zona Moroto- Kotido degli Apostoli di Gesù; dal 2004: Chiamato dal Vescovo di Moroto ad esercitare il ruolo di "Pro Vicario Generale" ("Contact Person, Office of the Vicar General"); dal 2004: Presidente del "Board of Governors" del St. Daniel Comboni Polytechnic, Naoi, Moroto; dal 2004: Presidente del School Management Committee, al St. Daniel Comboni Polytechnic, Naoi, Moroto. Il Rev.do Padre Aloísio Alberto Dilli, O.F.M., è nato il 21 giugno 1948 nella città di Montenegro, nello Stato di Rio Grande do Sul, arcidiocesi di Porto Alegre. Membro dell’Ordine dei Frati Minori, ha emesso la professione religiosa il 4 febbraio 1971. Ha frequentato i corsi di filosofia presso la Facoltà "Nossa Senhora da Conceição" di Viamão e quelli di teologia presso l’Istituto di teologia della Pontificia Università Cattolica di Porto Alegre. Dopo l’ordinazione sacerdotale ha ottenuto la Licenza in Sacra Liturgia presso il Pontificio Ateneo "Sant’Anselmo" a Roma. Arturo Eduardo Fajardo Bustamante è nato il 17 luglio 1961 ad Aiguá, Dipartimento di Maldonado, diocesi di Minas. Successivamente ha seguito i corsi di filosofia e di teologia al Seminario Maggiore Interdiocesano "Cristo Rey" di Montevideo. Ha ricevuto l’ordinazione sacerdotale per le mani di Sua Santità Giovanni Paolo II in Florida l’8 maggio 1988 per la diocesi di Minas. Dapprima ha diretto la comunità parrocchiale "San José" di Minas e, poi, quella di "San Carlos Borromeo" nella città di José Pedro Varela, Dipartimento di Lavalleja. È membro del Collegio dei Consultori, assessore diocesano della pastorale giovanile, membro della Commissione Direttiva dell’ "Hogar Sacerdotal" di Montevideo. Dapprima Direttore spirituale del Seminario Interdiocesano di Montevideo, poi formatore del medesimo, ne è diventato Rettore nel febbraio 2005. Francisco Mendoza De Leon, del clero dell’arcidiocesi di Manila, finora Rettore del santuario arcidiocesano della Divina Misericordia, assegnandogli la sede titolare vescovile di Boseta. Rev.do Mons. Francisco Mendoza De Leon Il Rev.do Mons. Francisco Mendoza De Leon è nato a Parañaque, Manila, l'11 giugno 1947. Ha frequentato i corsi di filosofia al seminario minore "Our Lady of Guadalupe" e i corsi di teologia al seminario maggiore di "San Carlos" ottenendo la Laurea. Èstato ordinato sacerdote il 28 giugno 1975 per l’arcidiocesi di Manila. Dopo due anni come Vicario Parrocchiale a "Santa Clara Parish" di Pasay, è stato Direttore degli Studi, Prefetto di Disciplina ed infine Rettore prima nel seminario minore "Our Lady of Guadalupe" e poi al seminario maggiore di "San Carlos" fino al 1991. 4 Dal 1991 al 1998 è stato Parroco di "St. Andrew parish", a Makati, e poi di "Holy Eucharist parish", a Moonwalk Village, Parañaque. Tornato dal 1998 al 2001 alla guida del "San Carlos Seminary", dal 2001 ad oggi è stato Rettore del Santuario Arcidiocesano della Divina Misericordia, Mandaluyong, Manila.     1 Timeline of Marehemu Archbishop James Odongo’s Involvement in AMECEA’s Key Pastoral Priority of Small Christian Communities By Joseph G. Healey, MM 1950s in Rome, Italy. Odongo studied philosophy and theology at Propaganda Fide College in Rome in the 1950s. In an interview he vividly described how his vision of Small Christian Communities (SCCs) begin when he was a seminarian and lived at Propaganda Fide College with 350 students from 52 countries. Sometimes they formed smaller groups for prayer and socializing. Odongo experienced the value of small communities composed of people from different countries and languages and the meaning and spirit of community. 16 February, 1965 in Tororo, Uganda. Bishop James Odongo was consecrated (now the word is “ordained”) a bishop and became Auxiliary Bishop of Tororo, Uganda. 14 September to 8 December, 1965 in Rome, Italy. Bishop Odongo participated in the Fourth and Last Session of the Second Vatican Council that took place in the Vatican (Rome). At the age of 34 he was among the youngest Council Fathers. In an interview Odongo vividly described where he sat in St. Peter’s Basilica following the plan of seniority. On the last working day the bishops approved a total of 11 documents of the 16 official documents. From his seat in St. Peter’s Odongo wrote his signature in ink that was then copied electronically and attached to all the documents. All the bishops’ signatures are officially in the Vatican Archives. Odongo emphasized that all the bishops signed these documents in the spirit of collegiality and joint ownership.

    1 How African Small Christian Communities Implement the Pastoral and Missionary Vision of Vatican II By Joseph G. Healey, MM Abstract As we continue to celebrate the 50-year Anniversary of the Second Vatican Council we recall the historical foundations of African Small Christian Communities (SCCs) in the People of God Model of Church and in the communion ecclesiology of Vatican II.A study of five documents of Vatican II reveals that Small Christian Communities are one of the great fruits of the council and an awakening of the church as the People of God. The founding fathers of AMECEA had a vision of implementing Vatican II’s ecclesiology of communion in Eastern Africa that focused on the communion (koinonia) and service (diakonia) aspects. Both African Synods built on the foundations of Vatican II and highlighted the pastoral and missionary role of SCCs. We can look at the praxis of SCCs in Eastern Africa though the lens of the three speakers at the Theological Symposium 2013. Pastoral, parish-based SCCs are part of the “new face” of the parish and a significant part of a new way of being parish from below. The parish is a communion or network of SCCs within the “communion of communities” ecclesiology. We are optimistic that the experience of SCCs as a New Model of Church from the grassroots as witnessed by SCC members in Africa will bring significant changes in new pastoral structures corresponding to our contemporary communion ecclesiology and the ecclesial reality on the local level. Introduction 1.1. We, the Catholic Bishops of Uganda, write this letter out of good will and commitment to ensuring a peaceful and harmonious existence of our mother country Uganda and all people of God who dwell in it. We write with passion and deep concern that the road towards the 2011 general elections is creating a lot of anxiety, doubts, fear and moments of hopelessness among the people of God. Many are already sensing improper handling in the ongoing process and fearing unwanted consequences. We, therefore, call upon everyone to take on the responsibility of ensuring that the 2011 general elections are another stage in the country’s move towards a true electoral democracy in Uganda. 1.2. The 50th Anniversary of the Universal Declaration of Human Rights (UDHR) As most of you may by now know, the 10th December, 1998 nations and peoples of the world commemorated 50 years since the proclamation of the UDHR on 10 December, 1948 by the United Nations. This declaration of the fundamental rights and freedoms of the individual is one of the most significant documents in the modern world. Its aim was and still is to ensure peace in every nation and among nations through the strict observance of human rights. The rights contained in this document have been incorporated in each of our Constitutions since 1962. Yet these rights have remained on paper. Many Ugandans have not taken the trouble to know them.
