SSummerummer 20092009 FROM THE DESK OF THE EXECUTIVE DIRECTOR Discussions regarding the budget continue to cause concern among state agencies, but the N.C. Commission of Indian Affairs remains dedicated to meeting its mission and providing the vital services our constituents have come to expect. We are in the midst of a belt-tightening period so strict that even those of us with long public service careers have never experienced anything like this – and the growing budget shortfall could mean even more cuts in the upcoming fi scal years. As with all state agencies, we have been directed to cut back on spending, including travel, training, and purchase of offi ce supplies, as we streamline our efforts and fi nd new ways to do more with less. The news from the General Assembly and the Governor’s Offi ce continues to present a challenge. At present, the budget cuts only apply to State-funded programs and activities of the Commission. However, since the State appropriations support the core operation of the Greg Richardson Commission, the federally-funded programs may be affected. The Cherokee ( ah-ni-yv-wi-ya {Unicode: ᎠᏂᏴᏫᏯ} in the Cherokee language) are a native people from North America, who at the time of European contact in the sixteenth century, inhabited what is now the Eastern and Southeastern United States. Most were forcibly moved westward to the Ozark Plateau in the 1830s. They are one of the tribes referred to as the Five Civilized Tribes. According to the 2000 U.S. Census, they are the largest of the 563 federally recognized Native American tribes in the United States. [1] The Cherokee refer to themselves as Tsa-la-gi (pronounced "chaw-la-gee") or A-ni-yv-wi-ya (pronounced "ah knee yuh wee yaw", literal translation: "Principle People"). In 1654, the Powhatan were referring to this people as the Rickahockan. -

The project is necessarily truncated, and doesn’t exactly lend itself to the sort of years-long, these-people-saved-my-life and taught me everything I know-sort of story. American Indian Biographies Wilma Pearl Mankiller Born: November 18, 1945, Tahlequah, Oklahoma Tribal Affiliation: Cherokee Significance: After taking part in the Indian civil rights movement of the 1960's and later working to improve conditions among rural Indian communities, Mankiller gained national respect in the 1980's when she became the first woman to head a major Native American tribe. Wilma Pearl Mankiller was born in 1945 in the W. W. Hastings Indian Hospital in Tahlequah, Oklahoma. Her father, Charley Mankiller, a full-blooded Cherokee, married her mother, Clara Irene Sitton, of Dutch-Irish descent, in 1937. Wilma was the sixth of their eleven children. The family lived on Mankiller Flats in Adair County, northeastern Oklahoma. Mankiller Flats was an allotment of 160 acres that had been given to John Mankiller, Charley's father, in 1907, when Oklahoma became a state. The name "Mankiller" was the Cherokee military title of Wilma's great-great-great grandfather, Mankiller of Tellico, in the eighteenth century. Tellico, in eastern Tennessee, was part of the original Cherokee Nation. The Mankillers and most other Cherokee were forcibly moved to the Indian Territory, later the state of Oklahoma, on the infamous Trail of Tears in 1838 and 1839. The first eleven years of Wilma's life were spent on Mankiller Flats and in traditional Cherokee culture. In 1956, however, the Mankiller family moved to San Francisco, California, as part of a government relocation plan to move American Indians to large cities and into mainstream American life. Life in San Francisco was a culture shock, especially for the Mankiller children, but they soon adjusted to their new life. -

The U.S. President was impeached, the Yankees took the World Series, the Un- Years! abomber received a life sentence, “Titanic” became the biggest Hollywood blockbuster of all time, “Seinfeld” came to an end, Frank Sinatra died, and 77-year-old former astronaut and U.S. Senator John Glenn went back into space aboard the Shuttle Discovery. Twenty years later, there’s still plenty of political turmoil to keep our attention, the Yankees are still a perennial power, heinous crime still dominates the headlines, “Titanic” is still in the news (mainly as the standard other films attempt to topple), “Seinfeld” is still on the air, Sinatra’s music is as popular as ever, and while the shuttle program ended, we still dream of reaching for the stars. It seems the more things change, the more they stay the same. 1998 was also the year Sequoyah Fund was born. A group of visionaries formed an organization to help grow small businesses in Cherokee as a way of creating economic opportunity on and around the Qualla Boundary. While we would not become a CDFI (Community Development Finance Institution) until 2007, a young Sequoyah Fund would begin strong and grow fast by making a number of small loans to businesses that would create jobs and grow the economy. Many of the businesses that started over the last twenty years are no longer here. That’s the nature of small busi- ness start-ups. Others have sprung up in their place, providing goods and services to tribal, federal and state governments, the casino, other businesses, locals, and tourists.
