Part1 describes the purpose and functions of NACIE. Part 2 contains NACIE's recommendations to Congress including revisions to current legislation such as the Indian Education Act. Part 3 presents a chronological view of the development of Indian education during the past 200 years and summarizes resolutions of the White House Conference on Indian Education, adopted January 1992. Part 4 is comprised of a discussion of "Land for Education" and a paper by Kirke Kickingbird and G. Mike Charleston titled, "Responsibilities and Roles of Governments and Native People in the Education of American Indians and Alaska Natives." Part 5 describes grants issued to local educational agencies through the Indian Education Act, and lists fellowship recipients. Part 6 is a paper by D. Michael Pavel titled, "American Indians in Higher Education." Data tables detail enrollments and funding of tribally controlled schools and colleges, Bureau of Indian Affairs schools, and Indian adult education programs. Appendices contain:(1) fiscal year 1992 program profiles; (2) Office of Indian Education showcase project descriptions; (3) tables and figures for Indian Education funding in fiscal year 1992; (4) NACIE Alumni, 1972-1992; and (5)fiscal year 1992 federal register notices. Some of the recommendations contained herein have been made before. One recommendation to the Secretary of Education which NACIE has made almost every year since the cre:tion of the Department of Education and we again make is to elevate the posit,on of Director, Office of Indian Education to a level equivalent to that of an Assistant Secretary.Ezch year the Secretary of Education has responded in the negative. The Department's position is that elementary and secondary education programs should not be dispersed to different principal offices and that having additional people reporting directly to the Secretary would impede administrative efficiency. The Department also has referred to current law which gives the Director of the Office of Indian Education responsibility for coordination of the development of policy and practices of all programs in the Department of Education relating to Indians and Alaska Natives (Indian Education Act, Section 5341 (b)(2)(D)).It has been the Department's view that this statutory language should be sufficient to ensure national coordination of programs serving Native Americans. NACIE cannot help but notice that Indian Education appropriations have not fared well when compared with Chapter 1 appropriations, both of which are housed within the Office of Elementary and Secondary Education. The argument used by the department against elevating the Office of Indian Education does not seem to apply to the Office of Bilingual Education and Minority Languagcs Affairs (OBEMLA) which is no less of an elementary and secondary education program as Indian Education.Yet, the Director of OBEMLA serves at a level equivalent to that of an Assistant Secretary. NACIE also notes that the Director of the Office of Indian Education, according to the statutory language, is responsible for coordination of the development of policy and practices of all programs in the Department of Education relating to Indians and Alaska Natives, but does not have authority commensurate with this responsibility. NAC1E strongly believes that Indian education is legitimately the first federal entitlement program. Our report dedicates a chapter to this. While NACIE supports the National Education Goals for American Indians and Alaska Natives which incorporates thc six National Education Goals, a review of Indian policy indicates that the best federal Indian education policy is one which would allow for differences wh,le at the sante time be inherently fair. We request that all forthcoming legislation for the implementation of the National Education Goals specifically address the needs of American Indians and Alaska Natives. Commission of Indian Affairs remains dedicated to meeting its mission and providing the vital services our constituents have come to expect. We are in the midst of a belt-tightening period so strict that even those of us with long public service careers have never experienced anything like this – and the growing budget shortfall could mean even more cuts in the upcoming fi scal years. As with all state agencies, we have been directed to cut back on spending, including travel, training, and purchase of offi ce supplies, as we streamline our efforts and fi nd new ways to do more with less. The news from the General Assembly and the Governor’s Offi ce continues to present a challenge. At present, the budget cuts only apply to State-funded programs and activities of the Commission. However, since the State appropriations support the core operation of the Greg Richardson Commission, the federally-funded programs may be affected. The project is necessarily truncated, and doesn’t exactly lend itself to the sort of years-long, these-people-saved-my-life and taught me everything I know-sort of story. Nonetheless, many people helped me achieve this relatively small, but nonetheless extraordinarily challenging academic exercise. Andy Fisher introduced me to Indigenous history as a freshman in college, and his passion, skill, and most importantly extraordinary empathy put me on the path to graduate school in Western and Native American history.     American Indian Biographies Wilma Pearl Mankiller Born: November 18, 1945, Tahlequah, Oklahoma Tribal Affiliation: Cherokee Significance: After taking part in the Indian civil rights movement of the 1960's and later working to improve conditions among rural Indian communities, Mankiller gained national respect in the 1980's when she became the first woman to head a major Native American tribe. Wilma Pearl Mankiller was born in 1945 in the W. W. Hastings Indian Hospital in Tahlequah, Oklahoma. Her father, Charley Mankiller, a full-blooded Cherokee, married her mother, Clara Irene Sitton, of Dutch-Irish descent, in 1937. Wilma was the sixth of their eleven children. The family lived on Mankiller Flats in Adair County, northeastern Oklahoma. Mankiller Flats was an allotment of 160 acres that had been given to John Mankiller, Charley's father, in 1907, when Oklahoma became a state. The name "Mankiller" was the Cherokee military title of Wilma's great-great-great grandfather, Mankiller of Tellico, in the eighteenth century. Tellico, in eastern Tennessee, was part of the original Cherokee Nation. The Mankillers and most other Cherokee were forcibly moved to the Indian Territory, later the state of Oklahoma, on the infamous Trail of Tears in 1838 and 1839. The first eleven years of Wilma's life were spent on Mankiller Flats and in traditional Cherokee culture. In 1956, however, the Mankiller family moved to San Francisco, California, as part of a government relocation plan to move American Indians to large cities and into mainstream American life. Life in San Francisco was a culture shock, especially for the Mankiller children, but they soon adjusted to their new life.

    2018 Annual Report 20 Letter From Russ 1998 was quite an interesting year. The U.S. President was impeached, the Yankees took the World Series, the Un- Years! abomber received a life sentence, “Titanic” became the biggest Hollywood blockbuster of all time, “Seinfeld” came to an end, Frank Sinatra died, and 77-year-old former astronaut and U.S. Senator John Glenn went back into space aboard the Shuttle Discovery. Twenty years later, there’s still plenty of political turmoil to keep our attention, the Yankees are still a perennial power, heinous crime still dominates the headlines, “Titanic” is still in the news (mainly as the standard other films attempt to topple), “Seinfeld” is still on the air, Sinatra’s music is as popular as ever, and while the shuttle program ended, we still dream of reaching for the stars. It seems the more things change, the more they stay the same. 1998 was also the year Sequoyah Fund was born. A group of visionaries formed an organization to help grow small businesses in Cherokee as a way of creating economic opportunity on and around the Qualla Boundary. While we would not become a CDFI (Community Development Finance Institution) until 2007, a young Sequoyah Fund would begin strong and grow fast by making a number of small loans to businesses that would create jobs and grow the economy. Many of the businesses that started over the last twenty years are no longer here. That’s the nature of small busi- ness start-ups. Others have sprung up in their place, providing goods and services to tribal, federal and state governments, the casino, other businesses, locals, and tourists.
