The Sr. Divisional Commercial Manager, Northern Railway, New Delhi for and on behalf of President of India invites applications up to 23.06.2015 for selection and short listing of “Jan Sadharan Ticket Booking Sewak” (JTBS) at various locations over Delhi Division, Northern Railway for issuing of unreserved Rail tickets through computerized Unreserved Ticketing System (UTS), from interested parties fulfilling following conditions and such conditions as may be prescribed from time to time. District Magistrate / Sub District Magistrate /Executive Magistrate/ Block Development Officer or Tehsildar. However, before appointment as JTBS, the applicant will also have to produce a certificate from the police station serving his/her locality that no criminal case is pending against him/her. • The premises selected for issue of UTS tickets should have easy accessibility to all the citizens. • Applicant should have a telephone connection in the JTBS premises. • Applicant should be residing in the municipal limits of the city / district in which JTBS is being appointed (certificate preferably voter identity card or other proof of residence from District Magistrate should be enclosed). 2) Other Conditions: • JTBS will procure UTS terminals and equipments for which all the cost initial as well as recurring including equipments and channels would have to be borne by JTBS. • JTBS will be permitted to issue cash tickets (including advance and cluster tickets) only. They will not be permitted to issue concessional certificate tickets (except senior citizen concession), blank paper tickets and money receipts. Refund of tickets will not be permitted at the JTBS. • JTBS will be permitted to issue platform tickets. • JTBS will be allowed to renew season tickets. Each season ticket is to be treated as a single ticket/single passenger for the purpose of levy of service charge. • JTBS will have to make advance deposit and tickets can be issued by him till amount against this deposit is available subject to minimum deposit amount of Rs.10,000/-. • JTBS will bear all the initial and recurring cost of the equipments and channels. • JTBS will collect Re.1/- per passenger as commission from the passengers. • JTBS will be responsible for implementing all the procedures and conditions that are being prescribed by the Railway Administration from time to time. • JTBS will not issue tickets from station premises. • The competent authority or an officer authorized by him shall be allowed access to the premises assistance for inspection. A summary of transactions daily/periodical/monthly made by JTBS shall be given by him to the serving station. • Reservation: Following reservation will be applicable for 49.5% of the total number of JTBS on Divisional basis: S N Reservation Quota Percentage Remarks i) Scheduled Caste 12% In each category, 10% reservation will be for ii) Scheduled Tribe 8% freedom fighters and women including war iii) Other Backward Classes 20% widows and widows of Railway employees and iv) Minorities** 9.5% 2% reservation will be for physically and Total 49.5% mentally challenged persons. Page 3 of 6 “Apart from the above, 10% reservation from disabled persons (Physically challenged persons) will be applicable in the general category also”. (**) The term Minorities will include the communities namely (1) Muslims, (2) Christians, (3) Sikhs, (4) Buddhists and (5) Zoroastrians (Parsis). • List of Equipment to be procured by JTBS is as under: Dialup Modems with accessories - 2 nos. Dumb Terminal - 1 nos. Ticket printer - 1 nos. Report Printer - 1 nos. • Applicant should be prepared to give Rs. 5000/- refundable interest free security deposit & Rs. 20,000/- Bank guarantee to the Railway in favour of “Sr. Divisional Finance Manager, Northern Railway, New Delhi”. This will be in addition to bearing the cost of terminal equipment – VDU, Key Board, Printer as per specification provided by the Railways and the cost of network/channel etc. On completion/termination of contract, pending dues will be adjusted from the security deposit and balance refunded to JTBS. • JTBS is to deposit with Railways the pro rata cost of terminal server, main server and installation/commissioning charges of the equipments at his premises. The approximate cost will be about Rs.20,000/- per JTBS. The cost of above mentioned equipments is to be borne by party. • The BSNL/MTNL and any other service provider telephones one each at both the ends. Cost to be borne by the party on actual basis. 