That This Hon’ble Tribunal vide its order dated 08.09.2020 was pleased to pass the following directions: “Grievance in this application is that contaminated water is being released in a pond in Kheda Khurd Village, adversely affecting the waterbody and the wildlife in the area. This is being done from Village Kheda Khurd, Maan Colony and poultry farm/ nursery in the flood plain of Western Yamuna Canal in Sub-division Narela and Alipur” 2. That, Sh. Sudhir Singh Rana filed a similar complaint to the office ofDPCC as filed before this Hon'ble Tribunal on 08.09.2020. As this complaint was for overflowing the waste water of village which ultimately affecting the water body. This Complaint was forwarded to Irrigation & Flood Control Department for taking necessary action on 31.08.2020. dhe and That in response to DPCC letter dated 31.08.2020, Irrigation 10.2020 Flood Control Department, GNCTD vide letter dated 06. informed that the drawings ofproposed drainage system prepared for by I&FCD are the best possible alignment network disposal ofwaste water ofMann Colony at village Khera Khurd. The land for this drainage network falls under the jurisdiction of Haryana Irrigation Department. For construction ofthe proposed drainage or system either NOC from the Haryana Government is required land belongs to the Haryana Government needs to be acquired. Irrigation and Flood Control Department, GNCTD informed that till date no reply was received from Haryana government. Copy of letter dated 06.10.2020 issued by I&FCD to DPCC is annexed herewith as Annexure-I. That inspection of above said alleged site was conducted on 04.12.2020 by SDM (Narela), Tahsildar (Narela), Environmental Engineer (DPCC) and Assistant Engineer (Irrigation & Flood Control Deptt.). Copy of inspection report dated 04.12.2020 is annexed herewith as Annexure-II. During the inspection, it was observed that: (1) waste water (sewage and storm water) through open drains Khurd in is being released from Mann Colony near Khera a vacant land of Haryana Irrigation Department existing between Mann Colony and Moonak Nahar forming a pond of approximately 1 k.m. length and no waste water was found released by the poultry farm in Mann Colony as alleged by the complainant. ql) The poultry farm was found in abandoned condition. (It) A bandi was found at the boundary of Mann Colony to protect the flow of stored waste water towards village Khera Kalan/ Khera Kalan Pond (Dada Sangla Johad) and no flow of stored waste water was observed towards Khera Kalan/ Khera Kalan Pond (Dada Sangla Johad). During monsoon season when the water level rises, the waste water from the pond opposite Mann Colony may cross the bandi and enter into the existing fields of village Khera Kalan The distance between Bandi and Dada Sangla Johad is approx. 2 K.m. Due to a pucca road before the Dada Sangla Johad, it is hardly possible for the waste water to reach the Johad. That inspecting team also observed that the instant matter relates to drainage & management of waste water generated from Mann Colony, hence, the issue may be taken up by the Delhi Jal Board and Haryana Irrigation Department. Subsequently, DPCC issued letters on 07.12.2020 to Delhi Jal Board and Haryana Irrigation Department to ensure effective action for drainage and management of waste water generated from Mann Colony and ble furnish compliance report accordingly. Copies of letters dated 07.12.2020 are annexed herewith as Annexure-III (COLLY). In view ofthe above, direction may be issued to Delhi Jal Board and. It has also been submitted that either no objection certificate from Haryana Govt. is communicated nor process for acquisition of land is initiated by Revenue Deptt., Govt. of NCT of Delhi till date for construction of proposed drain for drainage of waste water of Mann Colony.     Chapter 13 WATER SUPPLY AND SANITATION 1. Water and sewerage are an essential component of the basic infrastructure for urban settlements. As per Census 2001, Delhi had a population of 137.83 lakhs as on March, 2001. The number of households has increased from 18.62 lakhs in March, 1991 to about 27.57 lakhs in March 2001. Besides domestic use, water is also required for industrial, commercial, and other institutions, and fire fighting purposes. WATER CONSUMPTION 2. As in January 2000, estimated water consumption in Delhi was about 731 MGD. DJB was supplying 609 MGD and the balance 122 MGD was being met mainly through commissioning of tube wells/ hand pumps by the public. The number of metered water supply connections by DJB in Delhi increased from 9.58 lakhs as on 31.03.99 to 10.32 lakhs as on 31.03.2001. At the same time unmetered water connections from DJB also increased from 2.97 lakhs as on 31.03.99 to 3.12 lakhs as on 31.03.2001. The details may be seen at Table No.13.1 and 13.2. 3. DISPARITY IN WATER SUPPLY 3.1 There is a significant inequity in the availability of water in different zones in Delhi as could be seen in MAP 13.1. This distribution position indicates:- (i) The level of supply in the Cantonment area is the highest and is almost 18 times the level of supply in the Mehrauli area. (ii) If NDMC and Cantonment areas are excluded, being bulk supply, the level of supply in Karolbagh is highest 12 times the level in Mehrauli and 11 times the level of supply in Narela.

    URBAN DEVELOPMENT 1. Plan Development of the city may be linked to sifting of Capital from Kolkata in 1911 by the Britishers. Imperial Delhi Community was formed in March 1913 to overseas the construction and management of Civic Affairs of the New Capital. In 1916, it was notified as Raisina Municipal Committee under the Punjab Municipal act 1911. In March 1927 this Municipal Committee was redesignate as New Delhi Municipal Committee. In 1932 this committee was upgrade as First Class Municipal Committee. 2. MCD act in acted by Parliament in 1957 and Municipal Committee of Delhi election were held in 1958. Delhi Development act 1957 passed by the Parliament. Delhi Development Authority, the agency responsible for planned development of the city. The first master plan for the period 1961-81 was prepared by DDA and notified by the Govt of India in 1962. This master plan was revised for the extended period upto 2001 by DDA. It was further revised for the standard period for 2001-2021 notified in 2007. 3. The present setup of NCT of Delhi came into existence with the passage of the NCT of Delhi act 1991 by the parliament by way of incursion of Article 239AA though 69 th Constitutional Amendment. This NCT Act came into force in 1992 with this New Administrative setup in Delhi a no. of organisational and administrative changes have been brought in by the GNCT of Delhi. Delhi Transport Corporation was transferred from the administrative control of Ministry of Road Transport, Govt. Of India to Transport Department of GNCT of Delhi.

ABSTRACT : The Aam Aadmi Party, born from the anti-corruption movement that began in 2011, is generating a new kind of hope and energy in the country especially among the youth which never witnessed before. Arvind Kejriwal formed the political party in November 2012 after breaking away from Anna Hazare. Nobody expected the Aam Aadmi Party to capture the imagination of the people of Delhi so quickly and become a big regional party in Delhi. In 2013 assembly election first time newly formed Aam Aadmi Party gave tough fight to established Bharatiya Janata Party and Indian National Congress. In a short time span Aam Aadmi Party came second in his first election held in 2013 and won 28 seats out of the total 70 seats. This study describes that the changing scenario of party competition and voter’s behaviour in Delhi is a very interesting problem area for study. The present study also reveals that how voter turnout largely influenced by the socio – economic conditions of electorates. In 2015 assembly election Aam Aadmi Party won 67 seats out of 70 and came out as a ruling party. Here attempt have been made to see the rise of Aam Aadmi Party and its performance in different constituencies of Delhi.