3) Period of Contract: Initial period of contract will be for 3 years which can be extended on the basis of satisfactory performance for tenure of next 3 years. Thereafter, JTBS may be considered for extension beyond a period of six (06) years on yearly basis subject to certification of satisfactory performance. 4) Termination of contract : Each side can terminate the contract without assigning reasons by giving one month notice. 5) Appointment of JTBS: • The selection of JTBS will be done by a committee of three Assistant level officers consisting of each member from Commercial, Operating and Finance department which is appointed by competent authority. • The Railways decision in this regard to authorize JTBS for issue of UTS tickets from amongst the applicants shall be final and Railway reserves its right to reject any application without assigning any reason. No canvassing or correspondence in this regard will be entertained from unsuccessful applicants. • Applicants of JTBS will not confer any right on the person for employment on Railways. The appointment is purely contractual in nature and no facilities viz. absorption in Railway service, regularization of service, bonus, railway pass facility etc. shall accrue to the JTBS. 6) Arbitration: • DRM/DLI, Northern Railway will be the final authority for resolving any dispute between the JTBS and Railway Administration. We, ISOLA Delhi Chapter, submit the following observations and objections to the report, prepared by DUAC for due consideration, through a landscape heritage perspective. As per the new Guidelines the character of the LBZ would change dramatically (to its detriment), with significant impact on the environment and character of Central Delhi. We would like to highlight the lack of consideration in the report to the Landscape Heritage of New Delhi. This includes the planned ‘Garden City’ planning as designed in 1930 as well as the landscape resource this area is today. LBZ needs to be conserved for the future, not only for its historic planning, but significantly its model landscape planning design; strategic planting; mature, verdant and diverse canopy (which took nearly a century to be established); and, the critical biodiversity it supports. Depriving the people of Delhi of the green lung that LBZ is today, will lead to further deterioration of the poor air quality that is plaguing our capital city. We as ISOLA Delhi Chapter strongly object to the LBZ Boundary and Development Guidelines Report by DUAC.

This study is focused on Delhi only where food culture is a mixture of its past, different cultures and traditions. According to Gandhi (2015) the city of Delhi is a hub of cuisine. The city has absorbed, over the centuries, settlers, and visitors from across the globe. The emperors, the nobles, the viceroys and the sahibs all provided generous patronage to the cuisine of Delhi and contributed the cultivation of fine taste. Food culture is to be followed by concerned services provider and present study is an attempt to explore of food culture, cuisines, preferences and choices in Delhi through literature review.     Chapter 13 WATER SUPPLY AND SANITATION 1. Water and sewerage are an essential component of the basic infrastructure for urban settlements. As per Census 2001, Delhi had a population of 137.83 lakhs as on March, 2001. The number of households has increased from 18.62 lakhs in March, 1991 to about 27.57 lakhs in March 2001. Besides domestic use, water is also required for industrial, commercial, and other institutions, and fire fighting purposes. WATER CONSUMPTION 2. As in January 2000, estimated water consumption in Delhi was about 731 MGD. DJB was supplying 609 MGD and the balance 122 MGD was being met mainly through commissioning of tube wells/ hand pumps by the public. The number of metered water supply connections by DJB in Delhi increased from 9.58 lakhs as on 31.03.99 to 10.32 lakhs as on 31.03.2001. At the same time unmetered water connections from DJB also increased from 2.97 lakhs as on 31.03.99 to 3.12 lakhs as on 31.03.2001. The details may be seen at Table No.13.1 and 13.2. 3. DISPARITY IN WATER SUPPLY 3.1 There is a significant inequity in the availability of water in different zones in Delhi as could be seen in MAP 13.1. This distribution position indicates:- (i) The level of supply in the Cantonment area is the highest and is almost 18 times the level of supply in the Mehrauli area. (ii) If NDMC and Cantonment areas are excluded, being bulk supply, the level of supply in Karolbagh is highest 12 times the level in Mehrauli and 11 times the level of supply in Narela.
